CHRISTIANSEN, FAICP, DIRECTOR OF ECONOMIC AND COMMUNITY DEVEPLOMENT DATE: JULY 18, 2016 SUBJECT: AUTHORIZATION TO AMEND THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDED SINGLE FAMILY HOUSING REHABILITATION PROGRAM POLICY MANUAL SUMMARY As part of their annual audit of the City’s Community Development Block Grant (CDBG) Program, the Los Angeles County Community Development Commission (LACDC), recommended the City make certain amendments to its Single Family Housing Rehabilitation Program to bring the program’s policy manual more in line with Los Angeles County and Federal standards . The proposed amendment also increases the grant amount the City receives from $9,000 to $12,000. This action approves an amendment to the Single Family Housing Rehabilitation Program Policy Manual. RECOMMENDATION Staff recommends that the City Council take the following action: 1) Authorize Staff to amend the Single Family Housing Rehabilitation Program Policy Manual. DISCUSSION The Single Family Housing Rehabilitation Program has been an integral part of the City’s Community Development Block Grant (CDBG) efforts. During the last five (5) years, the City has assisted low and moderate income Azusa families with over $800,000 in grants. In the last program audit, the Los Angeles County Community Development Commission (LACDC) made several suggestions to modify the City’s existing program to bring the program more in line with Los Angeles County and Federal standards. These changes include the following: •Added Income Documentation Matrix •Added Zero Income Certification •Inclusion of Renovate Right brochure (Lead Based Paint) APPROVED COUNCIL MEETING 7/18/2016 CDBG Home Rehab Policy Manual July 18, 2016 Page 2 • Changed “household members” to “occupants” • Added central air as an allowable project. Over the past several years, FRJ, the City’s program administration consultant, has noticed an increase in cost in doing the routine repairs most of the applicants have been requesting. The most common rehabilitation applications are for re-roofing, house paint, and bathroom remodeling. With the escalating costs of labor and materials, the consultants are recommending an increase in the monetary amount of the grants, from $9,000 to $12,000. The Single Family Housing Rehabilitation Program Policy Manual has not been amended in approximately 10 years. ENVIRONMENTAL REVIEW There is no environmental impact associated with the recommended action. FISCAL IMPACT There will be no fiscal impact to the General Fund.
