The City Council of the City of Azusa
met in regular session at the above time
and place.
Present at roll call: Councilmen: Jackson,
Ortuno, Seltzer, Jones, City Attorney Snidow,
City Engineer Brooks and City Clerk. Absent: ROLL CALL
Councilman Memmesheimer.
Each member present acknowledged receipt
of a written copy of the minutes of the
' regular meeting of January 7 1952 The
Mqjor asked if there were any objections or
corrections to said -minutes. The ,minutes
of -January 7, 1952 were approved with the MINUTES APPROVED
following correction: WITH CORRECTION
The motion authorizing the City Clerk to ad-
vertise for bids on gasoline and water pipe to
be opened on January 21, 1952 be amended to
read the City.Clerk be instructed to advertise
for bids on gasoline and water pipe, the bids
to be opened on February 4, 1552.

Ayes: Councilmen: Jackson, Ortuno,
Seltzer, Jones.
Noes: None Absent: Councilman Memmesheimer.
A gentleman present, who did not give his
nave, requested permission to pick up cans
from the city dump. Mayor Jones advised him CITY DUMP
the city no longer operated the dump and
suggested he contact Mr. Walters of Covina
Irrigating Company.
The monthly report of the Azusa Public Library PUBLIC LIBRARY REPORT
was presented and ordered placed on file.
The Disabled American Veterans requested per-
mission to show a mobile exhibit in the city.
Moved by Councilman Ortuno, seconded by.
Councilman Jackson this matter be referred
to the Chief of Police with power to act.

A copy of the minutes of the last meeting of PERSON BOARD
the Personnel Board was presented and ordered MIN1TTES

Councilman Memmesheimer entered the meeting
and took his seat at the council table.
A letter from the Personnel Board recommending
Lt. Kunou be placed on the third step of the
pay plan 0322.00 per month), was read. LT. KUNOU
' Moved by Councilman Jackson, seconded by
Councilman Seltzer the City Attorney be in-
structed to draw a resolution employing Lt.
Kunou and placing his salary at $322.00 per
month, effective January 1, 1952•.

J. 0. Durrell called Council's attention to
the fact that he will attain -the age of seventy

visions of the State Employees' Retirement
Act his retirement will be in order as of that
date.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer the City Clerk be
instructed to notify the State Retirement
Board relative to the facts and request that
Judge J. 0. Durrell be retained in office
until January 1, 1953•

Chief Kendrick advised Council that he had
appointed Paul E. Sheehan as a probationary
patrolman and requested that his salary be
fixed at $244..00 per month, effective February
1, 1952.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer the City Attorney
be instructed to draw a resolution employing
Paul E. Sheehan as a probationary patrolman
to fill the vacancy caused by the resignation
of John B. Littlefield, setting his salary
at $244.00 per month, effective February 1,
1952.

John B. Littlefield offered his resignation as
a War Emergency Patrolman effective February
1, 1952•
Moved by Councilman Jackson, seconded by
Councilman Ortuno Council accept the resignation
of John B. Littlefield as a War Emergency Patrol-
man.

Chief Kendrick advised Council that he had

Officer.

the vacancy caused by the resignation of Paul
Ei Sheehan.

The Azusa City Planning Commission recommended
that Nick Jara and H. L. Hutchins, D. D. be
granted a variance for -the offices of Hutchins
on Lot 1, Block 59, located at 347 N. San Gabriel
Avenue.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno this recommendation be re-
ferred back to the Planning Commission with a
request that a plot plan and a plan for the
front elevation be submitted.

The Azusa City Planning Commission recommended
that Council deny the request for permission
to build a house containing 692 sq. ft. on
property described as 227 N. Pasadena Avenue
and a request to build a house containing 692
sq. ft. on the corner of Secoa d and Pasadena
Avenues.
Moved by Councilman Jackson, seconded by
Councilman Ortuno this matter be tabled.

A copy of a written report "In re Application
of Southern California Gas Company for increase
In rates - Application No. 32675" was read and
ordered placed on file.
The monthly report of the Pomona Valley Humane
Society was presented and ordered placed on
file.
The proposed Lease between the City of Azusa
and the Azusa Foothill Citrus Company for a
portion of Lot -79/82 of Sub. #2, Azusa Land
and Water Company, for use by the.Police De-
partment for a pistol range, was offered._
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer Council accept the
Lease and authorize the Mayor to sign and the
City Clerk to attest the same.

Herbert Dick, Jr. requested a change be
made in the driveway leading to his property
on Hollyvale Avenue.

to advise Mr. Dick that the City Engineer made

fore the work on that street was started.
Mr. John J. Debic of 1632 Calmillo, Alhambra,
submitted a written complaint on a previous
arrest. This letter was referred to the
Chief of Police.
The City Attorney reported the Azusa Agri-
cultural Water Company had offered a parcel
of land containing 2.1 acres being a portion
of Lot 50 of Sub. #2, Azusa Land and Water
Company at a purchase price of five thousand
dollars for well purposes. The matter of an
easement over this property and the con-
tamination of underground water was discussed.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer the City Attorney be
instructed to check the Quit Claim Deed per-
taining to this property and the City Engineer
be instructed to check and report on the con-
tamination of underground water supply.

City Engineer Brooks presented the Notice
of Completion, (Penn Construction Company
contractor) City reservoir located on
property described as a portion of Lot 59,
Sub. #2, Azusa Land and Water Company.
Moved by Councilman Memmesheimer, seconded
by Councilman Jackson and duly carried
' this Notice be -placed on file in the Clerk's
Office.
City Engineer Brooks reported on the ex-
change of office space.

Mayor Jones asked if Council was agreeable
to the Engineer sharing office space with
the City Treasurer.
Councilman Jackson stated that he was not in
favor of the move and wished to see the
offices remain as they are at the present
time.
Councilman Memmesheimer asked that Council
not take action until he be given an opportunity
to check the present conditions.
Moved by Councilman Seltzer, seconded by
Mayor Jones the City Engineer be instructed
to move into the City Treasurer's office under
terms and conditions as reported by the City
Engineer.
This motion failed to carry by the following vote:
Ayes: Councilmen: Seltzer, Jones.

OCCUPY SPACE IN CITY
TREASURER'S OFFICE
City Attorney Snidow presented a SPECIAL COUNSEL CON-
TRACT between the City of Azusa and O'Melveny &-
Myers.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer the City enter into a con-
tract with the firm of O'Melveny & Myers, dated
January 21, 1952, and the Mayor be authorized
to sign this document and the City Clerk in-
structed to attest.

The City Engineer advised the Council that on
December 3, 1951 he presented to Council a
Debt Limit Report prepared pursuant to order
of the Council and that on the same day the
Council approved said report, ordering it
filed with the City Clerk but not fixing a
time or place of hearing theeeon. The City
Engineer further stated that74s desirable
that certain changes and revisions be made
before fixing or holding the hearing and
that he has prepared a new report reflecting
said changes and revisions. The City Engineer
recommended that the Council rescind its
approval of the report submitted on December
3, 1951 and that it accept and approve the
new report and fix a time and place of hear-
ing thereon.

carried that the Council's approval of the
Debt Limit Report submitted by the City
Engineer on December 3, 1951 be and the
same hereby is rescinded and that the City
Clerk be and hereby is directed to note
such rescission on said report on file in
her office.
The City Engineer presented to the Council
a new Debt Limit Report, with a copy of
' Resolution No. 2574 attached.
