BUTZLAFF, ICMA-CM, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: MARCH 21, 2016 SUBJECT: ACCEPT A MSRC GRANT FROM THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT AND APPROVE THE PURCHASE OF AN ALTERNATIVE FUEL DUMP TRUCK SUMMARY: Staff applied for and received a grant in the amount of $30,000 from the South Coast Air Quality Management District’s (SCAQMD) Clean Transportation Local Government Match Program for the purchase of one heavy-duty natural gas vehicle. This action accepts the grant and approves the purchase of one heavy-duty natural gas vehicle from National Auto Fleet Group under a competitive purchase agreement. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1)Accept a grant from South Coast Air Quality Management District/AB2766/MSRC Local Government Match Program; and 2)Authorize the City Manager to execute the AB2766/MSRC Local Government Match Program Contract; and 3)Waive competitive bidding as authorized under Azusa Municipal Code Section 2.521 (a) and approve the purchase of one heavy-duty natural gas vehicle from National Auto Fleet Group, through the City’s participation in the National Joint Powers Alliance (NJPA); and 4)Authorize the City Manager to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. APPROVED COUNCIL MEETING 3/21/2016 Accept MSRC Grant from SCAQMD March 21, 2016 Page 2 DISCUSSION: Public Works staff routinely performs abatement of illegal dumping and weeds throughout the City. This task could be performed more efficiently with the appropriate equipment. To that end, a dump truck was approved as part of the FY 15/16 Capital Outlay budget. Staff applied for a grant through the SCAQMD’s Clean Transportation Local Government Match Program. The Program awarded up to a $30,000 match, dollar for dollar, towards the purchase of a qualifying heavy-duty alternative fuel vehicle. The City was awarded the full amount of the grant by the SCAQMD Board on September 4, 2015. The City’s purchasing procedures allow for the acquisition of equivalent equipment through a process of competitive bidding by using other municipalities or through collaborative purchasing programs. In this case, National Auto Fleet Group was identified through the City’s participation in the National Joint Powers Alliance (NJPA) as a viable source to purchase an alternative fuel dump truck. NJPA’s cooperative purchasing power leverages more than 50,000 member agencies while also streamlining the required purchasing process. As a municipal national contracting agency, NJPA establishes and provides nationally leveraged and competitively solicited purchasing contracts under the guidance of the Uniform Municipal Contracting Law. Joint Powers laws enable members like the City to legally purchase through NJPA’s awarded contracts. As a result, the City can achieve the benefits of a competitive bid without the additional costs and delays associated with the standard procurement process. FISCAL IMPACT: The purchase price of the heavy-duty natural gas vehicle is $77,404.83. The grant will fund $30,000 of the purchase price with the balance of $47,404.83 funded by AB2766 funds. The purchase was originally budgeted in the Sewer Fund; however, a condition of the grant is that AB2766 funds be used for the match.
