The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. Councilmember Macias was absent PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: MACIAS ALSO PRESENT Elected Officials: City Clerk Cornejo. Rosales The invocation was given by Adrian Greer CONSENT ITEM E-1 APPROVED CITY COUNCIL 10/17/2016 CLOSED SESSION REPORT The City Council reconvened at 7:40 P.M. City Attorney announced the following regarding Closed Session. City Attorney, reported on the following: Item 1, No reportable action Item 2, No reportable action Item 3, No reportable action PUBLIC COMMENT Hector Elizalde, spoke on behalf of Congresswoman Grace Napolitano’s Office. He announced that they will be having a Military Academy Day on Saturday, October 29, 2016, from 8 a.m. to 12 p.m. at the West Covina Senior Center, 2501 E. Cortez Street, West Covina. The following representatives will be in attendance: Air Force, US Naval Academy, Merchant Marines and the Coast Guard. They will be there to share their experiences and academic programs. He congratulated Mr. Rosales, on his recognition of Veteran of the Year. Earl Knudson, Real Estate Broker, spoke regarding the Dhammakaya Meditation Center. He is requesting for modifications to the meditation center to be accepted. In reference to the Relic, he stated that is was donated by Lompoc De Pacio, an Abbot of the Dhammakaya. Jaime Martinez, spoke and said that he is looking for Justice and is fighting for his brother to come back to the United States. Thomas D. Allison, thanked Acting Chief of Police, Steve Hunt for participating in the Truth and Reconciliation program held on September 20, 2016, at the nonprofit organization, Social Justice Advocacy Project. He helped citizens speak directly to police officers on social issues in the community. The following Police Agencies participated in the program City of Azusa, Claremont, Covina, Glendora, La Verne, West Covina, Los Angeles County Sherriff and Pomona. His next step is asking Elected Officials to participate an event called City Limits on November 3, 2016 from 6 p.m. to 9 p.m. at La Fedra Auditorium at the University of La Verne. Carolyn Crawford, President of the Azusa Rotary Club, promoted their program, Field of Glory at the Azusa City Hall lawn. She announced the Rotary’s website: www.fieldofglory.org She stated that the opening ceremony will be on November 5, 2016 at 10 a.m. They are asking for the public to become sponsors and participate. Lilian De Loza-Gutierrez, Representing Los Angeles County Metro- spoke regarding Measure M. She made reference to Measure R, Regarding Improvements in San Gabriel Valley. Gregory Ahern Sr. he praised the City of Azusa for their professionalism and good workmanship. He would like to recognize Marc Gonzales for his good workmanship, courtesy and the pleasant attitude, and would like everyone to keep him in their prayers during his illness. He would also like to recognize the council for a job well done in representing the city. City Manager Butzlaff, responded with adding the date for Military Academy Day to be posted on the city website and cable channel, he thanked Mr. Ahern for complementing the city for its work and all it does for the city, and stated that Marc Gonzales is on his way to a speedy recovery. He addressed how the city cares for their community and the pride it has for its city and citizens. Mayor Pro-Tem, Carrillo-thanked all who had sent condolence cards for the passing of his father. Councilmember Gonzales-thanked Mr. Ahern for the concern on his brother Marc Gonzales. He thanked the Golden Days Committee for their work during Golden Days week. He asked the community to be careful for all the children trick or treating during Halloween. He announced Salute through Song Veterans Concert will be at the Armory on Saturday, November 12, 2016. Councilmember Alvarez- thanked the Golden Days Committee on their success with Golden Days Week. He mentioned Measure M on the upcoming election. He commented that Foothill Transit has changed their busses to electric busses. They will be adding 13 new electric busses to their route in 2017, and 20 more in 2019. He advised everyone that bus line 196 which stops here in Azusa and will take residents directly to the Los .Angeles County Fair and they will continue to do that next year. Mayor Rocha- thanked the Golden Days Committee. He thanked Mr. Ahern for his kind words to the council and staff. He announced on November 5th the Field of Glory Event at 11a.m. and closing on Veterans Day at 10:a.m. He announced October 23, 2016 the acknowledgment of a banner for David Alfaro on the east side of the utility department, it will be covered until his unveiling when he comes home. He also announced on Friday October 21, 2016 the varsity football game between Azusa High School and Gladstone High School. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ADDOPTING AN ADDENDUM TO THE DHAMMAKAYA INTERNATIONAL MEDITATION CENTER ENVIRONMENTAL IMPACT REPORT (SCH 2014121060) AND AN AMENDMENT TO THE DHAMMAKAYA INTERNATIONAL MEDITATION CENTER SPECIFIC PLAN FOR THE PROPERTY LOCATED AT 865 EAST MONROVIA PLACE, AZUSA, CALIFORNIA Resolution No. 2016-C66, was adopted and entitled. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING DESIGN REVIEW NO. Lorena Acosta, she expressed how beneficial the Dhammakaya Center has been for her, she has attended for 2 years, and it has been very successful as a stress relief and feels it would benefit the community. Jon Chabot, he expressed how Dhammakaya Center has been beneficial to him and the community. Introduced for first reading, by title only, Ordinance No. 2016-O8 accepted revised ordinance and set public hearing for November 21, 2016. City Manager Butzlaff, introduced Best, Best, and Krieger Attorney Priest, he addressed the council on a proposed option from Los Angeles County Registrar Recorders office regarding a consolidation election or a standalone election. There was discussion between councilmembers and attorney on their options. The council decided to opt to file two resolutions for the following meeting of November 7,, 2016. Adopted Resolution No. 2016-C72 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING SPECIFIC POLICE DEPARTMENT FIREARMS AS SURPLUS SPECIAL CALL 3. The Human Resources Action Items in accordance with the City of Azusa Civil Service Rules and Applicable Memorandum of Understanding(s). were approved as follows: New Appointment:H. Nsaidzeka, J. Rivas Merit Increase: G. Antunez, R.Chivas, R. Hayden, S. Flemming, A. Avalos AYES: COUNCILMEMBERS: GONZALES, CARRILLO, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE ABSENT COUNCILMEMBERS: MACIAS City Manager Butzlaff, stated there was a correction on the Item in reference to New Hire, the previous selected employee decided to take another position elsewhere. Therefore, they went with the next selected name J. Rivas and adjusted the income according to his qualifications. 7.
