NOTICE TO THE PUBLIC FOR REGULAR MEETING In compliance with Government code Section 54957.5, copies of staff reports or other written documentation relating to each item of business referred to on the Agenda are on file in the Office of the City Clerk - 213 E. Foothill Blvd.; copies for public view are at the Azusa City Library - 729 N. Dalton Ave., Azusa Police Department Lobby - 725 N. Alameda Ave., and the City of Azusa Web Page www.ci.azusa.ca.us. Persons who wish to speak during the Public Participation portion of the Agenda or on a Public Hearing item, shall fill out a card requesting to speak and shall submit it to the City Clerk prior to 7:30 P.M.; cards submitted after will not be accepted. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public 06/20/2016 - 3 - comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL D. SCHEDULED ITEMS CONVENE JOINTLY AS THE CITY COUNCIL, AZUSA UTILITY BOARD, THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY, AND THE AZUSA PUBLIC FINANCING AUTHORITY TO CONSIDER THE FOLLOWING: 1. FISCAL YEAR 2016/17 CITY, UTILITIES, AZUSA PUBLIC FINANCING AUTHORITY, AND SUCCESSOR AGENCY OPERATING AND CAPITAL IMPROVEMENT PLAN BUDGET ADOPTION. RECOMMENDED ACTION: 1) Approve Resolution 2016-C39, A Resolution of the City Council of the City of Azusa adopting the budget and approving appropriations for the City of Azusa for the fiscal year commencing July 1, 2016 and ending June 30, 2017; 2) Approve Resolution UB-4-2016, A Resolution of the Utility Board of the City of Azusa adopting the budget and approving appropriations for Utilities for the fiscal year commencing July 1, 2016 and ending June 30, 2017; 3) Approve Resolution 2016-P1, A Resolution of the Azusa Public Financing Authority of the City of Azusa adopting the budget and approving appropriations for the Authority for the fiscal year commencing July 1, 2016 and ending June 30, 2017; and 4) Approve Resolution 2016-R11, A Resolution of the Successor Agency for the Former Redevelopment Agency of the City of Azusa adopting the budget and approving appropriations for the Agency for the fiscal year commencing July 1, 2016 and ending June 30, 2017. THE UTILITY BOARD AND AZUSA PUBLIC FINANCING AUTHORITY TO ADJOURN, AND THE SUCCESSOR AGENCY TO THE FORMER REDEVELOPMENT AGENCY AND CITY COUNCIL TO CONTINUE. 2. PUBLIC HEARING -2016 JUSTICE ASSISTANCE GRANT (JAG) APPLICATION. RECOMMENDED ACTION: Open the Public Hearing, receive public testimony regarding, close the Public Hearing; authorize the City Manager to submit a grant application to the U.S. Department of Justice for the purchase of specified equipment; and authorize the City Manager to execute all contracts, reports, and other documents required for receiving such funds pursuant to the terms and conditions of the U.S. Department of Justice. 06/20/2016 - 4 - 3. REQUEST TO APPROVE JOINT EXERCISE OF POWERS AGREEMENT TO CREATE THE “AZUSA-RMC JOINT POWERS AUTHORITY” AND CONVEYANCE OF HILLSIDE LAND NORTH OF THE ROSEDALE PROJECT TO THE AUTHORITY FOR LONG-TERM OPERATION AND MAINTENANCE. RECOMMENDED ACTION: Adopt Resolution No. 2016-C40, approving the Joint Exercise of Powers Agreement forming the Azusa- RMC Joint Powers Authority (Attachment 3) and approve the City’s execution of the Grant Deed conveying the hillside property from the City to the Authority (Attachment 4). 4. 2016 SUMMER MEETING SCHEDULE. RECOMMENDED ACTION: Review the proposed Summer Meeting Schedule and provide direction to Staff. 5. ADOPT NECESSARY RESOLUTIONS AND CERTIFICATE DESGINATING A DIRECTOR AND ALTERNATES AS REQUIRED FOR THE CITY’S MEMBERSHIP INTO CALIFORNIA JOINT POWERS INSURANCE AUTHORITY (CAJPIA) FOR INSURANCE SERVICES EFFECTIVE JULY 1, 2016. RECOMMENDED ACTION: 1) Adopt Resolution No. 2016-C41 Joining the California Joint Powers Insurance Authority (CAJPIA); and 2) Adopt Resolution No. 2016-C42 Authorizing and Approving Pooling of Self-Insurance through the Excess Liability Protection Program of the California Joint Powers Insurance Authority (CAJPIA); and 3) Adopt Resolution No. 2016-C43 Joining the California Joint Powers Insurance Authority’s (CAJPIA) Workers’ Compensation Program; and 4) Adopt Resolution No. 2016-C44 Providing Workers’ Compensation Coverage for Certain City Volunteers Pursuant to the Provisions of Section 3363.5 of the Labor Code; and 5) Adopt Resolution No. 2016-C45 Authorizing Application to the Director of Industrial Relations, State of California for Certificate of Consent to Self-Insure Workers’ Compensation Liabilities; and 6) Adopt Resolution No. 2016-C46 Establishing a Policy that Delegates Basic Tort Claim Handling of Minor Claims to Troy L. Butzlaff, ICMA,CM, City Manager, as authorized by Government Code Section 935.4; and 7) Adopt Certificate Designating a Director and Alternates. 6. DESIGNATION OF VOTING DELEGATE AND ALTERNATE TO ATTEND THE LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE. RECOMMENDED ACTION: Appoint one (1) delegate to represent the City at the 2016 League of California Cities Annual Conference; and appoint one (1) alternate to represent the City at the 2016 League of California Cities Annual Conference. E. CONSENT CALENDAR The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 06/20/2016 - 5 - 1. MINUTES OF THE REGULAR MEETING OF MAY 16, 2016. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY. RECOMMENDED ACTION: Adopt Resolution No. 2016-C47 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the Personnel Action Requests in accordance with the City of Azusa Civil Service Rules and applicable Memorandum of Understanding(s). 4. AZUSA UNIFIED SCHOOL DISTRICT AND AZUSA POLICE DEPARTMENT SCHOOL RESOURCE OFFICER CONTRACT; JULY 1, 2016 – JUNE 30, 2017. RECOMMENDED ACTION: Approve the agreement for the 2016/17 school year between the Azusa Unified School District and the Azusa Police Department, for the provision of law enforcement services at a shared cost; and authorize the City Manager to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. 5. QUARTERLY LEGISLATIVE UPDATE. RECOMMENDED ACTION: Receive and file the Legislative Update. 6. REQUEST TO APPROVE PROFESSIONAL SERVICES AGREEMENT WITH ALLEGRA CONSULTING. TO DEVELOP A BRANDING AND MARKETING STRATEGY. RECOMMENDED ACTION: Approve a Professional Services Agreement with Allegra Consulting to develop a Branding and Marketing Strategy in an amount not to exceed $30,300; and authorize the Mayor to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. 06/20/2016 - 6 - 7. APPROVAL OF AMENDMENT NO. 1 TO AGREEMENT BETWEEN THE CITY AND THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY FOR THE AZUSA INTERMODAL TRANSIT CENTER. RECOMMENDED ACTION: Authorize the City Manager to execute Amendment No. 1 to Agreement between the City and the Los Angeles County Metropolitan Transportation Authority allowing LACMTA to act as a designated grant recipient for FTA grant funds for the Azusa Intermodal Transit Center. 8. ADOPT A RESOLUTION TO ENCOURAGE THE LOS ANGELES COUNTY METROPOLITAN TRANSPORATION AUTHORITY BOARD OF DIRECTORS TO PLACE A MEASURE ON THE NOVEMBER 8, 2016 BALLOT TO GENERATE ADDITIONAL REVENUES FOR TRANSPORTATION IMPROVEMENTS IN LOS ANGELES COUNTY. RECOMMENDED ACTION: Adopt Resolution No. 2016-C48 encouraging the Los Angeles County Metropolitan Transportation Authority to place a measure on the November 2016 ballot to generate additional revenues for transportation projects in Los Angeles County. 9. BLANKET PURCHASE ORDERS OVER $25,000 FY 2016-17 (CITY & SUCCESSOR AGENCY). RECOMMENDED ACTION: Approve the issuance of Blanket Purchase Orders detailed on the attached schedule, in an amount of $25,000 or more as outlined in Sec. 2-518 (a) of the Azusa Municipal Code. 10. AUTHORIZATION TO SEND A CORRESPONDENCE TO SUPERVISOR HILDA L. SOLIS CONVEYING THE CITY’S CONCERNS WITH THE PROPOSED LOS ANGELES COUNTY PARK TAX. RECOMMENDED ACTION: Authorize the distribution of a letter to Supervisor Hilda L. Solis regarding concerns with the proposed Los Angeles County Park Tax 11. GANN APPROPRIATIONS LIMIT FOR FY 2016-17. RECOMMENDED ACTION: Adopt Resolution 2016-C49 approving and adopting the Annual Appropriations Limit for the Fiscal Year 2016-17 in the amount of $236,153,102. F. ADJOURNMENT.
