SPECIAL MEETING FOLLOWING UTILITY BOARD MEETING AZUSA CITY COUNCIL JOSEPH ROMERO ROCHA 1/ KISTIM ANGEL CARRILLO MAYOR PRO -TEM ROBERT GONZALES COUNCILMEMBER B. PUBLIC COMMENT — Limited to items listed on this Special Meeting Notice. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules, on items listed on this agenda only. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. C. ADOPT RESOLUTION NO. 2016 -CSO ESTABLISHING A PREFERENTIAL PARKING PERMIT PROGRAM FOR RESTRICTED PARKING DISTRICTS WITHIN THE CITY. RECOMMENDED ACTION: 1) Adopt Resolution No. 2016-050 establishing a Preferential Parking Permit Program for restricted parking districts within the City; and 2) Consider the various cost options and provide direction to Staff, and 3) Approve FY 2016/2017 budget amendment in the amount required based on the cost option selected by the City Council to enable the Police Department to fund the program; and 4) Request a progress report to City Council be submitted after the first 90 days of implementation to determine if minimum or maximum authorized permits needs adjustment. D. APPROVAL OF AMENDED AND RESTATED MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY AND AZUSA POLICE MANAGEMENT ASSOCIATION (APMA). RECOMMENDED ACTION: 1) Approve amended and restated Memorandum of Understanding between the City and the Azusa Police Management Association (APMA); and 2) Authorize the City Manager to execute the amended and restated Memorandum of Understanding, in a form acceptable to the City Attorney, on behalf of the City. E. ADOPT RESOLUTION NO. 2016-051 ESTABLISHING THE EMPLOYEE PAID MEMBER CONTRIBUTION UNDER THE CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM (PERS) FOR THE AZUSA POLICE MANAGEMENT ASSOCIATION (APMA) MEMBERS. RECOMMENDED ACTION: Adopt Resolution No. 2016-051 establishing the Employee Paid Member Contribution under the California Public Employees' Retirement System for the Azusa Police Management Association (APMA). F. AUTHORIZA'T'ION TO ENTER INTO A TEMPORARY PARKING LICENSE AGREEMENT WITH THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY FOR THE AZUSA INTERMODAL TRANSIT CENTER — 801 N. ALAMEDA AVENUE. RECOMMENDED ACTION: 1) Approve the Temporary Parking License Agreement between the City and the Los Angeles County Metropolitan Transportation Authority; and 2) Authorize the City Manager to execute the Temporary Parking License Agreement, subject to any non - substantive changes by the City Manager or City Attorney. G. APPROVAL OFA QUITCLAIM DEED CONVEYING 803 N. DALTON AVENUE 805 N, DALTON AVENUE 809 N. DALTON AVENUE AND 810 N. ALAMEDA AVENUE SPECIFICALLY IDENTIFIED AS ASSESSOR PARCEL NO.'S 8605-027-905 8605-027-907 8605- 027-908 AND 8605-027-906. FROM THE CITY TO THE SUCCESSOR AGENCY TO ESTABLISH A CLEAN TITLE TRANSFER BETWEEN THE AGENCY AND THE OLSON COMPANY AS AUTHORIZED BY THE LONG RANGE PROPERTY MANAGEMENT PLAN APPROVED BY THE CALIFORNIA DEPARTMENT OF FINANCE IN DECEMBER OF 2015. RECOMMENDED ACTION: Approval of a quitclaim deed conveying 803 N. Dalton Avenue, 805 N. Dalton Avenue, 809 N. Dalton Avenue, and 810 N. Alameda Avenue, specifically identified as Assessor Parcel No.'s 8605-027-905, 8605- 027-907, 8605-027-908, and 8605-027-906, from the City to the Successor Agency to establish a clean title transfer between the Agency and The Olson Company as authorized by the Long Range Property Management Plan approved by the California Department of Finance in December of 2015. 2 H. FIRST READING OF ORDINANCE NO. 2016-03 AMENDING DIVISION 6 OF ARTICLE VI OF CHAPTER 78 OF THE AZUSA MUNICIPAL CODE REGARDING WATER CONSERVATION. RECOMMENDED ACTION: Introduce for first reading, by Title only and waive further reading, Ordinance No. 2016-03; amending Division 6 of Article VI of Chapter 78 of the Azusa Municipal Code regarding Water Conservation. L ADJOURNMENT.
