BUTZLAFF, ICMA-CM, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: APRIL 4, 2016 SUBJECT: ACCEPT A GRANT FROM THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY FOR THE CITY’S TRAFFIC MANAGEMENT SYSTEM PROJECT SUMMARY: The City was awarded a grant from the Los Angeles County Metropolitan Transportation Authority for the City’s Traffic Management System Project. This project proposes to alleviate congestion, improve traffic safety, and reduce travel times, allowing transit vehicles and passenger cars to operate more efficiently with less impact to the environment. This action will accept a grant from the Los Angeles County Metropolitan Transportation Authority and authorize the City Manager to execute the Funding Agreement. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1)Accept a grant from the Los Angeles County Metropolitan Transportation Authority for the Traffic Management System Project; and 2)Authorize the City Manager to execute the Funding Agreement, in a form acceptable to the City Attorney, on behalf of the City. DISCUSSION: In 2011, the City applied for and was awarded a $3,507,490 Proposition C grant through the Los Angeles County Metropolitan Transportation Authority 2011 Call for Projects for the City‘s Traffic Management System. The proposed project will modernize antiquated and/or deteriorated signalized intersections to improve regional traffic flow along major corridors including Foothill Boulevard, Alosta Avenue, Azusa Avenue, APPROVED COUNCIL MEETING 04/04/2016 Accept a Grant from Metro April 4, 2016 Page 2 Irwindale Avenue, San Gabriel Avenue, Citrus Avenue, First Street, and Baseline Road. The project improvements include new radios, traffic controllers, wiring, conduits, fiber optics or wireless connections, 100 mile-per-hour rated traffic signal poles, vehicle heads, pedestrian heads, video detection cameras, and a centralized traffic control and monitoring system. These improvements will promote coordinated traffic operations with neighboring cities and multi-jurisdictional cooperation with the ultimate goal of improving mobility and alleviate congestion by remotely controlling the synchronization and timing of the intersections to maximize traffic flow. A project location map is attached for reference. FISCAL IMPACT: The total estimated project cost is $5,845,817. The City will receive $3,507,490 in Proposition C grant funds, equivalent to 60% of the project cost. The remaining 40%, $2,338,327, will be funded with Measure R Bond proceeds.
