SUBJECT: 2016 JUSTICE ASSISTANCE GRANT (JAG) APPLICATION
SUMMARY:
The U.S. Department of Justice, Office of Justice Programs' Bureau of Justice Assistance, offers funding
to local, state, and tribal efforts to prevent or reduce crime and violence under the Edward Byrne
Memorial Justice Assistance Grant (JAG) Program. The Police Department submitted attached grant
application seeking $16,834 from the 2016 JAG program. It is anticipated that the funds from this grant
will be utilized to purchase three (3) new handheld radios and one (1) tablet computer. This action holds
a public hearing for the purpose of taking public testimony before accepting the FY 2016/2017 Edward
Byrne Memorial Justice Assistance Grant funding and approving the expenditure recommendations.
RECOMMENDATION:
Staff recommends that the City Council take the following action(s):
1) Open the Public Hearing, receive public testimony regarding, close the Public Hearing; and
2) Authorize the City Manager to submit a grant application to the U.S. Department of Justice for
the purchase of specified equipment; and
3) Authorize the City Manager to execute all contracts, reports, and other documents required for
receiving such funds pursuant to the terms and conditions of the U.S. Department of Justice.
DISCUSSION:
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program (42 U.S.C. 3751(a)) is the
primary provider of federal criminal justice funding to state and local jurisdictions. JAG funds support
all components of the criminal justice system, from multijurisdictional drug and gang task forces to
crime prevention and domestic violence programs, courts, corrections, treatment, and justice information
sharing initiatives. JAG funded projects may address crime through the provision of services directly to
individuals and/or communities and by improving the effectiveness and efficiency of criminal justice
systems, processes, and procedures. The Azusa Police Department is eligible to receive funds from the

JAG program.. A copy of the grant application is attached and the total award amount is $16,834. The
grant funds may be spent over a two-year period and the City will serve as the fiscal agent on this grant.
The Police Department will submit proper documentation consistent with established purchasing
requirements. It is anticipated that the funds from this grant will be utilized to purchase three (3) new
handheld radios and one (1) tablet computer. The grant application and supporting documents were
prepared by Crime Analyst Cynthia Haebe.
FISCAL IMPACT:
There is no fiscal impact associated with the recommended action.

GOALS OF THE PROJECT: To replace existing handheld radios which are nearing the end of their
lifecycle and purchase one tablet computer.
DESCRIPTION OF THE PROJECT: To maintain communications through the purchase of new handheld
radios. To aid detectives in the field with the purchase of a tablet computer.

PROGRAM NARRATIVE
CITY OF AZUSA
The City of Azusa is a suburban community in the San Gabriel Valley of Southern
California. The city is home to over 46,000 residents and has experienced
moderate growth over the last decade. The city is approximately thirty miles
outside of the City of Los Angeles, and experiences many of the problems
associated with larger metropolitan areas.
Handheld radios provide communications between the officer in the field and their
fellow officers, the dispatch center, and neighboring agencies. Several of the
handheld radios are in need of replacement.
Additionally, the department will be purchasing a tablet computer to provide
mobile /portable access to detectives while conduction field investigations.

BUDGET NARRATIVE
CITY OF AZUSA
The City of Azusa Police Department plans to use the newly appropriated Justice Assistance
Grant (JAG) Program toward the purchase of a three desk radios and addtitional charging
accessories. The following lists the components to be purchased with $16,834 JAG 2016 funds.

Statement of Needs:
Handheld Radio Replacement:
Handheld radios have a relatively short lifespan. They need replacement every 3-4 years. We
are needing to replace several.
Goals and Objectives
1. Gather quotes
2. Purchase and configure radios as soon as possible
Project Timeline - Desk Radios
Within (60) thirty days of funds being awarded,
1) Obtain vendor quotes, submit order for purchase approval.
2) Upon receipt of purchase order approval, place order for radios.
3) Upon receipt of equipment, install equipment within 14 days.
Tablet Computer:
Simply put, many of the Police Department's computer workstations have exceeded their
warranties and life spans. As budgets are cut, equipment isn't purchased as readily as needed.
A portion of the JAG funds will be used to purchase a computer workstation.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the City Council of the City of Azusa will hold a PUBLIC
HEARING to consider valid requests with regard to the use of approximately $17,000 for the JUSTICE
ASSISTANCE GRANT 2015. To be valid, a request must be made in writing.
Said PUBLIC HEARING will be held before the City Council of the City of Azusa on Monday, June
20, 2015, AT 7:30 P.M., or as soon thereafter as the matter may be heard, in the Civic Auditorium, 213 E.
Foothill Blvd., Azusa. Any person wishing to testify may file a written statement prior to that time, and/or may
appear and be heard.
If you challenge the proposed actions in Court, you may be limited to raising only those issues you or
someone else raised at the public hearing described in this notice, or in written correspondence delivered to the
City Clerk or City Council at, or prior to, the Public Hearing.
