BUTZLAFF, ICMA-CM, CITY MANAGER FROM: JOE JACOBS, DIRECTOR OF RECREATION AND FAMILY SERVICES DATE: JANUARY 3, 2016 SUBJECT: APPROVE PURCHASE OF (50) HYBRID LED SOLAR BOLLARDS FOR THE AZUSA CANYON BIKE TRAIL SUMMARY: The Azusa Canyon Bike Trail LED Bollard project will consist of the addition of (50) solar LED smart bollards to the current trail. The LED smart bollards will be placed approximately 0.018 miles apart, and will alternate from side to side wherever possible for the entire length of the bike trail. The purpose of the project is to encourage a safe route for residents in the project area to leave their car at home and consider walking or bicycling after dusk. The funding for this project will come from a matching grant received from the South Coast Air Quality Management District/Mobil Source Air Pollution Reduction Committee (MSRC) in the amount of $25,000. The matching portion of the grant will be funded by the Azusa Light and Water Department Public Benefit Fund in the amount of $25,000, for a total project budget $50,000. The proposed action authorizes the purchase of (50) LED hybrid LED solar bollards from Landscapeforms in the amount of $37,768.51. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1) Approve the purchase of (50) LED hybrid LED solar bollards from Landscapeforms in a not-to- exceed amount of $37,768.51; 2) Authorize the City Manager to execute, in a form acceptable to the City Attorney, all documents necessary to effectuate the purchase on behalf of the City. DISCUSSION: The City constructed the Azusa Canyon Bike Trail at the entry to the San Gabriel Canyon in 2005. The trail was not lit at the time due to lack of funds. On July 2015, the City submitted an application to the South Coast Air Quality Management District/Mobil Source Air Pollution Reduction Committee (MSRC). On September 4, 2015, the City received approval for matching grant funds in the amount of $25,000 from the MSRC. The matching portion of the grant will be funded by the Azusa Light and APPROVED COUNCIL MEETING 1/3/2017 Authorize Purchase of LED Bollards for Canyon Bike Trail January 3, 2017 Page 2 Water Department Public Benefit Fund in the amount of $25,000, for a total project budget $50,000. The Azusa Canyon Bike Trail LED Bollard project will consist of (50) solar LED smart bollards that will be place every 0.18 miles apart, and will alternate from side to side wherever possible for the entire bike trail length of 0.9 miles. The purpose of the project is to encourage a safe route for residents in the project area to leave their car at home and consider walking or bicycling to their popular destination in the City at dusk. The City solicited quotes from three landscape lighting companies and obtained the following pricing: FISCAL IMPACT: There is no General Fund fiscal impact associated with the recommended actions. The purchase of (50) Hybrid LED Solar Bollards is funded with SCAQMD grant in the amount of $25,000, and the balance of $25,000 with Public Benefit Funds as summarized below:,  Azusa Bike Trail C.I.P Project Account # 28-80-410-151-7120/41017D-7120-$25,000 (SCAQMD Grant).  Azusa Light and Water Public Benefit Fund Account # 24-40-739-082-6625/MMUNIB-6625 - $25,000 (Matching Fund), After purchase of the bollards, the remaining balance of $12,231.49 will be used for additional materials and installation in the project.
