The City Council of the City of Azusa met
in regular session at the above time and
}' 0 place.
Present at roll call: Councilmen: Jackson,
Ortuno, Seltzer, Memmesheimer, Jones, City
Engineer -Brooks and City Clerk. Absent: ROLL CALL
City Attorney Snidow.
A communication from the State Board of
Administration, State Employees' Retirement J. 0. DURRELL
System relative to the compulsory retirement
' of Judge J. 0. Durrell, was read aid ordered
placed on file._
A communication signed by D. T. Dawe, District
Superintendent of Azusa City Schools, relative NAME FOR NEW SCHOOL
to the proposed name of the new school building
to be constructed at Tenth Street and Pasadena
Avenue, was read.
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno the City Attorney be in-
structed to draw a resolution advising Mr.
Dame Councils selection for the new building
is the "Henry Dalton School".
Carried -by the following vote of the Council:

Memmesheimer, Jones.
Noes: None Absent: None
A request for the use of the city auditorium
on Tuesday, morning, afternoon and evening, be-
ginning in July and through the month of August
for the Summer program of the Azusa Youth Program,
was read.
' Moved by Councilman Jackson, seconded by Council-
man Memmesheimer this request be referred to
the City Clerk to report back at the next regular
meeting of Council.
Carried by the following vote of the Council:

Memmesheimer, Jones.
Noes: None Absent: None
City Attorney Snidow entered the meeting and took
his seat at the Council table.
Mayor Jones announced that this is the time
and place fixed by the City Council in Resolution
No. 2583 for the hearing on the report which was
ordered by Resolution No. 2574 for certain work
or improvement consisting of certain grading and
the construction of certain curbs, gutters,
driveway aprons, and appurtenances and appurtenant
work on Bayless Street and other streets in the
City of Azusa.
The Clerk presented affidavit of mailing notice
of said hearing.
' Moved by Councilman Memmesheimer, seconded by
Councilman Ortuno this affidavit be approved
and placed on file.

Mayor Jones announced that the City Attorney'

the map of the proposed assessment district.
This report was then read.
City Engineer Brooks explained to Council
concerning the.work and the report.
Mayor Jones requested the reading of the
written protest, filed with the City Clerk.
After the written protest and the names of
signatures attached thereto were read the
Mayor asked for verbal protests.
The following named persons responded:
Mr. Paul Brattain, 345 Virginia Avenue,
was of the opinion that the petition
requesting the improvement represented
50 of the entire district and the
petition entered in protest represented
315 of the property others.
Mr. Claude Dickerson, 433 N. Virginia
Avenue, said there were no protests on
Bayless Avenue.
Mr. De La Mare, representing the Southern
Finance -Service Company, owners of four
lots in the district, stated that he was
not in favor of the improvement but would
not enter a protest.
Mr. Ga Mache, 407 N. Coney Avenue, stated
that he was in favor of the improvement.

Some of the property owners, effected by this
improvement, seemed to feel the cost of the
improvement exceeded the estimated figure
given them at the time the petition for the
improvement was circulated.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer the Hearing ordered
by Resolution No. 2583 is hereby continued
to 7:30 P.M. on March 17, 1952 in the Council
Chambers in the City Hall at 213 E. Foothill
Blvd. in the City of Azusa.

' Mr. Farley Beckett addressed Council relative
to the condition of the stables located on City -
owned property.
Councilman Ortuno stated that he had instruct-
ed the Street Superintendent to start clear-
ing the property for future park purposes.
After further discussion it was moved by
Councilman Seltzer, seconded by Councilman
Ortuno the owners of horses and stables located
on this property be given notice to remove
animals and buildings from the property within

denying the request of the Canyon City Hotel

Moved by Councilman Jackson, seconded by
Councilman Seltzer the Clerk be instructed
to advise the owner of the Canyon City Hotel
of the opinion rendered by the State Highway
Division.

A letter from Mr. and Mrs. H. L. Culver
protesting the 50 cent charge registered
against the light meter for the collection

to the Chamber of Commerce, with power to act.

A letter of appreciation from Laura D. Jones,
Chairman of the Park and Recreation Commission, CHAIRMAN OF PARK AND

A copy of the minutes of the Park and Recreation
Commission held on the 26th day of February,
1952 were offered and ordered placed on file.
' The Park and Recreation Commission requested
the approval of the request of the San Gabriel
Valley Kennel Club to hold their annual dog
show on Sunday, August 10, 1952 in the Civic SAN GABRIEL VALLEY
Center Park. KENNEL CLUB
Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno this request be granted
with the following provisions:
1. The Kennel Club be required to check
with the Police and Fire Departments.

Councilman Seltzer reported that the Pacific
Bible College requested the use of the base-
ball diamond for a tournament to be held PACIFIC BIBLE COLLEGE
three nights and one afternoon. TOURNAMENT
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the City grant the request
of the Bible College if it does not interfere
with scheduled games or the Junior Colle e
Tournament, providing they pay a fee of 20.00
for the night games and $15.00 for afternoons;
provided further that if -any admission charge
is made this charge will not exclude the pub -
lie from attenhnce.

The Planning Commission recommended that Dr.
Frank Parker and J. E. McGinnis' request for
permission to divide a portion of Lot 15,
Block 81, Map of Azusa, into five lots 501 x
1201 be granted with the provision that curbs, REQUEST OF PLANNING
gutters and sidewalks be constructed before COMMISSION REFERRED
houses are built or offered for sale. TO CITY ENGINEER
Moved by Councilmanackson, seconded by

to the City Engineer to check as to the con-
formity to general plan for construction in this
locality and to report back at the next regular
meeting of Council.

The Planning Commission recommended that J. E.
McGinnis and Dr. Frank W. Parker be granted
permission to -erect 800 sq. ft. houses pursuant
to plans filed on property described as a portion REQUEST TABLED
of Lot 15, Block 81, Map of Azusa.
Moved by Councilman Jackson, seconded by
Councilman Ortuno this request be tabled until
the plans are cleared.

' The Planning Commission recommended that Wm.
F. Seilkop be issued building permits for the
erection of three dellings providing for 900
sq. ft. of liveable space. REQUEST GRANTED

the Planning Commission be accepted.

request of the Butt Lumber Company to
vacate that portion of an alley lying

by Councilman Jackson the City Council accept
the recommendation of the Planning Commission
and the City Attorney be instructed to pre-

of three lineman.

A communication from the Personnel Board re-
commending that the salary of the Personnel Clerk
be raised from $231.00 to $244.00 per month was
read.
Moved by Councilmai Jackson, seconded by
Councilman Seltzer the City Attorney be in-
structed to prepare a resolution raising the
salary of the Personnel Clerk from $231.00 to
$244.00 per month, effective March 1, 1952.

Councilman Memmesheimer offered an ordinance
entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF AZUSA, COUNTY OF LOS ANGELES, STATE OF
CALIFORNIA, OF INTENTION -TO VACATE A PORTION ORDINANCE READ FOR
OF.EIGHTH STREET, IN SAID CITY OF AZUSA$ AND FIRST TIME
SETTING.THE TIME AND PLACE FOR HEARING ALL
PARTIES INTERESTED IN OR OBJECTING TO THE -PRO-
POSED VACATION. _
to be placed upon its first maading.
This ordinance was then read for the first
time.
A Quit Claim Deed relative to an easement on QUIT CLAT34 DEED
Second and Duell Streets was offered. No
action taken.
City Engineer Brooks offered bids from Johnson's
Plumbing and Joe Hernandez for the installation
of a heating system in the Fire Department quarters.
Moved by Councilman Jackson, seconded by HEATING SYSTEM FOR
Councilman Memmesheimer the bids be referred FIRE DEPARTAENT
to the City Engineer and Chief of the Fire De-
partment to work out a plan for satisfactory
heating and report back at the next meeting
of Council.

City Engineer Brooks recommended to Council BREAKING CURB
that a fee of $5.00 be charged when a permit
to break the curb is issued.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer the City Engineer check the
ordinance relating to this matter and mdce
recommendations to the City Attorney on an
amendment to this ordinance.

Councilman Memmesheimer recommended that the
motion authorizing the City Engineer to attend
the meeting to be held before the Board of
Supervisors relative to the re -zoning of the RE -ZONING OF AREA NORTH

scinded and the City Attorney instructed to
attend this meeting as he felt legal action may
be required.
Moved by Councilman Memmesheimer, seconded by
Councilman Ortuno Council rescind the action
taken in authorizing the City Engineer to attend
the meeting on re -zoning.

Moved by Councilman Memmesheimer, seconded
by Councilman Ortuno the City Attorney be
authorized to attend the meeting to be held
before the Board of Supervisors on Tuesday,
March 11th, 1952 with the recommendation the
property be zoned one way or remain as it now
is. To call to the attention of the Board that
the City has a resolution on file with that

City Engineer Brooks reported that certain
property owners wished to have the rough
grading done by the Street Depatment and the
grade stakes get so that they could have a
private contractor construct curbs and gutters.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer the Street Superintendent
and the City Engineer be instructed to do the
rough grading and provide the grade stakes
for the property owners who requested this
work.

Councilman Jackson moved that the City Attorney
be instructed to draw a resolution raising
the salary of Captain Williams to the third
step of the pay plan or 0341.00 per month.
This motion was lost for -the want of a second.
After some discussion it was moved by Council-
man Ortuno, seconded by Councilman Seltzer the
Council refer the matter of salary adjustments
in the Police Department, Street Department and
a•complete re -sunny of the entire -salary range
in the Light and Water Departments to the
Civil Service Board for.recommendation to Council,

Superintendent V. D. Smith recommended to Council
that the City accept the bid of the American
Chain Link Company as the lowest responsible
bidder.
Moved by Councilman Seltzer, seconded by
Councilman Ortuno the City'accept the bid of
the American Chain Link Company and the City
Clerk be instructed -to return all checks and
bonds submitted with bids to the unsuccessful
bidders.

The City Council of the City of Azusa met
in regular session at the above time and
place.
Present at roll call: Councilmen: Seltzer,
Memmesheimer, Jones, City Engineer Brooks,
City Attorney Sni:dow and Deputy City Clerk.
Absent: Councilmen: Jackson, Ortuno and City
Clerk.
Each member present acknowledged receipt of
a written copy of the minutes of March 3,
' 1952. The Mayor asked if there were any ob-
jections or corrections to said minutes.
There being none, the minutes of March 3,
1952 were approved as written.
A communication from the County of Los Angeles
Regional Planning Commission was read relative
to proposed amendments to the Master Plan of
Highways which would affect the highways in
the foothill area. George Grandstaff spoke to
Council relative to the matter.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer this communication be
referred to the Planning Commission for study
and recommendation.
Carried by the following vote of the Council:
Ayes: Councilmen: Seltzer, Memmesheimer, Jones.
Noes: None Absent: Councilmen: Jackson, Ortuno.
Mr. David Eccles addressed Council relative to
dividing property on Orange Avenue and Second
Street, stating that he felt the easement there
was not needed for utilities and requesting that
he be permitted to proceed with the division of
the lots. Mr. Eccles was advised that the
Planning Commission is presently studying this
matter.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer the matter be referred to
the City Engineer for study of easement with a
request that his report be given to the Planning
Commission for study and recommendation.
Carried by the following vote of the Council:
Ayes: Councilmen: Seltzer, Memmesheimer, Jones.
Noes: None Absent: Councilmen: Jackson.-Ortuno.
Mrs. Rolla E. Clapp spoke to Council requesting
that a meter be installed on certain property
located in Tract #8507 and also asking for per-
mission to install a water line down a City street
until such time as City water mains are installed
to replace a former line which had been stolen.
Mrs. Clapp also informed Council that if the
water situation can be worked out satisfactorily,
the suits pending against the City would be dropped.
Moved by Councilman Memmesheimer, seconded by
' Councilman Seltzer the request of Mrs. Clapp
be referred to the Superintendent of Water and
the City Attorney to reach an agreement, with
power to act.
Carried by the following vote of the Council:

Noes: None Absent: Councilmen: Jackson, Ortuno.
