BUTZLAFF, ICMA-CM, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: JUNE 20, 2016 SUBJECT: APPROVAL OF AMENDMENT NO. 1 TO AGREEMENT BETWEEN THE CITY AND THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY FOR THE AZUSA INTERMODAL TRANSIT CENTER SUMMARY: On September 2, 2014, the City Council authorized the City Manager to execute an Agreement between the City and the Los Angeles County Metropolitan Transportation Authority (LACMTA) allowing LACMTA to act as a designated grant recipient for Federal Transit Administration (FTA) grant funds for the Azusa Intermodal Transit Center. The FTA is requesting an amendment to provide some minor clarification to the project details. This action will authorize the City Manager to execute an amendment to the Agreement. RECOMMENDATION: Staff recommends that the City Council take the following action: 1) Authorize the City Manager to execute Amendment No. 1 to Agreement between the City and the Los Angeles County Metropolitan Transportation Authority allowing LACMTA to act as a designated grant recipient for FTA grant funds for the Azusa Intermodal Transit Center. DISCUSSION: On September 24, 2009, LACMTA awarded the City $3,520,190 in federal Congestion Mitigation/Air Quality (CMAQ) funds for the construction of the Azusa Intermodal Transit Center. Although the grant is from LACMTA, the CMAQ funds are from the Federal Transit Administration, requiring the City to obtain the services of LACMTA to operate as the pass-through agency to receive these federal funds. The original Agreement between the City and LACMTA was approved by the City Council on September 2, 2014. APPROVED COUNCIL MEETING 6/20/2016 Amendment No. 1 June 20, 2016 Page 2 Despite construction of the Azusa Intermodal Transit Center being completed, the FTA has requested minor clarifications on some of the project details and therefore LACMTA has prepared an Amendment to the Agreement. The key points of the Amendment are as follows:  Language was included to identify the project manager as Foothill Transit.  Identifies the $880,048 grant match requirement was satisfied with Proposition C Local Return Funds.  The Programmed Budget was revised to show the required match for this CMAQ grant and also shows the City provided an additional $1,289,528 in Proposition C and Measure R Local Return Funds and $1,799,800 in SAFETEA-LU Funds.
