No. 2574 for certain work or improvement con-
sisting of certain grading and the construction
of certain curbs, gutters, driveway aprons,
and appurtenances and appurtenant work on
Bayless Street and other streets in the City
of Azusa.
The Mayor requested the Clerk to read any
written protests, withdrawals of protest, or
communications which may have been filed with
her since March 3, 1952.
' The Clerk read a petition with the following
title, said petition containing 38 signatures:
"We the undersigned are in favor of curbs,
gutters and driveway aprons as provided in the
1911 Act now being considered for Fourth Street,
West of Virginia."
The Mayor asked if the signatories to said
communication or their representative desire
to be heard in support thereof. Mr. Rude Smith,
1065 W. Hollyvale Avenue, spoke in support_of
the petition filed.
The Mayor announced that the Council will now
hear any oral protests or objections concerning
the report, the work, the district or the pro-
ceedings. He advised any persons present who
have filed written protests and who now desire
to withdraw the same are advised that written
withdrawals of protests must be filed before
the conclusion of this hearing. The following
people responded orally:
Mr. Paul Brattain, 345 Virginia Avenue,
' objected to the methods employed in the
beginning of the proceedings, and stated
that he intends to have a private contractor
do his work. He further stated that he saw
no reason for holding out against the improve-
ment but would not accept a bond against his
property.
Mr. Burgett, 916 W. Hollyvale, reported that
although he already has his curbs and gutters
installed, he received through the mail a
notice of assessment for the proposed improve-
ments.
City Engineer Brooks checked the Debt Limit Re-
port and upon finding an assessment charged
against Mr. Burgett (although the map indicated
that his curbs and gutters were in) Mr. Brooks
recommended that the Hearing be held over for
further investigation and report.
After discussion, it was moved by Councilman
Memmesheimer, seconded by Councilman Seltzer that
the Hearing ordered by Resolution No. -2583 is
hereby continued until the next regular meeting
of Council, April 7, 1952 in the Council Chambers,
213 E. Foothill Blvd., Azusa.

PROCEEDINGS
A communication from Youth for Christ, International
was read requesting permission to conduct a "Mile
of Pennies" program in Azusa on Saturday, June 14th
for the purpose of raising funds to send boys to "MILE OF PENNIES"
Youth for Christ's camps this Summar.

granted with the stipulation that the Youth
for Christ group contact the Police Depart-
ment to make satisfactory arrangements with
them.

A letter from the Planning Commission was read
recommending that Normmz J. Larus and Virginia
' K. Larus be granted a zone variance from R-2
to C-1 zone for the purpose of enlarging their
present office space and provided there is a
10' set -back from the sidewalk to the building
and that all requirements of a C-1 zone are met.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer the recommendation of the
Planning Commission be accepted and the City
Attorney be instructed to prepare a resolution
granting this variance.

A communication signed by Leo C. Nasser was read
relative to a previous action of Council in order-
ing the removal of horses from City -owned property
located on W. Eleventh Street, and a petition
signed by 31 residents in that vicinity was filed
stating that they had no objections to the housing
of the horses. Mr. Nasser's letter stated that
this document was presented fo^^ the information
of Council only and that no request was being
' made for further action at this time.
Moved by Councilman Seltzer, seconded by Mayor
Jones this letter and petition be ordered filed.

A number of complaints were presented relative
to rubbish pickup.
After discussion, it was moved by Councilman
Seltzer, seconded by Councilman Memmesheimer
a public hearing be set for Wednesday night,
April 169 1952 at 7:30 P.M. for all who are
interested to meet with the Superintendent of
Streets, the Commissioner of Streets, the Light
and Water Superintendent, Light and Water _
Commissioner and the City Engineer, at which time
the entire matter will be studied.

that curbs, gutters and sidewalks be installed
and also discussed with him the willingness
of his clients to assume their apportionate
share of the cost of installation of necessary
pipe lines. Mr. Sloan advised Council that his
clients were willing to do this.
After discussion, it was moved by Councilman
Seltzer, seconded by Councilman Memmesheimer
the requests of Dr. Frank W. Parker and J. E.
McGinnis for variances to divide the property
described above be granted with the provision
that the following requirements be included:
curbs, gutters, sidewalks, water lines and
easements for drains and public utilities as
designated by the City Engineer.

Mr. Thomas of the acceptance of his resignation
and advise him that Council would appreciate
knowing from what job he resigned since he is
not on the payroll of the City of Azusa.

City Attorney Snidow reported on a study of out-
of-town concerns wishing to come into the City
aid stated that American Cyanamid Company had
stated that they might desire to do this.
Mr. Snidow also reported on the possible pur-
chase of a water well site near Vernon Avenue
and was requested to go on with the necessary
plans.
With reference to Councils request that Mr.
Snidow study any possible -over -laps in duties
now being performed and those proposed to be
done by the'Finance Officer now under consideration,
Mr. Snidow reported that in his opinion any over-
laps were of a minor nature.
After discussion of the proposed increase in
telephone rates, it was moved by Councilman
Memmesheimer, seconded by Councilman Seltzer
the City Attorney be authorized to enter into
any agreement up to $100.00 1n the event other
cities make a study.,

A communication from the Milton J. Wershow Company
was read requesting permission to conduct a_pub-
lic auction at Jumbo Products on Vernon Avenue
on March 18, 1952.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer this request be granted
with the provision that sales tax permit is
issued and a bond or cashier's check in the
amount of $3,000.00 be deposited to insure pay-
ment of sales tax.

Relative to telephone inquiries about forging
at the Jumbo location, it was agreed that this
would be acceptable if smog restrictions are mat
and if the operations of the companies inquiring
are acceptable at their present locations.
Councilman Seltzer stated that he would like
to have further discussion of the proposed
Finance Officer since the Attorney had made a
report of his findings, and he explained in de-
tail the reasons he felt this position should
be created.
Councilman Memmesheimer also stated his view on
the subject, stating that although he favored
some sort of centralized accounting system, he
felt that the duties outlined for the Finance
Officer could not possibly be handled by one
individual. He recommended that Council meet
with representatives of business machine companies
and request their views on the requirements of
the City.
Members of Council present agreed with this
recommendation.
