SUBJECT: ACCEPTANCE OF THE NEWLY CONSTRUCTED SUMMIT PARK AND
PARKWAY LANDSCAPE IMPROVEMENTS ADJACENT TO TRACT 66141
KNOWN AS GARDENIA NEIGHBORHOOD IN THE ROSEDALE COMMUNITY
SUMMARY
Summit Park is located in the Aster Heights neighborhood north of Sierra Madre Avenue. This park has
been constructed in accordance with the approved plans and is ready for acceptance by the City. In
addition, the parkway located on the northeast corner of Monrovia Place and Rosedale Ave., across from
the Gardenia neighborhood, has also been completed and is ready for acceptance. This action accepts the
park and parkway improvements and approves an increase to the annual Landscape and Irrigation
Maintenance Contract with Brightveiw Landscape (formerly ValleyCrest Landscape) in the annual
amount of $5,580 for the maintenance of these new areas.
RECOMMENDATION
Staff recommends that the City Council take the following actions:
1) Accept the construction of Summit Park and the parkway improvements located on the north east
corner of Monrovia Place and Rosedale Ave. across from the Gardenia neighborhood; and
2) Approve an increase in the Landscape and Irrigation Contract with Brightview Landscape in the
amount of $5,580.00 annually for the maintenance of these improvements.
DISCUSSION
Summit Park is one of (10) parks planned for the Rosedale community. It is located in the Aster Heights
neighborhood north of Sierra Madre, just below the foothills. To date, seven parks have been completed
and accepted. Summit Park will be the eighth park, which features picnic tables, and access to the
Arroyo walking path as well as attractive landscaping. Following review and inspection of Summit Park,
Staff and the City’s consulting landscape architect have determined that Summit Park has been
constructed in substantial compliance with the approved plan. A (90) day maintenance period and a one
year warranty period are in effect.

FISCAL IMPACT
There is no anticipated General Fund impact. The long term maintenance cost of all Rosedale parks are
funded via the Community Facility District (CFD), account #37-25-420-000-6493, established as part of
the Rosedale project. The incremental increase in the landscape and irrigation maintenance contract for
Summit Park and the specified parkway is $5,580.00 per year. The Finance Department will adjust the
fiscal year 2016-2017 budget to include the increased cost upon City Council approval.
