SUBJECT: ACCEPTANCE OF A GRANT FROM THE INSTITUTE OF MUSEUM AND
LIBRARY SERVICES FOR THE AZUSA LIBRARY GRASSROOTS ESL PROGRAM
SUMMARY:
The Azusa City Library has been awarded the “Sparks! Innovation Grant” grant from the Institute of
Museum and Library Services. The total grant award is $23,500. This action accepts the grant
award and incorporates the grant funds into the current fiscal year budget.
RECOMMENDATION:
Staff recommends that the City Council take the following action:
1)Accept the grant award from the Institute of Museum and Library Services.
DISCUSSION:
The Azusa City Library is the recipient of the “Sparks! Innovation Grant” from the Institute of Museum
and Library Services (Attachment 1). The grant will help to support the Azusa City Library Grassroots
English as a Second Language (ESL) program to explore the dynamics and pathway involved to move
from leading a collaboration of organizations to creating an effective partnership with organizations to
provide English as a Second Language (ESL) tutoring throughout the community. Community partners
together form Grassroots ESL, a library-led, community-driven program in which each organization
provides ESL tutoring for their constituents at their site with leadership from the public library.
Over a one-year period, from October 2016 through September 2017, the library will explore how to work
with its Grassroots ESL partners to forge an increased level of shared ownership.

The Azusa City Library and its partners will work with an organizational development consultant to
identify and document the current relationships and structure of Grassroots ESL – both as envisioned and
as actually practiced, collectively describe what the goal of equal ownership would look like, and create
and implement a plan of activities to make that change.
Throughout the year, the library will document the experience to produce a guide for other libraries to
follow.
FISCAL IMPACT:
There is no fiscal impact associated with the recommended actions, since the program costs will be
reimbursed by the Institute of Museum and Library Services grant. Upon Council acceptance of the grant,
Finance staff will amend the FY2016-17 budget consistent with the grant award amount.

FY2016 Sparks! Ignition Grants for Libraries award.
This cycle we received 54 applications requesting $1,192,731. Of these, we selected 16 projects
to receive funding totaling $342,450. IMLS’s peer reviewers evaluated all eligible and complete
grant applications, assessing the merit of each proposal and its fit with the goals of the grant
program and project category. IMLS staff presented this information to the IMLS Director, who
then made the final funding decisions.

Budget
