CITY HALL, AZUSA, CALIFORNIA, MONDAY, MAY 50 1952
The City Council of the City of Azusa
met in regular session at the above time
and place.
In the absence of Mayor Jones, it was moved
by Councilman Seltzer, seconded by Councilman
Hernandez that Councilman Memmesheimer act as
Mayor pro -tem.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Hernandez, Seltzer.
Noes: None Absent: Mayor Jones.
Councilman Memmesheimer not voting.
Councilman Memmesheimer took the chair and
opened the meeting.

to act as 'Mayor Pro tem
Present at roll call: Councilmen: Jackson,
Hernandez, Seltzer, Memmesheimer, City Clerk,
City Attorney and City Engineer. Absent: Mayor Jones.
Moved by Councilman Jackson, seconded by
Councilman Seltzer that Council rescind the
motion made at the meeting of April 21, 1952
approving the minutes of April,7, 1952 -
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Hernandez,
Seltzer, Memmesheimer.
Noes: None Absent: Mayor Jones.
Moved by Councilman Jackson, seconded by
Councilman Hernandez the minutes of April
7, 1952 be approved with the following correction:
Engineer Brooks statement recommending certain
changes in the proposed work in connection with
Street Proceedings No. 1951-4 be corrected to
read "The omission of construction of curb and
gutters in front of Parcel #129 be corrected to
read Parcel #130. The omission cf construction
of curb gutters and driveway aprons in front of
parcels #130 and #131 be corrected to read
Parcels #129 and #131."

Noes: None Absent: Mayor Jones.
Bill Miller, representing Room 7-9, Lee School,
presented a petition with 352 signatures attached
thereto requesting a planned year4wound recreation
program for the Youth of Azusa.
Moved by Councilman Jackson, seconded by Council-
man Seltzer the petition be referred to the Park
and Recreation Commission to report back to
Council.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Hernandez,
Seltzer, Memmesheimer.
Noes: None Absent: Mayor Jonea.
The Clerk announced that three bids had been
received in answer to notice inviting bids
on a truck for use in the Street Department.
Moved by Councilman Seltzer, seconded by-,
Councilman Hernandez the bids be now opened,
examined and publicly declared.

unable to clarify a question relative to property
adjoining this easement on the south.

The minutes of the meeting of the Personnel Board
held April 22, 1952 were read.
Mrs. Lake, Personnel Clerk, advised Council in
writing that the term of Council representative,
Jesse O'Malley, would expire on May 1,5, 1952.
Mr. Jesse O'Malley offered his resignation to-
gether with -"Certain suggestions as to revision
of the Civil.Service Ordinance".
It was agreed by Council to place on the Agenda
for the next regular meeting the following:
1. To set a date to meet with the members of
the Personnel Board for the purpose of
' studying the proposed Rules and Regulations,
approved by the Personnel Board.
2. Mr. O'Malley's resignation and "Suggested
Revisions" to the Civil Service.Ordinance.
3. The Step -raises requested by Heads of De-
partments in Police Department, Street -Depart-
ment and City Clerk's Office.
V. D. Smith, Superintendent of Light and Water
Department requested that Muriel Harkee and
Barbara Johnson, who have completed the six months

Moved by Councilman Jackson, seconded by
Councilman Seltzer the City Attorney be in-
structed to prepare a resolution employing
Muriel Harkee and Barbara Johnson as account
clerks at a salary of $231.00 per month,
effective May 1, 1952.
Carried by the following vote of the Council:

Seltzer, Memmesheimer.
Noes: None Absent: Mayor Jones.
The Park & Recreation Commission recommended
the removal of two sycamore trees in front
of residence at 1002 N. Alameda Avenue and the
removal of two trees in front of -residence at
510 N. Lemon Avenue.
Moved by Councilman Seltzer, seconded by
Councilman Hernandez and duly carried
Council accept the recommendation of the Park
and Recreation Commission and the trees be
removed under the supervision of the Park
Superintendent and Chairman of Public Works,
and the City Clerk be instructed to notify
the Commission of this action.
The Park and Recreation Commission recommended
that Mrs. Potter be granted permission to
plant Chinese elms in the parkway in front
of her home at 963 W. Bayless Street.
' Moved by Councilman Jackson, seconded by
Councilman Seltzer and duly carried Council
approve the recommendation of the Park and
Recreation Commission.
The Park and Recreation Commission offered
the following recommendations pertaining to
the operation of the swimming pool:
Moved by Councilman Jackson, seconded by
Councilman Seltzer the City Attorney be in-
structed to prepare a resolution approving
the above listed items excluding Item #6,
also with instructions to check the admission
tax on Item #8.

The Park and Recreation Commission recommended
that Mrs. Margaret House be granted`permission
to use the pool six to eight consecutive
Saturday mornings during the summer for in-
struction in swimming to Azusa Girl Scouts.
A motion was made and dily carried the City
Attorney be instructed to include in the
above mentioned resolution the opening and
closing hours for the pool and the number
of hours reserved for Girl Scout Training.
' The Azusa City Planning Commission recommended
to Council that.Mrs. J. Smith be granted per-
mission to move a house from the corner of
First Street and Azusa Avenue to 523 N. Dalton
Avenue.
Moved by Councilman Seltzer, seconded by
Councilman Jackson Council approve the
recommendation of the Planning Commission
provided all costs to City are paid by Mrs.
Smith and that Mrs. Smith check with the
Street Department, Light Department and the
Telephone Company for clearance before permit
is issued.

Seltzer, Memmesheimer.

The Planning Commission recommended that Wm.
Seilkop be granted permission to erect two
homes -- 910 sq. ft. in one and 947 sq. ft.
in the other -- on Lots 50 and 51 in Tract 7625.
Moved by Councilman Seltzer, seconded by
Councilman Jackson and duly carried Council
accept the recommendation of the Planning
Commission.
A letter addressed to the City Council signed
by Henry J. Dockweiler relative to the removal
of a transformer bank, owned by the City, from
the property located at 1000 W. Foothill Blvd.,
was read.
Moved by Councilman Seltzer, seconded by
Councilman Jackson and duly carried Council
instruct the City Attorney to write Dockweiler
& Dockweiler advising them the City cannot take
action in this matter in view of probable
litigation.
Moved by Councilman Seltzer, seconded by
Councilman Hernandez and duly carried the
following correspondence be filed and made
available for inspection:
1. U. S. Department of Commerce
(Radio program on tin can collection)
2. The International Association of Bridge, etc.
(Payroll adjustments)
3. Storm drain projects assembled by County
Flood Control District.

A letter from the Pacific Electric Railway
e* Company addressed to Chief of Police A. L.
Kendrick, relative to proposed changes in
bus stopping points along Foothill Blvd.
between Angeleno and Pasadena Avenues, was
read, as follows:
1. Relocate the westbound stop at Angeleno
Avenue to the east side of San Gabriel Avenue.
2. Eliminate westbound stop westerly of Azusa
Avenue.
3. Relocate westbound stop from present PACIFIC ELECTRIC RAILS+'1AY
location westerly of Dai ton Avenue to COLTANY BUS STOPS
the east side of Alameda Avenue.
4. Relocate westbound stop from westerly
side of Pasadena Avenue to the easterly
side of such street intersection.
Moved by Councilman Seltzer, seconded by
Councilman Jackson Council accept the arrange-
ment as set forth above and the City Clerk be
instructed to advise the Pacific Electric
Railway Company and the Department of Public
Works of Council's acceptance.

The matter of collection of delinquent statements
for equipment rental was discussed.
Moved by Councilman Seltzer, seconded by
Councilman Hernandez the City Attorney be
authorized to advise those who are delinuent COLLECTION of DELINQUENT
that if bills are not paid by June 2, 19N STATEMENTS REFERRED TO
the City Attorney will be instructed to file CITY ATTORNEY
action in behalf of the City.
