SUBJECT: APPROVE THE PLANS AND SPECIFICATIONS FOR A NEW TRAFFIC SIGNAL
AT THE INTERSECTION OF FOOTHILL BOULEVARD AND DALTON AVENUE
AND AUTHORIZE STAFF TO SOLICIT A NOTICE OF INVITING BIDS – CIP
PROJECT 66117A&B
SUMMARY:
A new commercial development is planned for the northeast corner of Foothill Boulevard and Dalton
Avenue. The proposed development triggers the need for a traffic signal at this intersection. The
proposed actions will approve plans and specifications and authorize Staff to solicit bids from qualified
contractors to construct a new traffic signal at the intersection of Foothill Boulevard and Dalton Avenue.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1) Approve the project plans and specifications; and
2) Authorize Staff to solicit a Notice of Inviting Bids for a new traffic signal at the intersection of
Foothill Boulevard and Dalton Avenue.
DISCUSSION:
A Developer is interested in developing the vacant land located at the northeast corner of the Foothill
Boulevard and Dalton Avenue. The proposed development will include a commercial building and
generate approximately 3,000 daily vehicle trips. Due to the proposed development and the potential
significant traffic impacts, Staff retained the services of a consultant to prepare a traffic signal warrant
analysis to determine if the installation of a new traffic signal at the intersection of Foothill Boulevard
and Dalton Avenue was warranted. Based on the analysis, field observations, and engineering judgment,
the installation of a traffic signal is recommended.

Foothill Boulevard and Dalton Avenue is a 4-legged intersection that is currently stop controlled on
Dalton Avenue. Foothill Boulevard runs east-west and Dalton Avenue runs north-south. The proposed
project will remove the existing stop controls and convert the intersection into a fully signalized
intersection. In addition, the traffic signal will be interconnected with the nearby traffic signals to
optimize traffic efficiency.
If approved by the City Council, Staff will solicit bids from qualified contractors. Staff will review
submitted bids and request approval from the City Council to award a contract at a future meeting.
Construction is anticipated to commence June 2017.
FISCAL IMPACT:
There is no fiscal impact associated with the recommended actions.
