MINUTES OF THE CITY COUNCIL AND
THE SUCCESSOR AGENCY TO THE
FORMER REDEVELOPMENT AGENCY
REGULAR MEETING
MONDAY, APRIL 18, 2016 – 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium
located at 213 E. Foothill Boulevard, Azusa, CA 91702.
Mayor Rocha called the meeting to order at 6:30 P.M.
ROLL CALL: Roll call was taken by City Clerk Cornejo.
PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA
ABSENT: COUNCILMEMBERS: NONE
ALSO PRESENT
Elected Officials: City Clerk Cornejo.
Staff Members: City Manager Butzlaff, City Attorney Martinez, Neighborhood Services Coordinator Quiroz,
Administrative Technician Juarez.
CLOSED SESSION
The City Council recessed to Closed Session at 6:32 P.M. to discuss the following:
1.CONFERENCE WITH REAL PROPERTY NEGOTIATORS – Pursuant to California Government Code,
Section 54956.8.

The City Council reconvened at 7:30 P.M.; City Attorney Martinez announced the following regarding Closed Session:
Item 1: Council provided direction to City negotiator, no other reportable action; Item 2: No reportable action; and Item
3: Council will continue to conduct the evaluations, item will be on future agendas.

The Pledge of Allegiance was led by Mr. Jeff Cameron.
The invocation was given by Pastor Ariel Verayo, Jesus is Lord Church.
PUBLIC COMMENT
Mr. Dan Simpson expressed his desire for the re-opening of the Garcia Trail and inquired about its restoration.
Mr. Hector Elizalde provided information regarding the 5th Veteran’s Forum scheduled to take place on June 25, 2016 at
the National Guard Armory and discussed the Department of Veterans Affairs.
Mr. Raphael Olano commented on the recently posted parking restrictions located in the areas surrounding the
Downtown Gold Line Station.
City Manager Butzlaff responded that he would prepare answers to the questions posed by Mr. Simpson to be provided
at a later time. With respect to restricted parkinghe encouraged residents to utilize Azusa Transit to shuttle back and
forth from the stations. He announced a Special City Council meeting on April 25th following the Utility Board meeting
to discuss issues related to parking.
REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL
City Manager Butzlaff announced the annual City Hall clean-up on Friday, April 22.
Mayor Rocha: Request for a $200.00 donation to Lee School to assist with costs associated with bus transportation for
85 to 100 4th grade students to visit Mission San Juan Capistrano on April 27, 2016.
Moved by Councilmember Gonzales, seconded by Councilmember Alvarez, and carried by unanimous vote of the
members present to approve a donation to Lee School.

Mayor Rocha: Request for a Proclamation proclaiming the month of May, 2016 as “Lupus Awareness Month” in the
City of Azusa for Looms4Lupus, a non-profit organization.
Moved by Mayor Pro-Tem Carrillo, seconded by Councilmember Gonzales, and carried by unanimous vote of the
members present to approve a proclamation proclaiming the month of May 2016 as “Lupus Awareness Month.”

City Manager: Request for a Proclamation proclaiming the week of May 1-7, 2016 as Public Service Recognition Week

Moved by Mayor Pro-Tem Carrillo, seconded by Councilmember Macias, and carried by unanimous vote of the
members present to approve a proclamation proclaiming the week of May 1-7, 2016 as Public Service Recognition
Week.

City Clerk: Request for a Proclamation proclaiming the week of May 1-7, 2016 as the 47th Annual Municipal Clerks
Week in the City of Azusa.
Moved by Councilmember Gonzales, seconded by Councilmember Macias, and carried by unanimous vote of the
members present to approve a proclamation proclaiming the week of May 1-7, 2016 as the 47th Annual Municipal
Clerks Week in the City of Azusa.

Councilmember Macias discussed the issues related to the Department of Veterans Affairs, offered his condolences in
the passing of WWII Veteran, Mr. Jim Rose, and reminded everyone that Fish Canyon Falls was open to hikers.
Councilmember Alvarez suggested that a session regarding veteran burials be added to the Annual Veteran’s Forum.
Councilmember Gonzales thanked City Staff for their recognition of Earth Day throughout the month of April. He
announced the Shred-a-Thon on Saturday, April 23 at Azusa Light & Water, and recognized the Armenian Genocide as
well as all other Genocides.

Mayor Rocha announced that the meeting would be adjourned in memory of Mr. Rodolfo Salgado Ramirez and Ms.
Frances Villanueva Salce, lifelong Azusa residents, and Mr. Jim Rose, WWII Veteran and longtime Azusa resident. He
announced the following events: April 21 - Arbor Day; April 22 - Azusa Reads, Writes and Counts; April 23 – Azusa
Unified School District’s Parent University; April 24 - Remembrance Day in honor of the Armenian Genocide; and
April 24 - Relay for Life.
CONSENT CALENDAR: Moved by Councilmember Gonzales, seconded by Mayor Pro-Tem Carrillo, to approve
Consent Calendar Items D-1 to D-8, and carried by the following vote of the Council:

1. The minutes of the Adjourned Regular/Special Meeting of February 22, 2016 and the Regular Meeting of March 7,
2016 were approved as written.
2. Resolution No. 2016-C28 was adopted and entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules and applicable
Memorandum of Understanding(s), were approved as follows:
Merit Increase and or Regular Appointments: C. Gutierrez, M. Shan Thompson
Flexible Staffing Promotion: M. Vega
Promotion: M. Barbosa, F. Cawte.
4. A Professional Services Agreement with ThinkNow Research to conduct a Public Opinion Research Survey in an
amount not to exceed $25,000 was approved.
5. Resolution No. 2016-C29 was adopted and entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AUTHORIZING
SUBMITTAL OF APPLICATION TO THE DEPARTMENT OF RESOURCES RECYLCING AND RECOVERY
(CALRECYCLE) FOR PAYMENT PROGRAMS AND RELATED AUTHORIZATIONS.
6. The issuance of a purchase order to One Source Supply in an amount not to exceed $92,930.13 was approved.
7. A contract was awarded to Western Indoor Environmental Services to clean above the ceiling tiles at City Hall West
Wing in an amount not to exceed $58,025.
8. An amendment to the Letter Agreement with MuniTemps for Interim Assistant City Clerk services increasing the
total compensation by an additional $14,000 for a not-to-exceed amount of $64,000 was approved.
ADJOURNMENT:
The meeting was adjourned by consensus of the City Council in memory of Mr. Rodolfo Salgado Ramirez and Ms.
Frances Villanueva Salce, lifelong Azusa residents, and Mr. Jim Rose, WWII veteran and longtime Azusa resident.
