SUBJECT: ADOPT RESOULTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION
TO THE LEAGUE OF CALIFORNIA CITIES FOR THE HELEN PUTNAM AWARD
FOR EXCELLENCE
SUMMARY:
Established in 1982, the League of California Cities, Helen Putnam Award for Excellence program
recognizes outstanding achievements by California's cities. The program recognizes cities that have
made unique contributions to communities, residents and businesses that have resulted in lower costs or
more effective delivery of services. The purpose of the Helen Putnam Award for Excellence program is
to recognize and promote the outstanding efforts and innovative solutions by city governments. The
proposed action adopts Resolution No. 2017-C23 authorizing the submittal of an application to the
League of California Cities for the Helen Putnam Award for Excellence and authorizes the City
Manager or designee to execute all documents that may be necessary to facilitate the application award.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1) Adopt Resolution No. 2017-C23 authorizing the submittal of an application to the League of
California Cities for the Helen Putnam Award for Excellence; and
2) Authorize the City Manager or designee, to execute all documents that may be necessary to
facilitate the application award.
DISCUSSION:

The program goals are listed below:
• Improve the quality of life in local communities
• Implement efficiencies in service delivery and operations
• Provide services responsive to the community
Any League of California member City that provides a program or service that has proven tangible and
measurable results with a minimum of one year of implementation may apply.
Staff recommends that the City’s Homeless Assistance Liaison Officer (HALO) and Neighborhood
Connections programs be submitted for the Helen Putnam Award for Excellence in the Community
Services and Economic Development award category. Part of the application will be to define how this
program supports the League's strategic goals for cities. The 2017 League Strategic Goals include
Develop Realistic Responses to the Homeless Crisis. The development of the City’s HALO and
Neighborhood Connections programs supports that goal.
FISCAL IMPACT:
There is no fiscal impact associated with the recommended actions.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, CALIFORNIA, AUTHORIZING SUBMITTAL OF AN
APPLICATION TO THE LEAGUE OF CALIFORNIA CITIES
FOR THE HELEN PUTNAM AWARD FOR EXCELLENCE; AND
THE EXECUTION OF ANY RELATED DOCUMENTS
NECESSARY FOR THE APPLICATION
WHEREAS, the League of California Cities (hereinafter referred to as the "League") has
issued a call for applications for the 2017 Helen Putnam Award for Excellence; and
WHEREAS, the City of Azusa, a municipal corporation, ("Applicant") desires to apply
for the Helen Putnam Award for Excellence and submit an application.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa
does hereby find, determine, and declare as follows:
SECTION 1. Applicant is hereby authorized and directed to apply for and submit to the
League the 2017 Helen Putnam Award for Excellence application.
SECTION 2. That the City Manager or his designee is authorized to execute in the name
of the Applicant the application package and related documents as required by the League in
participation of this program.

Any League member city, or group of California cities, including League Divisions, that provide
a program or service that has proven tangible and measurable results with a minimum of one
year of actual implementation is eligible to apply. Instructions must be followed carefully as
this will facilitate the fair evaluation of all applications and ensure fairness among entries.
