HomeMy WebLinkAboutE - Preferential Parking Permit ProgramPreferential Parking Permit Program June 13, 2016 Page 1 STUDY SESSION ITEM E TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: TROY BUTZLAFF, ICMA-CM, CITY MANAGER FROM: SAM GONZALEZ, CHIEF OF POLICE DANIEL BOBADILLA, DIRECTOR PUBLIC WORKS / CITY ENGINEER DATE: JUNE 13, 2016 SUBJECT: DISCUSSION AND CONSIDERATION OF PREFERENTIAL PARKING PERMIT PROGRAM SUMMARY: On May 2, 2016, the City Council established by resolution (2016-C30 & 2016-C31) two Preferential Parking Zones identified as Zone 1 and Zone 2. This was the first step towards the implementation of a non-fee, resident based parking permit program within the established zones. The focus of this review is to establish “Residential” and “Commercial” restricted areas within Zones 1 and 2, define exemptions for permit holders, establish the number of permits allowed and present a method to issue and manage the permit program. The fiscal impact will also be presented. RECOMMENDATION: Staff recommends that the City Council take the following action: 1) Direct Staff to draft an ordinance establishing the Preferential Parking Permit program. The ordinance will take into account direction provided by the City Council at this meeting. DISCUSSION: On March 5, 2016 the City welcomed the grand opening of the Metro Gold Line Rail System. Since the opening, and as a result of the downtown parking structure reaching its capacity as early as 7:00am, an increase in commuters parking on residential and business district roadways has been observed. In compliance with Section 5207(a) & (b) of the California Vehicle Code, Preferential Parking Privileges (PPP) have been established by Resolution 2016-C30 & 2016-C31, passed by the City Council on May 2, 2016. The majority of overflow parking caused by the Gold Line occurs during traditional business hours (Monday – Friday, 6:00 a.m. – 6:00 pm). The program is also designed to reduce the effects of non - resident Gold Line commuters utilizing residential and business parking areas as parking lots. The use of residential streets as parking lots and the reduction of parking available for customers directly impacts the quality of life for residents and merchants in the city. PERMIT / ZONE DESIGNATIONS: “Commercial” and “Residential” areas within Zone 1 & 2 must be defined as restricted parking Monday -Friday 6:00 a.m. – 6:00 p.m. requiring permits within the designated area. This will ensure that residents are not parking vehicles in commercial areas with “Residential” permits taking away parking from merchants, employees or customers. Commercial Zones will also be placed in front of the City Yard and Longfellow Elementary School to accommodate City workers and school district employees. Police, Fire, City Vehicles or delivery vehicles will be exempt from restrictions in all zones. The restrictions will also be 3 hour limited parking Monday -Friday 6:00 a.m. – 6:00 p.m. Commercial permit holders (merchants/employees) will not be able to park in “Residentia l” areas to make sure maximum parking is available for residents. Azusa Ave, Foothill Blvd and the Block 36 parking lot will be limited 3 hour parking with no exemptions. This allows parking for customers in the commercial downtown area. Civic Center Parking (City Hall, Library, Police Department, Senior Center), defined as Santa Fe East to Alameda, Alameda from Santa Fe to Foothill, and Dalton from the South side of the railroad tracks to Foothill will be 3 hour limited parking Monday-Friday 6:00 a.m. – 6:00 p.m. with an exemption for City employees only. Employee permits are not valid in any other areas. Zone 1 Parking Areas Preferential Parking Permit Program June 13, 2016 Page 4 Zone 2 Parking Permit Areas The Zone maps show the maximum area available for the PPP. The City Engineer can start with smaller sections of the zones and expand the PPP within the zones until the parking goal is met. PROGRAM MANAGEMENT: Staff recommends that no more than two (2) “Residential” permits be issued to homeowners in the PPP Zones. There are a total of 400 residences in both zones for a potential of 800 permits issued. “Residential” permit holders can obtain two (2), seven day guest passes per year. If additional guest passes are needed residents can contact the police department (Watch Commander) to receive additional parking permission. The restrictions do not apply to weekends or evening hours which will minimize the need for guest parking. “Commercial” permits will be issued to merchants and employees for businesses located in the 600 Block N. Azusa Ave. No more than eight (8) “Commercial” permits will be issued to a business. The number of “Commercial” permits could total 100 depending on the number of employees at each business on Azusa Ave. “Commercial” permits issued to City Employees are valid only in the Civic Center area (Santa Fe, Alameda to Foothill, and Dalton from Foothill to the railroad tracks). Employee permits are issued by the City Manager or designee. Permits will be available to residents and merchants through an on -line application process. Applications must be submitted with vehicle registration information or business information for verification of eligibility. Applicants will receive a temporary permit they can print and their permit(s) will be mailed upon verification. The permit program will be managed by Turbo Data Systems. They are the provider of the police department ’s electronic ticket writers, parking citation processing and appeals processing. Turbo Data will handle the processing, fulfillment and tracking of all parking permits. This provides a cost effective solution to manage the program while significantly reducing city staff time commitments. Preferential Parking Permit Program June 13, 2016 Page 5 FISCAL IMPACT: The fiscal impact associated with the Preferential Parking Permit program consists of annual permit costs. The City could implement these costs on an annual basis or biennially, which would save the City $4,034 over the term of two years. The associated costs are provided below for consideration.
