SUBJECT: ADOPT RESOLUTION FINDING THAT THERE ARE NO PRIVATE NONPROFIT
AGENCIES READILY AVAILABLE TO PROVIDE PARATRANSIT SERVICES IN
THE CITY OF AZUSA
SUMMARY:
The Department of Public Works is planning to submit a grant application through the Federal Transit
Administration (FTA) Section 5310 Program, to purchase four Dial-A-Ride buses for its transit
program. A public hearing is required to allow private nonprofit agencies to demonstrate whether they
are readily available to provide paratransit service in the City of Azusa. “Readily available” is defined as
“interested, willing, and capable of providing the proposed service at a comparable cost to the identified
clientele, in the same service area, with the same hours of frequency, and at the same level of service”. If
private nonprofit agencies are not readily available to carry out the proposed service, then the public
agency becomes eligible to apply for the funding.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1)Open the public hearing and receive comments from nonprofit agencies regarding the City’s
intent to apply for the Federal Section 5310 Enhanced Mobility of Seniors and Individuals with
Disabilities Program;
2) Close the public hearing; and
3)Approve Resolution No. 2017-C27 certifying that no private nonprofit agencies are readily
available to provide the proposed services in accordance with the Federal Transit Administration
(FTA) Section 5310 Grant.

BACKGROUND:
The Department of Public Works operates Azusa Dial-A-Ride, a sub-regional paratransit transportation
service for seniors over 60 years of age and persons of any age with disabilities. Elderly and disabled
residents in the City of Azusa and the unincorporated Los Angeles County within the City can utilize the
service for travel.
Currently, the City operates six vehicles in the Dial-A-Ride fleet. Four of those six vehicles were
purchased through Section 5310 funding in 2007 and have over 180,000 miles on each of them. The
vehicles are almost at the end of their useful life and the cost of keeping them in service is escalating.
Los Angeles County Metropolitan Transportation Authority (LACMTA) makes the FTA Section 5310
Program grant available to local transit agencies and nonprofits that provide service to the senior and
disabled population. This year, the grant provides 90% of the vehicle purchase price with a 10% match
requirement. The City is in the process of submitting a grant application to replace four of the six Dial-
A-Ride buses. In addition, the City will seek funding for dispatch software to streamline efficiency and
increase customer satisfaction.

FISCAL IMPACT:
There is no fiscal impact associated with holding the public hearing and there is no cost to file the FTA
Section 5310 grant application. If the application is approved for funding, the Section 5310 Program
grant will provide for 90% of the vehicle funding with a 10% match requirement.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA FINDING THAT PRIVATE NONPROFIT AGENCIES ARE
NOT READILY AVAILABLE TO PROVIDE PARATRANSIT SERVICES
TO ELDERLY AND DISABLED IN THE CITY OF AZUSA DIAL-A-RIDE
SERVICE AREA
WHEREAS, the U.S. Department of Transportation is authorized to make grants to
agencies through the Federal Transit Administration under Section 5310 of the Federal Transit
Act (FTA); and
WHEREAS, the Los Angeles County Metropolitan Transportation Authority
(LACMTA) has been designated to administer Section 5310 grants for transportation projects for
the elderly and disabled; and
WHEREAS, the City of Azusa operates a Dial-A-Ride paratransit transportation service
for elderly and disabled in Azusa; and
WHEREAS, the City of Azusa desires to make use of the FTA Section 5310 grant funds
as may be available to purchase four (4) vehicles and dispatch software for the provision of
paratransit services in the City of Azusa; and
WHEREAS, pursuant to the guidelines governing FTA Section 5310 grant application, a
public hearing must be held to determine whether there were any non-profit organizations readily
available to provide the paratransit service; and
WHEREAS, the public hearing was published in a local newspaper of general
circulation within the City; and
WHEREAS, the City Council held a noticed public hearing on April 17, 2017.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Azusa:
1. The City Council finds that private nonprofit agencies are not readily available to
provide paratransit services to elderly and disabled in the City of Azusa Dial-A-Ride service area.
2. The City Manager or his designee is hereby authorized to file and execute
applications, file all certification of assurances, contracts and agreements or any other documents
required on behalf of the City relating to the FTA Section 5310 grant program.
