PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not 11sied on this agenda or are listed on this a,ejtrla as an itefn other than a public hearing ilent. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. 02/06/2017 - 2 - C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFFlCOUNCIL D. SCHEDULED ITEMS PUBLIC HEARING - APPROVE CHANGE TO THE COMMUNITY DEVELOPMENT BLOCK GRANT CDBG PROGRAiiVI TO CANCEL CDBG PROJECT 601661-14 ENTITLED. "GLADSTONE PARK BACKSTOP AND FENCING PROJECT" AND REPROGRAM THIS PROJECT'S UNSPENT BALANCE OF CDBG FUNDS IN THE AMOUNT OF $181,590 INTO TWO 2 UPCOMING 2017-2018 CITY OF AZUSA CDBG-ELIGIBLE PROJECTS. RECOMMENDED ACTION: 1) Open the public hearing, receive testimony and presentation of the proposed cancellation of CDBG Project 601661-14, Gladstone Park Backstop and Fencing Project, and approve the reprogramming of remaining CDBG funds totaling $181,590 into two upcoming 2017-2018 Community Development Block Grant (CDBG) Public Improvement Projects, entitled: "Sidewalk and ADA Improvements Project (Increase of $31,325) " and, "Azusa Public Library American with Disabilities Act (ADA) Compliant Restroom Retrofit and Improvements Project (Increase of $150,265)"; and 2) Adopt the Resolution No. 2017-007 entitled, "A Resolution of the City Council of the City of Azusa Approving the Cancellation of Community Development Block Grant Project Number 601661-14, entitled, "Gladstone Park Backstop and Fencing Project" and authorize the Reprogramming of the Unspent Balance of CDBG Funds in the amount of $181,590 to into Two 2017-2018 City of Azusa CDBG-Eligible Projects"; and 3) Return $12,210 to the Los Angeles County Community Development Commission (LACDC) for previous costs incurred during the planning of the Gladstone Park Backstop and Fencing Project; and 4) Authorize Staff the ability to make adjustments to CDBG project applications and CDBG project agreements, due to programmatic interpretations by the Los Angeles County Community Development Commission (LACDC). E. CONSENT CALENDAR The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECL4L CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF DECEMBER 5, 2016. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY. RECOMMENDED ACTION: Adopt Resolution No. 2017-008 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 02/06/2017 -3 - 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 4. APPROVE MEMORANDUM OF UNDERSTANDING BETWEEN THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY AND THE CITY OF AZUSA FOR PARTICIPATION IN THE NATIONAL TRANSIT DATABASE REPORTING. RECOMMENDED ACTION: Approve a MOU between the City of Azusa and LACMTA for participation in the NTD; and Authorize the City Manager to execute, in a form acceptable to the City Attorney, the MOU on behalf of the City. 5. APPROVE PROFESIONAL SERVICES AGREEMENT WITH DATA TICKET FOR THE PROCESSING, COLLECTION AND PROVISION OF HEARING SERVICES RELATED TO ADMINISTRATIVE CITATIONS ISSUED BY THE CITY. RECOMMENDED ACTION: Approve a professional services agreement with Data Ticket, Inc. for the processing, collection and provisions of hearing services related to administrative citations issued by the City; and Authorize the City Manager to execute, in a form acceptable to the City Attorney, a professional services agreement on behalf of the City. 6. REQUEST TO WAIVE FEES FOR THE USE OF THE AZUSA AUDITORIUM. RECOMMENDED ACTION: Waive all fees associated with the use of the auditorium. 7. CONSIDERATION OF A RESOLUTION OF THE CITY OF AZUSA CALIFORNIA SETTING A PUBLIC HEARING TO CONSIDER THE CONVEYANCE OF THAT CERTAIN REAL PROPERTY LOCATED AT 303 E Foothill Blvd.; and 714 716 720 726 and 728 N. Dalton Ave AZUSA, CALIFORNIA (ASSESSORS PARCEL NO. 0193-234-Q8-000) TO AZUSA CAPITAL, LLC PURSUANT TO GOVERNMENT CODE SECTION 37420 ET SEQ. RECOMMENDED ACTION: Adopt Resolution No. 2017-009 making the required findings and setting the public hearing for March 6, 2017 Regular City Council Meeting. 02/06/2017 - 4 - 8. CONSIDERATION OF A RESOLUTION OF THE CITY OF AZUSA, CALIFORNIA, SETTING A PUBLIC HEARING TO CONSIDER THE CONVEYANCE OF THAT CERTAIN REAL PROPERTY LOCATED AT 826, 858, 832, and 830 N. Azusa Avenue, AZUSA, CALIFORNIA (ASSESSORS PARCEL NO. 8608-025-902, 8608-025-906. 8608-025-907 and 8608-025-91Q)_TO COSTANZO INVESTMENTS LLC PURSUANT TO GOVERNMENT CODE 437420 ET SEO. RECOMMENDED ACTION: Adopt Resolution No. 2017 -CIO making the required findings and setting the public hearing for March 6, 2017 Regular City Council Meeting. CONSIDERATION OF A RESOLUTION OF THE CITY OF AZUSA, CALIFORNIA, SETTING A PUBLIC HEARING TO CONSIDER THE CONVEYANCE OF THAT CERTAIN REAL PROPERTY LOCATED AT SOUTHEAST CORNER OF AZUSA AVENUE AND FOOTHILL BOULEVARD, AZUSA CALIFORNIA ASSESSORS PARCEL NO. 8611-003-921 TO AZUSA CAPITAL, LLC PURSUANT TO GOVERNMENT CODE §37420 ET SEQ. RECOMMENDED ACTION: Adopt Resolution No. 2017-C 11 making the required findings and setting the public hearing for March 6, 2017 Regular City Council Meeting. 10. REQUEST TO CANCEL FEBRUARY 21, 2017 REGULAR CITY COUNCIL MEETING DUE TO A LACK OF BUSINESS. - RECOMMENDED ACTION: Cancel the scheduled Regular City Council Meeting of February 21, 2017. 11. AUTHORIZATION TO SOLICIT REQUEST FOR PROPOSAL FOR PROFESSI.ON_AL AUDITING SERVICES. RECOMMENDED ACTION: Approve the draft Scope of Work to be performed; and Authorize Staff to issue a Request for Proposal ("RFP") for professional auditing services for a contract of three years with an option for a two-year extension commencing with the fiscal year ending June 30, 2017. 12. APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF AZUSA AND THE CITY OF IRWINDALE CONCERNING THE DEVELOPMENT OF THE KINKAID PIT PROPERTY LOCATED AT THE NORTHEAST CORNER OF IRWINDALE AVENUE AND THE 210 FREEWAY (Irwindale Portion - APN 8616-022-906: Azusa Portion APN 8616-001-913). RECOMMENDED ACTION: Approve a Memorandum of Understanding (MOU) between the City of Azusa and the City of Irwindale, subject to any non -substantive changes; and Authorize the City Manager to execute the Memorandum of Understanding (MOU), in a form acceptable to the City Attorney, on behalf of the City. 02/06/2017 - 5 - F. SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY. RECOMMENDED ACTION: Adopt Resolution No. 2017 -ROI allowing certain claims and demands to be paid out of Successor Agency Funds. 2. RECOGNIZED OBLIGATION PAYMENT SCHEDULE — JULY 2017 THROUGH JUNE 2018 (ROPS 17-18). RECOMMENDED ACTION: Resolution No. 2017-RO2, approving and adopting the "Recognized Obligation Payment Schedule" (ROPS 17-18) for the period of July 1, 2017 through June 30, 2018 pursuant to AB xl 26 as amended by AB 1484. F. ADJOURNMENT. The meeting will be adjourned in memory of Sally Horta, Lifelong Azusa Resident.
