SUBJECT: CITY HALL AND LIBRARY RESTROOM ACCESSIBILITY AND SAFETY
IMPROVEMENTS
SUMMARY:
The current restroom facilities at City Hall and the Library are in need of renovations to comply with
requirements of the American with Disabilities Act (ADA). In addition, City Hall is in need of security
enhancements to improve the safety and security of employees and citizens who work and visit the main
City Hall building. The proposed actions will provide staff with direction on the proposed
improvements.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1)Receive a presentation on the proposed City Hall and Library restroom and security
improvements; and
2) Provide direction on the proposed improvements.
DISCUSSION:
In August 2016, Staff entered into an Agreement with GO Architects, Inc. to assess the accessibility of
the public restrooms at City Hall and the Library and to identify security enhancements at the main City
Hall building. GO Architects, Inc. determined that all public restroom facilities within the main City
Hall building and the Library are in need of renovations to comply with ADA requirements. The
consultant also identified enhancements to improve overall safety and security of employees and citizens
at the main City Hall building.

The proposed renovations at the Library include the following:
Existing:
• 2 men’s single-stall public restrooms (1 stall)
• 2 women’s single-stall public restrooms (1 stall)
Proposed:
• 1 men’s multi-stall public restroom (1 stall, 1 urinal)
• 1 women’s multi-stall public restroom (3 stalls)
The proposed renovations at the main City Hall building include the following:
Existing:
• 1 men’s single-stall restroom on the second floor (1 stall)
• 1 women’s multi-stall restroom on the basement level (2 stalls)
Proposed:
• 1 renovated men’s single-stall staff restroom on the second floor (1 stall)
• 1 new women’s single-stall staff restroom on the second floor (1 stall)
• 1 new men’s multi-stall public restroom on the basement level (2 stalls)
• 1 renovated women’s multi-stall public restroom on the basement level (2 stalls)
• New lobby for increased security and safety
FISCAL IMPACT:
There is no fiscal impact associated with the recommended actions.
