SUBJECT: REQUEST TO ADOPT THE UPDATED CITYWIDE SCHEDULE OF FEES AND
CHARGES
SUMMARY:
On January 19, 2016, the City Council adopted several resolutions approving certain adjustments to the
City’s Schedule of Fees and Charges. In addition, the City Council authorized Staff to adjust the
schedule of fees and charges annually based on the change in the Consumer Price Index or 2%
whichever was greater. The CPI change from September 2015 through September 2016 was 1.92%;
consequently Staff has adjusted the majority of fees by the 2% minimum increase directed by the City
Council. These changes are ministerial in nature and no further action is required by the Council in
order to complete these fee updates. As part of the fee update, Staff would like to make other
modifications to the schedule of fees and charges that fall outside of the parameters of the previous
direction provided by the City Council. The proposed action requests the City Council to adopt these
fee modifications outlined in Attachment 4 which includes table one (New fees proposed), table two
(Fees proposed to be modified by an amount other than the previously directed CPI adjustment), and
table three (Fees proposed to be Removed from the Citywide Fees and Charges Schedule).
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1) Receive, review, and file the updated Citywide Fee and Charges Schedule; and
2) Open the Public Hearing, receive public testimony, and close the Public Hearing; and
3) Adopt Resolution No. 2017-C2, regarding development project services fees, to be effective 60
days from January 19, 2017 (March 20, 2017); and
4) Adopt Resolution No. 2017-C3, regarding various municipal activities and services, to be
effective on January 19, 2017.

DISCUSSION:
California Government Code 66000 allows public agencies to impose fees to recover the costs of
providing various public services to the community. In an effort to keep current with the cost of
providing services, the City Council authorized Staff to implement the recommendations and fee
adjustment from the fee study on January 19, 2016.
The City Council also directed Staff to annually adjust the City’s Schedule of Fees and Charges by the
change in the Consumer Price Index - All Urban Consumers for the Los Angeles – Riverside – Orange
County Area (CPI) with a minimum increase of 2% and a maximum increase of 5% for most fee
categories. This provision allows City fees to keep pace with increased costs for services without having
to conduct a complete study each year. The CPI change from September 2015 through September 2016
was 1.92%; consequently Staff has adjusted the majority of fees by 2% which is the minimum increase
established by the City Council.
There are several fees that fall outside the parameter of the previous direction provided by the City
Council. Specifically, two (2) new fees are being proposed (Attachment 4, Table 1) to reflect new
programs and/or to enhance the City’s ability to provide services. The new fees include:
1) Technology Enhancement Fee - A Technology Enhancement Fee is proposed in the amount of
5% of permit and plan review fees. Amounts collected from this fee will be dedicated
specifically toward hardware, software, or services that will enhance the City’s ability to be more
efficient and better serve the development community through the use of technology. The fee
will be collected on building, planning, land development engineering, and community
improvement plan review and permits issued by the City.
2) Abandoned And Vacant Property Registration Fee $500- There are numerous abandoned and
vacant properties located within the City. The fee is established to protect the community from
the blight caused by unmaintained commercial and vacant property. The fees will be used to
cover costs associated with labor time, research, tracking vacant properties, inspections for
compliance, etc.
There are five (5) proposed fees that will increase more than the 2% CPI (Attachment 4, Table 2):
1) Water Meter Fees – This fee is used for the purchase of water meters for our utility customers.
The vendor who the City purchase the water meters from has increased their price, and the fee is
increased to match the actual water meter cost. This fee is strictly a pass through revenue to
offset the cost of the water meter purchase for customers.
2) Golf Tournament (From $125 to $130) – This fee is used exclusively for fund raising. The fee
increase is recalibrated to match cost of service and rounded up for administrative efficiency.
3) Summary Day Camp – The fee increase is recalibrated to match cost of service and rounded up
for administrative efficiency.
4) Woman’s Club Rental-Damage Deposit (From $300 to $500) – This fee is strictly for security
deposit and is fully reimbursable if the Club is not damaged after the rental period.
5) Woman’s Club Rental-Deposit to Hold Date (From $300 to $350) – This fee is to ensure
potential renters will follow through with the rental transactions and avoid invalid bookings.
The deposit is fully reimbursable once the patron follows through with the rental transaction.

There are six (6) fees that are being removed from the City Wide Fee Schedule because these fees are no
longer applicable (Attachment 4, Table 3). The proposed fees to be deleted include the Permit
Automation Fee, Water System Development Fee (Per Acre Fees), Water System Annexation Fees (Per
Acre Fees), Children’s Day Camp Fees, Woman’s Club Rental For Saturday Afternoon Events Fee, and
the Woman’s Club Rental (alcohol liability Insurance for non-profits) Fee.
FISCAL IMPACT:
The adoption of the proposed fee schedule is anticipated to generate an additional $60,000 in General
Fund revenue.

RESOLUTION NO. 2017-C2
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, APPROVING AND ADOPTING A REVISED SCHEDULE
FOR CERTAIN DEVELOPMENT PROJECT FEES AND SERVICE
CHARGES
WHEREAS, under the police power granted by Article XI, Section 7 of the California
Constitution, the City of Azusa is authorized to impose fees, charges and rates for certain
municipal services; and
WHEREAS, in addition to the authority granted by the California Constitution, Chapter
8 (commencing with section 66016) of Division 1 of Title 7 of the California Government Code
establishes a procedure for adopting fees or service charges for development projects; and
WHEREAS, pursuant to Resolution No. 2016-C5, adopted on January 19, 2016, the
City currently imposes development related fees upon applicants to recover the costs of staff
time, inspection, copying costs and other expenses related to the review and processing of
applications for property development; and
WHEREAS, many of the City's current fees charged for development services no longer
reflect the actual cost of providing such services; and
WHEREAS, Government Code sections 66016 and 66018 provide that the City may
adopt new development fees or increase existing fees after providing notice and holding a public
hearing; and
WHEREAS, notice of a public hearing on the establishment of new and revised fees was
published in accordance with provisions of section 6062a of the California Government Code;
and
WHEREAS, notice of public hearing was mailed to all interested parties who filed a
written request for a mailed notice with the City, or a waiver of notice was obtained; and
WHEREAS, on January 03, 2017, at the time and place specified in the published and
mailed notices, the City Council held a public hearing as required by law to allow oral or written
presentations prior to levying new development fees or service charges and prior to approving an
increase in existing development fees or service charges; and
WHEREAS, at least ten (10) days prior to the commencement of the hearing, there was
made available to the public a report containing the cost, or estimated cost, of providing the
service for which the fee or service charge will be levied, and the revenue sources for providing
such services; and
WHEREAS, based upon evidence provided, the City Council hereby determines that the
development services fees set forth in the Schedule of Fees and Charges attached hereto and
incorporated herein by reference will not exceed the estimated reasonable cost of providing
the property development services for which the fee is charged; and
WHEREAS, the proposed fees are statutorily and categorically exempt from the
requirements of the California Environmental Quality Act since these fees fit within the
statutory exemptions for local agency decisions involving the adoption and collection of
rates, tolls and other charges, pursuant to Public Resources Code Section 21 080(b) (8) and
Section 15273 of the California Environmental Quality Act Guidelines.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Azusa, California does hereby find, determine and declare as follows:
SECTION 1. Adoption of Schedule of Fees. The City Council hereby approves and
adopts the Schedule of Fees and Charges attached hereto as Exhibit "C" and incorporated
herein by reference. The adopted fee schedule shall supersede any fees and charge schedule
previously adopted.
SECTION 2. Repeal of Prior Resolution. Resolution No. 2016-C5 is hereby
repealed in its entirety.
SECTION 3. Findings. The City Council finds that the fees and charges set forth in
the Schedule attached as Exhibit "A": (1) have a reasonable relationship with the City's costs
in providing those services; and (2) are necessary to enable the City to continue providing the
services to which they relate.
SECTION 4. Effective Date. This Resolution shall become effective sixty (60) days
from its adoption.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, APPROVING AND ADOPTING A REVISED SCHEDULE OF FEES
AND CHARGES FOR VARIOUS MUNICIPAL ACTIVITIES AND SERVICES
WHEREAS, under the police power granted by Article XI, Section 7 of the California
Constitution, the City of Azusa is authorized to impose reasonable service fees for a variety
municipal benefits and services; and
WHEREAS, the City Council of the City of Azusa previously determined that the users
of these services should be charged fees to recover the City's expenses for providing these
services; and
WHEREAS, the City Council previously adopted Resolution No. 2016-C6, which
established fees for various municipal activities and services; and
WHEREAS, the City Council has determined that in order to continue providing
effective services for the public welfare, it is necessary to adopt a revised Schedule of Fees and
Charges which sets forth fees for City services; and
WHEREAS, based upon evidence provided, the City Council hereby determines that the
proposed fees cover, but do not exceed, the reasonable cost of providing the services for which
the fee is charged; and
WHEREAS, the City Council has determined that the proposed Schedule of Fees and
Charges is statutorily and categorically exempt from the requirements of the California
Environmental Quality Act since citing these fees fit within the statutory exemptions for local
agency decisions involving the adoption and collection of rates, tolls and other charges,
