LACASELLA, MANAGEMENT ANALYST DATE: DECEMBER 5, 2016 SUBJECT: CONSIDERATION OF ADOPTION OF RESOLUTION NO. 2016-C79 SUPPORTING A BOARD MEMBER CANDIDATE FOR THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY SUMMARY: The San Gabriel Water Quality Authority (WQA) is holding an election on December 21, 2016 for a board member and alternate to represent cities with prescriptive pumping rights. The cities with prescriptive water pumping rights include Alhambra, Arcadia, Azusa, Covina, El Monte, Glendora, Industry, Irwindale, Monterey Park, Monrovia, South Pasadena and Whittier. Two candidates have been nominated from these cities. The City of Azusa has the opportunity to cast five (5) votes for one of the two candidates. The proposed action asks the City Council to consider the two nominees and if desired adopt Resolution No. 2016-C79 casting the City of Azusa’s five (5) votes for one of the two nominees. RECOMMENDATION: Staff recommends that the City Council take the following action: 1) Consider the two nominees, and, if desired, adopt Resolution No. 2016-C79 casting the City’s votes for the selected nominee. DISCUSSION: The San Gabriel Basin Water Quality Authority (WQA) was established by the State Legislature (SB1679) on February 11, 1993 to develop, finance and implement groundwater treatment programs in the San Gabriel Basin. The WQA is under the direction and leadership of a seven (7) member board. The board is comprised of one member from each of the overlying municipal water districts, one from a city with prescriptive water pumping rights and one from a city without prescriptive water pumping rights, and two members representing water producers in the San Gabriel Basin. The cities with prescriptive water pumping rights include Alhambra, Arcadia, Azusa, Covina, El Monte, Glendora, Industry, Irwindale, Monterey Park, Monrovia, South Pasadena and Whittier. APPROVED COUNCIL MEETING 12/5/2016 Consideration of Candidates for the WQA Board December 5, 2016 Page 2 Under the WQA's enabling legislation, the term of the board member and alternate representing cities with prescriptive pumping rights expires on January 1, 2017. An election to fill this seat is scheduled for December 21, 2016 at noon. The WQA provided the City with a list of nominees with two candidates, listed in the order of which nominations were received by WQA: Name Nominated by Jorge Marquez, City of Covina City of Covina Judy Nelson, City of Glendora City of Glendora If the City Council wishes to support either candidate, it must do so by adopting a resolution, stating the preferred candidate. Attachment 1 is a draft resolution. If a candidate is endorsed by the City Council and the resolution is adopted, Staff will forward the completed resolution to the San Gabriel Water Quality Authority. Butzlaff, ICMA-CM Management Analyst City Manager Attachments: 1) San Gabriel Basin Water Quality Authority Correspondence 2) Resolution No. 2016-C79 3) List of Nominations RESOLUTION NO. 2016-C79 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA CALIFORNIA, CASTING ITS VOTE(S) FOR COUNCILMEMBER TO REPRESENT CITIES WITH PRESCRIPTIVE PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY WHEREAS, on September 22, 1992, Senate Bill 1679 was signed into law by Governor Pete Wilson authorizing the creation of the San Gabriel Basin Water Quality Authority; and WHEREAS, the Board of the San Gabriel Basin Water Quality Authority is composed of seven members with three appointed members from each of the three municipal water districts, one elected city council person from cities in the San Gabriel Basin with prescriptive pumping rights, one elected city council person from cities in the San Gabriel Basin without prescriptive pumping rights, and two appointed members representing water producers in the San Gabriel Basin; and WHEREAS, the City of Azusa is one of the cities in the San Gabriel Basin with prescriptive pumping rights; WHEREAS, the City of Azusa may cast its vote(s) for a representative by resolution no later than December 20, 2016 at 12:00 p.m. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Azusa, California, does find and declare that: Section 1. The City Council of the City of Azusa casts its full vote(s) for Councilmember __________as the representative for cities in the San Gabriel Basin with prescriptive pumping rights.
