BUTZLAFF, ICMA-CM, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: JUNE 6, 2016 SUBJECT: ACCEPT MSRC GRANT FROM THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT FOR IMPROVEMENTS AT THE INTERSECTION OF FOOTHILL BOULEVARD, ALOSTA AVENUE, AND ROCKVALE AVENUE SUMMARY: Staff applied for and received a grant in the amount of $474,925 from the South Coast Air Quality Management District’s (SCAQMD) Clean Transportation Local Government Match Program for the completion of a pedestrian access project at the intersection of Foothill Boulevard, Alosta Avenue, and Rockvale Avenue. This action accepts the grant and authorizes the City Manager to execute the grant contract. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1)Accept a grant from the South Coast Air Quality Management District/AB2766/MSRC Local Government Match Program; and 2)Authorize the City Manager to execute the AB2766/MSRC Local Government Match Program Contract. DISCUSSION: The intersection of Foothill Boulevard, Alosta Avenue, and Rockvale Avenue is not pedestrian friendly due to infrastructure barriers. These connectivity barriers prevent students and residents from walking and biking through this particular area. In addition, the area has several sidewalk gaps that force pedestrians onto streets to continue their journey. Furthermore, there is no crosswalk at the intersection of Foothill Boulevard and Alosta Avenue, which is the corridor between the schools on the north and the residential area on the south, causing several pedestrians to jaywalk across a road with high traffic volumes. On October 2, 2015 the SCAQMD awarded the City a grant in the amount of $474,925.The grant, which must be matched with local funds, will fund the following improvements:: • Sidewalk gap closures at four locations • Realignment and enhancement of the intersection at Foothill Boulevard, Alosta Avenue, and Rockvale Avenue FISCAL IMPACT: The engineer’s estimate for construction of the project is $949,850. As indicated, the SCAQMD’s grant requires a 50% match from the City. The City’s share of the project’s costs is estimated at $474,925. The project has been included in the proposed Fiscal Year 16/17 Capital Improvement Program to be funded with Measure R proceeds. Prepared by: Fiscal Impact Reviewed by: Daniel Bobadilla, P.E.
