BUTZLAFF, ICMA-CM, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: DECEMBER 5, 2016 SUBJECT: AUTHORIZATION TO PURCHASE TWO MESSAGE BOARDS SUMMARY: The Public Works Department often utilizes message boards for traffic notifications. Currently, the department does not have a message board in its equipment inventory and must rent one when needed. The proposed action will authorize the purchase of two message boards from Hi-Way Safety. RECOMMENDATION: Staff recommends that the City Council take the following action: 1) Authorize Staff to purchase two message boards from Hi-Way Safety in the amount of $29,584.78. DISCUSSION: Message boards are often used on roadways to provide drivers information regarding special events and to warn them of traffic congestion, accidents, and work zones. Message boards may also be used to direct motorists to take alternative routes, limit travel speed, or just inform them of traffic conditions. Currently, the Public Works Department does not own any message boards and must rent them when needed. Renting these boards is costly and takes time to secure. The FY 16/17 Capital Outlay list includes Transportation Development Act (TDA) funds in the amount of $43,600 to purchase two message boards. The following three sales quotations were received by the City: Hi-Way Safety $29,584.78 Traffic Management Incorporated $32,832.00 United Rentals $39,198.58 APPROVED COUNCIL MEETING 12/5/2016 Authorization to Purchase Two Message Boards December 5, 2016 Page 2 FISCAL IMPACT: The cost of the two message boards is $29,584.78, and the purchase was already included in the Transportation Development Act Funds budget under account number 28-55-662-020-7140.
