BUTZLAFF, ICMA-CM, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: JANUARY 3, 2017 SUBJECT: AWARD A CONTRACT FOR THE AZUSA AVENUE AND FIFTH STREET PARKING LOT IMPROVEMENTS PROJECT NO. 73017D SUMMARY: On November 7, 2016, the City Council approved plans and specifications to convert a vacant lot, located at the southeast corner of Azusa Avenue and Fifth Street, into a parking lot (Project No. 73017D) and authorized Staff to solicit bids. Sealed bids were received on December 13, 2016. The proposed action awards a contract to El Camino Asphalt Paving Corp. as the lowest and responsible bidder. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1) Award a contract in the amount of $70,308.48 to El Camino Asphalt Paving Corp. for the Azusa Avenue and Fifth Street Parking Lot Improvements Project No. 73017D; and 2) Approve a budget amendment for Project No. 73017D in the amount of $20,308.48; and 3) Authorize the City Manager to execute a contract, in a form acceptable to the City Attorney, on behalf of the City. DISCUSSION: Downtown Azusa currently has limited parking to accommodate downtown patrons and its employees. As a result of the limited parking, vehicles generally spill over into the local residential neighborhoods, prompting complaints from residents about trash, noise, and limited parking for their own guests. In an effort to resolve the parking problem, Staff proposes to convert the City-owned vacant lot located at the southeast corner of Azusa Avenue and Fifth Street into a parking lot. With a few improvements, this area can yield 30 parking spaces. The necessary improvements include an asphalt overlay, striping, solar lighting, a drainage channel, and a new drive approach. Once the project is complete, additional signage will be posted along streets adjacent to and near the parking lot directing Downtown guests to the new parking lot. This should reduce the number of vehicles parking in front of APPROVED COUNCIL MEETING 1/3/2017 Azusa and Fifth Parking Lot Project January 3, 2017 Page 2 residential areas which has been a source of concern for a number of people in the area. In addition, Staff will collaborate with downtown business owners to encourage their employees to park in the new parking lot, freeing up parking spaces in the adjacent downtown parking lots for customers. Rancho Cucamonga, CA $299,200.00 The lowest, responsive bid was submitted by El Camino Asphalt Paving Corp., a general engineering construction company which has been in business for over 32 years and has recently completed projects of similar scope in the cities of Huntington Beach, Pasadena, Villa Park and Yorba Linda. ENVIRONMENTAL CLEARANCE This action is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15311(b) Small parking lots, of the State of California CEQA Guidelines. Staff is directed to file a Notice of Exemption with the Los Angeles County Clerk’s Office upon project approval. FISCAL IMPACT: The contract award amount is $70,308.48, which includes 10% for potential change orders. The project was originally budgeted at $50,000.00 in Fiscal Year 2016-17 with Electric Funds under 73017D-7120. A budget amendment in the amount of $20,308.48 is necessary to cover the difference between the contract award amount and the original budgeted amount.
