BUTZLAFF, ICMA-CM, CITY MANAGER FROM: JOE JACOBS, DIRECTOR OF RECREATION & FAMILY SERVICES DATE: AUGUST 15, 2016 SUBJECT: REQUEST TO APPROVE PURCHASE EXERCISE EQUIPMENT AT PIONEER AND MEMORIAL PARKS FROM GREENFIELD’S OUTDOOR FITNESS SUMMARY: The Pioneer and Memorial Park Exercise Equipment Project is an approved FY 2016-17 CIP Project. The Project consists of a four (4) station outdoor exercise platform mounted atop a concrete pad adjacent the walking path at Pioneer Park and a similar seven (7) station program at Memorial Park. The Project is funded through Kids Come First Golf Tournament proceeds and Rosedale Contribution Funds. This action waives the competitive bidding process as authorized by Section 2.521 (a) of the Azusa Municipal Code and approves the a purchase toGreensfield’s Outdoor Fitness in the amount of $87,264.97 for the purchase and installation of the exercise equipment. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1) Waive the competitive bidding process as authorized under Azusa Municipal Code Section 2.521(a) and approve the purchase of exercise equipment from Greenfield’s Outdoor Fitness, in the amount not to exceed $87,264.97. 2) Authorize the City Manager to execute all documents necessary to effectuate the purchase of exercise equipment. DISCUSSION: This project was approved as part of the FY 2016-17 CIP Program and features a four (4) station outdoor exercise platform mounted atop a concrete pad adjacent to the walking path at Pioneer Park and seven (7) station program atop a concrete pad adjacent to the walking path at Memorial Park. The project will offer an additional two “no cost” opportunities for residents to utilize an outdoor gym, with APPROVED COUNCIL MEETING 8/15/2016 Exercise Equipment Purchase August 15, 2016 Page 2 an adjoining waking path at each park respectively to address their fitness goals. This type of outdoor exercise project has been embraced nationwide due to its affordability and convenience. The City utilizes National Joint Powers Alliance (NJPA), a national cooperative purchasing organization specifically for government agencies to purchase equipment from participating vendors/dealers without having to go out for formal bids. Greenfield’s Outdoor Fitness is a participant in the NJPA arrangement and provided the City with the purchase quote. Pursuant to Azusa Municipal Code Section 2-521(a), Staff is recommending that the City Council approve the purchase and installation of the exercise equipment from Greenfield’s Outdoor Fitness since the NJPA arrangement satisfies the requirement for competitive bid purchase.
