Each member present acknowledged receipt of a written copy of the minutes of the regular meeting of January 21, 1952 and the regular adjourned meeting of January 28, 1952 and the regular adjourned meeting of February 4, 1952. The Mayor asked if there were -any objections or corrections to said minutes. There being none the minutes of January 21, January 28 and February 4, 1952 were approved as written. The City Clerk announced thatiwo bids had been received in answer to Notice Inviting Bids on the City's annual supply of gasoline. Moved by Councilman Jackson, seconded by Councilman Ortuno aid duly carried the bids be now opened, examined and publicly declared. SHELL OIL COMPANY SIGNAL OIL COMPANY A letter from the Standard Oil Company of California was read in part as follows: "Bid -Gasoline -Opens 7:30 PM February 4, 1952" This refers to your "Notice Inviting Bids" published January 17, 1952 request- ing bids on your gasoline requirements for the ensuing period. Absent: None Moved by Councilman Seltzer, seconded by Councilman Memmesheimer that Council re- consider the motion just made on the Shell Oil Company bid. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Moved by Councilman Memmesheimer, seconded by Councilman Seltzer that Council accept the bid of the Signal Oil Company as the lowest bidder and the Mayor authorized to sign the contract. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None V. D. Smith, Superintendent of Water De- partment, reported to Council he wished to withdraw his request for bids on water pipe as he found his requirements would not warrant a Notice Inviting Bids. Moved by Councilman Memmesheimer, seconded by Councilman Jackson Council withdraw their instructions to advertise for bids on water pipe as there is sufficient number of feet of pipe on hand to meet the present needs. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None BID:ON GASOLINE A17ARDED TO SIGNAL OIL CO. REQUEST FOR BIDS ON WATER PIPE WITTIDRAWN The request of Clyde and Helen Garcia and George Escavedo for permission to erect a dwelling at 201 N. Alameda Avenue and 227 N. Pasadena Avenue, each containing 70k -sq. ft. livable space according to the plans submitted to Council, was considered. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer the recommendation of the Planning Commission relative to this REQUEST TO ERECT TNO request be rejected and permission be grant- SMALL MLLING GRANTED ed for the erection of the two dwellings according to the plans submitted. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None The Planning Commission recommended that Council grant the request of Fred Darden and Alphonse McKinnis to operate an auto wrecking yard on REQUEST TO OPERATE AN property described as Lot 6, Block 9, Tract AUTO WRECKING YARD 8507, with certain provisions. Noes: None Absent: None The Plm ping Commission reported that the Hearing on the zone variance requested by Gerald B. and Dorothy B. Hall, legal owners of Lot 3, Tract 14072, would be continued. The Planning Commission recommended that William J. Ursine be granted a Special Use Permit to operate and maintain an auto wreck- ing yard on property located in Block 2, Tract 8507. Moved by Councilman Memmesheimer, seconded by Councilman Ortuno the City Clerk be in- structed to advise Mr. Uraine his request will be granted with the following provisions: 1. An 81 mason fence be built around the property. 2. 2" black -top entire property. . No burning allowed at any time. . All other customary provisions to be observed. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: Councilman Seltzer. Absent: None Moved by Councilman Ortuno, seconded by Councilman Memmesheimer further action in this matter be continued until the nest regular meeting of Council. ' Noes;: None -Absent: None It was unanimously agreed that the City Council hold a joint meeting with the Planning Commission on Wednesday, February 27, 1952 at 7:30 P.M. and the City Clerk instructed to notify members of Council, the Planning Com- mission, City Engineer and City Attorney. The request of the Tennis Club for a meeting place was referred to•the City Clerk. An application for alcoholic beverage license by Elmer F. and Mary 0. Bauer was read and no action taken. The minutes of the last meeting of the Personnel Board were presented and ordered placed on file. ' The City Clerk presented a list of precinct officers who had served in the last county election, and a precinct map with suggested consolidation of the 13 precincts in preparation for the General Municipal Election to be held April 8, 1952. It was agreed the City Clerk prepare a precinct map consolidating the 13 county pre- cincts, secure information concerning polling places, and with the aid of City Attorney Snidow and Councilman Jackson draw five names from the 7:30 P.125. Council agreed the City Engineer represent the City at this Hearing. The request of Stuart H. Butt to vacate the alley lying Easterly of the Northerly pro- longation of the Westerly line of Lot 16, Tract 14072, was read. Moved by Councilman Seltzer, seconded by Councilman Jackson this matter be tabled until the next regular meeting of Council. Noes: None Absent: None The matter of the second reading of the proposed Ordinance No. 141 was offered for discussion. Moved by Councilman Seltzer, seconded by Councilman Ortuno the second reading of this ordinance be tabled for further con- sideration. METROPOLITAN YOUTH COUNCIL ZONING CASE NO. 2419 ALLEY VACATION SECOND READING OF PROPOSED ORDINANCE The bill for legal services presented by Mr. Willard R. Decker, representing the Personnel Board in Case No. Pomo. C. 1506, was offered STATEMENT POR LEGAL SERVICE; for discussion. SUBMITTED BY La. DECKER Moved and carried this matter be tabled for further consideration. Moved by Councilman Ortuno, seconded by Councilman Memmesheimer the City Attorney be instructed to prepare an ordinance fix- ing the salary of the City Clerk at 0450.00 per month commencing with the new term of office. Noes: Councilman Seltzer Absent: None CITY ATTOREY INSTRUCTED TO PREPARE ORDINANCE 90IAW 00 m bai 1 CITY HALL, AZUSA, CALIFORNIA, MONDAY, FEBRUARY 4, 1952 Councilman Seltzer stated that he was in agreement with the salary being set at $450.00 per month beginning with the new term of office but voted "No" as it was his opinion the decision should prop- erly be made by the voters due to the fact that it pertains to an elective office. Moved by Councilman Ortuno, seconded by Councilman Memmesheimer the City Attorney be instructed to prepare a Resolution re- scinding Resolution No. 1497 employing M. A. Hynes as City Controller, effective April 15, 1952• Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Moved by Councilman Ortuno, seconded by Councilman Memmesheimer the City Attorney be instructed to draw an ordinance setting the City Treasurerfs salary at $100.00 per month, commencing with the new term of office. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Ortuno, Memmesheimer, Jones. Noes: Councilman.Seltzer. Absent: None Councilman Seltzer stated that his reason for voting "No" on this motion was the same as the one stated above. Councilman Seltzer recommended the Civil Service Board be instructed to create the position of Finance Officer. Moved by Councilman Seltzer, seconded by Councilman Ortuno the City Clerk be in- structed to notify the Civil Service Board to prepare qualifications and outline the duties for the office of Finance Officer, also to use as a guide the Resolution recent- ly adopted by the City of Newport Beach and to contact the City Attorney to see that the duties of this officer do not conflict with those of an elective officer or with State Legislation governing cities of the 6th class. Absent: None Councilmen Jackson and Memmesheimer stated their reason for voting "No" on the above motion was, in their opinion, such an office was not necessary at this time and would mean an added expense burden. City Engineer Brooks reported on the pro- posed well site. He had checked with the State Po3kxtion Board, County Health Depart- ment, Industrial Waste Department of the County and Mr. Stone who b doing research for U.C.L.A. and the Los Angeles County Flood Control. Mr. Stone reported no pollution from the Disposal Plant. City Engineer Brooks reported on a 11 meeting held in Monrovia with Superintendent Legg,.Mr. Hedger of the County Flood Control District and others. The cities in this area were represented and the City of Azusa was the only city opposed to the flood con- trol program proposed for this area. Superintendent V. D. Smith recommended the City advertise for -fence material to enclose Well No. 5 and the Warehouse. Moved by Councilman Seltzer, seconded by Councilman'Ortuno the City Cleric be in- structed to advertise for bids for fence material to enclose Well No.'5 and the Warehouse, bids to be opened February 18, 1952.' Smith reported to Council that he had received a request to supply energy to an industry in Tract -8507. 7:30 P.1131 CITY ENGINEER REPORTED ON MEETII4G CONCERNING FLOOD CONTROL CITY CLERK INSTRUCTED TO ADVERTISE FOR FENCE MATERIAL Mr. Smith was instructed to prepare a letter authorizing the Southern California Edison ENERGY FOR TRACT ,8507 Company to supply the consumers with energy and to submit the letter to Council at the next regular meeting.
