SUBJECT: APPROVE AN AMENDMENT TO THE JAIL FOOD SERVICE CONTRACT
SUMMARY:
The City has contracted with the Los Angeles County Sheriff’s Department (LASD) to provide food service to
prisoners of the Azusa City Jail since January 2010. A new five (5) year contract was approved by City Council
on July 1, 2013, which expires on July 1, 2018. On September 2, 2016, LASD requested an amendment to the
contract, increasing the cost per meal to $2.63. This action approves an amendment to the jail food services
contract. It also authorizes the City Manager or designee, Chief of Police, to approve future cost increases with
a cap in a form acceptable to the City Attorney.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1) Approve Amendment No. 3 to the Jail Food Service Contract with the County of Los Angeles
increasing the cost per meal to $2.63; and
2) Authorize the Mayor to execute, in a form acceptable to the City Attorney, Amendment No. 3 on
behalf of the City of Azusa; and
3) Authorize the City Manager or designee (Chief of Police) to sign any additional cost increase
increases during the life of the Food Service Contract not to exceed a total of $4.00 per meal, in a
form acceptable by the City Attorney
DISCUSSION:
On July 1, 2013, the City entered into a contract with the Los Angeles County Sheriff’s Department (LASD) to
provide food services for prisoners of the Azusa City Jail. The City Council approved the contract which called
for $2.14per meal. In July 2015, the City Council approved Amendment No. 2 to the contract increasing the
cost of a meal by $0.27 cents adjusting the total cost to $2.41.

On September 2, 2016, the Police Department received notice from LASD of another increase in the Jail Food
Service Contract for fiscal year 2016/1017. The increase is for fiscal year 2016/2017 is $0.22 cents per meal.
The proposed amendment modifies the cost per meal to $2.63 to reflect the increased cost.
The City has experienced a cost increase each fiscal year amounting to $0.27 cents or less. The total estimated
cost for this year, including the increase, is $1,372.80. This amount is far below the maximum authorized
authority of $25,000 for the City Manager and $10,000 for the Chief of Police. To account for future cost
increases, City Staff is recommending that the City Manager or designee (Chief of Police) be authorized to
approve any additional cost increases up to $4.00 per meal. Even at $4.00 per meal the total cost ($8,548.80) is
well within the City Manager’s or a department head’s purchase authority. This authorization, to approve future
cost increases up to $4.00 per meal, will make the management of the Food Services Contract more efficient.
FISCAL IMPACT:
With approval of the proposed amendment the cost per meal will increase from $2.41 to $2.63 or approximately
$447 annually (2030 meals were served in FY2015-16). This is a budgeted item under 1020310000-6575. No
additional funds are needed.
