BUTZLAFF, ICMA-CM, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: NOVEMBER 7, 2016 SUBJECT: APPROVE AZUSA AVENUE AND FIFTH STREET PARKING LOT IMPROVEMENTS PROJECT NO. 73017D SUMMARY: The demand for parking in Downtown Azusa has gradually increased over the years and will continue due to planned developments. Staff proposes to convert the City-owned vacant lot located at the southeast corner of Azusa Avenue and Fifth Street into a parking lot with a few improvements. The proposed actions will approve the project plans and authorize Staff to solicit bids from qualified contractors to convert the vacant lot into a parking lot, yielding 30 much needed parking spaces. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1) Approve the project plans; and 2) Authorize Staff to solicit a Notice of Inviting Bids for the Azusa Avenue and Fifth Street Parking Lot Improvements Project. DISCUSSION: Downtown Azusa currently has limited parking to accommodate downtown patrons and its employees. As a result of the limited parking, vehicles generally spill over into the local residential neighborhoods, prompting complaints from residents about trash, noise, and limited parking for their own guests. In an effort to resolve the parking problem, Staff proposes to convert the City-owned vacant lot located at the southeast corner of Azusa Avenue and Fifth Street into a parking lot. With a few improvements, this area can yield 30 parking spaces. The necessary improvements include an asphalt overlay, striping, solar lighting, a drainage channel, and a new drive approach for an estimated cost of $69,207. APPROVED COUNCIL MEETING 11/7/2016 Azusa Avenue and Fifth Street Parking Lot Improvements November 7, 2016 Page 2 Once the project is complete, additional signage will be posted along streets adjacent to and near the parking lot directing Downtown guests to the new parking lot. This should reduce the number of vehicles parking in front of residential areas which has been a source of concern for a number of people in the area. In addition, Staff will collaborate with downtown business owners to encourage their employees to park in the new parking lot, freeing up parking spaces in the adjacent downtown parking lots for customers.
