BUTZLAFF, ICMA-CM, CITY MANAGER FROM: MARIE MACIAS, INTERIM ASSISTANT CITY CLERK DATE: MARCH 21, 2016 SUBJECT: SELECTION OF MAYOR PRO-TEM SUMMARY: Resolution No. 2010-C20 adopted March 22, 2010, establishes criteria for the selection of Mayor Pro- Tem. A Mayor Pro-Tem is to be selected on the third Monday in March, and should be the Council Member with the greatest seniority. The Mayor Pro-Tem shall serve from March until March of each succeeding year. This action will approve the selection of a Mayor Pro-Tem for the period of March, 2016 through March, 2017. RECOMMENDATION: Staff recommends that the City Council take the following action: 1) Approve the selection of Council Member Angel Carrillo as Mayor Pro-Tem for a one-year term, expiring March, 2017. DISCUSSION: Resolution No. 2010-C20 adopted March 22, 2010, establishes criteria for the selection of Mayor Pro- Tem. A Mayor Pro-Tem is to be selected on the third Monday in March, and should be the Council Member with the greatest seniority. The Mayor Pro-Tem shall serve from March until March of each succeeding year. If all Council Members have previously served as Mayor Pro-Tem, the Mayor Pro-Tem shall be that Council Member with the greatest seniority. If such Council Member does not accept the nomination for Mayor Pro-Tem, then the next most senior Council Member shall be offered the position of Mayor Pro-Tem. However, if two or more Council Members qualify for the position of Mayor Pro-Tem by virtue of having equal seniority, then that Council Member who received the highest number of votes in the March General City Election shall be the Mayor Pro-Tem. APPROVED COUNCIL MEETING 3/221/2016 Selection of Mayor Pro-Tem March 21, 2016 Page 2 The current Council Members have served in the position of Mayor Pro-Tem as follows: Mayor Pro-Tem Edward Alvarez (in office since 2013): March 2015 through March 2016 Council Member Angel Carrillo (in office since 2005): March 2008 through March 2009 March 2012 through March 2013 Council Member Robert Gonzales (in office since 2007): March 2010 through March 2011 March 2014 through March 2015 Council Member Uriel Macias (in office since 2007): March 2009 through March 2010 March 2013 through March 2014 Council Member Carrillo has the greatest seniority. If he does not accept the nomination for Mayor Pro- Tem, then Council Members Gonzales and Macias qualify for the position of Mayor Pro-Tem by virtue of having equal seniority. Council Member Gonzales was the highest vote getter having received 1,445 total votes in the March 2013 General Municipal Election. Council Member Macias was the highest vote getter in the March 2015 General Municipal Election, with 1,114 votes. FISCAL IMPACT: There is no fiscal impact associated with this action.
