SUBJECT: DISCUSSION OF PARKING OPTIONS NEAR THE CITY OF AZUSA GOLD LINE
STATION; CONSIDERATION OF THE ADOPTION OF RESOLUTIONS TO
ESTABLISH PARKING RESTRICTIONS ON STREETS AND FACILITIES NEAR
THE DOWNTOWN AZUSA GOLD LINE STATION AUTHORIZING A PERMIT
PARKING PROGRAM TO ALLOW RESIDENTS TO PARK ON TIME-RESTRICTED
STREETS
SUMMARY:
Metro commenced Gold Line operations in the City on March 5, 2016. Almost immediately after Gold
Line operations commenced, both parking structures that serve the two Gold Line Stations within the
City were at maximum capacity. This has resulted in a loss of public parking affecting both residents
and businesses as Gold Line riders are parking on the street and/or public parking lots throughout the
downtown area. The proposed action offers several options for mitigating parking impacts including the
adoption of a resolution to establish parking time restrictions on streets and public parking lots near the
Downtown Azusa Gold Line Station and the establishment of a preferential parking program so that
residents may continue to park on any time-restricted streets.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1) Review and discuss options to be presented by staff; and
2)Adopt a resolution imposing time-restricted parking on certain streets and parking facilities for
Zone 1, bounded by Ninth Street to the north, Foothill Boulevard to the south, Dalton Avenue to
the east and San Gabriel Avenue to the west and authorizing a parking permit program to allow
residents to park on time-restricted streets; and
3)Adopt a resolution imposing time-restricted parking on certain streets and parking facilities for
Zone 2, bounded by Foothill Boulevard to the north, Sixth Street to the south, Dalton Avenue to
the east, and San Gabriel Avenue to the west; and

4) Authorize staff to prepare permit applications and develop a parking permit program (without
fee) for residents.
DISCUSSION:
The opening of the Gold Line has created a significant parking impact to several streets near the two
Gold Line Stations in the City. Prior to the opening of the Gold Line, parking was already limited in
many of these areas. In response to concerns expressed by residents and businesses, Staff has
implemented parking restrictions in the downtown and residential areas surrounding the Azusa
Downtown Gold Line Station. The intent with these restrictions is to protect the interests of downtown
businesses and residents living in the vicinity of the Gold Line Stations.
Given the current parking impacts, Staff developed the following options for the City Council’s
consideration:
Option 1: Approve the attached resolutions establishing parking restrictions on City streets and
public parking lots near the Gold Line Stations.
Pursuant to California Vehicle Code, Section 22507, cities may, by ordinance or resolution, prohibit or
otherwise restrict the stopping, parking, or standing of vehicles on certain streets or highways, or
portions thereof, during all or certain hours of the day. In addition, pursuant to California Vehicle Code,
Section 22519, cities may, by ordinance or resolution, prohibit or otherwise restrict the parking,
stopping, or standing of vehicles on any offstreet parking facility which it owns or operates. Under these
authorities, this option would establish 3-hour parking restrictions in two separate zones as illustrated in
Exhibit A of each respective resolution (attached). Zone 1 is bounded by Ninth Street to the north,
Foothill Boulevard to the south, Dalton Avenue to the east, and San Gabriel Avenue to west. Zone 2 is
bounded by Foothill Boulevard to the north, Sixth Street to the south, Dalton Avenue to the east, and
San Gabriel Avenue to the west.
The 3-hour restrictions will be from 6:00 A.M. to 6:00 P.M. Monday through Friday, except by permit.
Vehicle Code, Section 22507 also authorizes cities to include a designation of certain streets upon which
preferential parking privileges are given to residents and merchants adjacent to the streets for their use
and the use of their guests, under which the residents and merchants may be issued a permit that
exempts them from the prohibition or restriction of the ordinance or resolution. As a result, residents
living in the restricted areas will be offered annual permits that allow them to exceed the time limitations
on residential streets. The permit will not exempt the permit holder from other applicable City
Ordinances or the California Vehicle Code restrictions.
To qualify for an annual permit, residents would simply need to present a current vehicle registration
displaying their Azusa address along with a government-issued photo identification. The annual permits
will be issued at no cost to the resident.
Under this option, an analysis will be conducted to determine whether the parking restriction boundaries
need to be modified or if additional parking measures are warranted based on current and proposed
parking projections from future development around the Gold Line Stations. Any recommendations
from this analysis will be presented to the City Council prior to implementation.

Option 2: Do not establish any parking restrictions around the Gold Line Stations.
This option allows all motorists to park, without restrictions, on all City streets and City-owned parking
facilities.
Option 3: Consider other alternatives as directed by the City Council.
As directed by the City Council, Staff will explore other alternatives that can be implemented. Staff will
prepare a report outlining the possible alternatives for Council consideration at a future meeting.
FISCAL IMPACT:
Option 1: The installation of parking restriction signs will cost approximately $15,000. Funds for these
expenditures are available in the Gas Tax Fund.
Option 2: There is no fiscal impact associated with this option.
Option 3: The fiscal impact will be determined based on proposed alternatives.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, ESTABLISHING PARKING RESTRICTIONS ON CITY
STREETS AND FACILITIES IN THE VICINITY OF THE DOWNTOWN
AZUSA GOLD LINE STATION - ZONE 1, GENERALLY BOUNDED BY
NINTH STREET TO THE NORTH, FOOTHILL BOULEVARD TO THE
SOUTH, DALTON AVENUE TO THE EAST, AND SAN GABRIEL
AVENUE TO THE WEST AND AUTHORIZING A PERMIT PARKING
PROGRAM TO ALLOW RESIDENTS TO PARK ON TIME-
RESTRICTED STREETS.
WHEREAS, the Gold Line light rail system began operation in the City of Azusa
on March 5, 2016; and
WHEREAS, the downtown and neighborhoods surrounding the Downtown
Azusa Gold Line Station are experiencing parking impacts; and
WHEREAS, the City Council, taking into consideration the concerns of residents
and businesses, determined that parking restrictions on streets and City lots, as authorized
by California Vehicle Code Section 22507 and 22519, including the issuance of parking
permits to residents to exempt them from the time restrictions, are necessary to address
the parking impacts.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Azusa does hereby find, determine, and declare as follows:
SECTION 1. The parking restrictions in the vicinity of the Downtown Azusa
Gold Line Station, Zone 1, illustrated in the attached “Exhibit A”, and incorporated
herein as if fully set forth, are hereby adopted, and the City Manager is directed to place
signs at such locations indicating such restrictions.
SECTION 2. The City Manager shall determine criteria for the issuance of
preferential parking permits to residents occupying properties adjacent to those streets on
Exhibit A which are designated for such permits. The City Manager, or designee, is
authorized to issue preferential parking permits to such residents which exempt them
from the designated restrictions.
SECTION 3. This resolution shall become effective immediately upon its
adoption.
SECTION 4. The City Clerk shall certify the adoption of this resolution.
