SUBJECT: AUTHORIZATION TO ENTER INTO A MASTER AGREEMENT, PROGRAM
SUPPLEMENT AGREEMENT, FUND EXCHANGE AGREEMENT, AND/OR FUND
TRANSFER AGREEMENT WITH CALTRANS FOR THE ARROW HIGHWAY
RAISED MEDIAN ISLANDS PROJECT NO. HSIPL-5112(019)
SUMMARY:
The City is eligible to receive federal and/or state funding for certain transportation projects, through the
California Department of Transportation (Caltrans). The proposed action will authorize the City
Manager to enter into the appropriate agreements with Caltrans to receive funding for the Arrow
Highway Raised Median Islands Project No. HSIPL-5112(019).
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1) Approve Resolution No. 2017-C22 and Authorize the City Manager to enter into a Master
Agreement, Program Supplement Agreement, Fund Exchange Agreement, and/or Fund Transfer
Agreement with Caltrans for the receipt of federal and/or state highway funds for the Arrow
Highway Raised Median Islands Project No. HSIPL-5112(019).
DISCUSSION:
The Public Works Department applied for the Cycle 6 Highway Safety Improvement Program (HSIP)
grant and was awarded $545,111 in federal funds for the Arrow Highway Raised Median Islands
Project. The proposed project improvements will include the construction of raised median islands on
Arrow Highway from Azusa Avenue to Citrus Avenue. This project is expected to improve the overall
safety along a corridor with high vehicle and pedestrian volumes. In addition, the project will offer an
opportunity to provide aesthetic enhancements with the installation of landscape and/or hardscape within
the median islands.

FISCAL IMPACT:
The Master Agreement, Program Supplement Agreement, Fund Exchange Agreements, and/or Fund
Transfer Agreements must be executed for the City to receive federal funding through Caltrans.

RESOLUTION NO. 2017-C22
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, TO ENTER INTO A MASTER AGREEMENT AND
PROGRAM SUPPLEMENT AGREEMENT WITH CALTRANS FOR THE
ARROW HIGHWAY RAISED MEDIAN ISLANDS
PROJECT NO. HSIPL-5112 (019)
WHEREAS, the City of Azusa is eligible to receive Federal and/or State funding
for certain Transportation Projects, through the California Department of Transportation
(Caltrans); and,
WHEREAS, Master Agreements, Program Supplement Agreements, Fund
Exchange Agreements, and/or Fund Transfer Agreements need to be executed with
Caltrans before such funds could be claimed; and,
WHEREAS, the City of Azusa wishes to delegate authorization to execute these
agreements and any amendments thereto to the City Manager.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City of Azusa hereby authorizes the City Manager to enter into
Master Agreements, Program Supplement Agreements, Fund Exchange Agreements,
and/or Fund Transfer Agreements with Caltrans.
SECTION 2. The City Clerk shall certify the adoption of this resolution.
