BUTZLAFF, ICMA-CM, CITY MANAGER FROM: ADRIAN GARCIA, CMC, CHIEF DEPUTY CITY CLERK DATE: JUNE 6, 2016 SUBJECT: BIENNIAL REVIEW OF THE CITY’S CONFLICT OF INTEREST CODE SUMMARY: The Political Reform Act requires every local government agency to review its Conflict of Interest Code biennially, in order to determine if an update is required. This action directs Staff to review the City’s Conflict of Interest Code, and if necessary update and present it to the City Council at a later date for approval. RECOMMENDATION: Staff recommends that the City Council take the following action: 1) Direct Staff to conduct the biennial review of the City’s Conflict of Interest Codes, file Biennial Notices with their code-reviewing bodies, and update the Conflict of Interest Codes, as necessary. DISCUSSION: The Political Reform Act requires the reviewing body of every local government agency to direct its staff to conduct a review of its Conflict of Interest Code (Code), every even numbered year, to determine if any amendments are necessary. The City Council is the code reviewing body for the City. Following review, Staff is required to submit a biennial notice to the to the City Council indicating whether or not an amendment to the Code is necessary and subsequently present any recommended revisions to the City Council for approval, no later than October 1, 2016.
