BUTZLAFF, ICMA-CM, CITY MANAGER FROM: JOE JACOBS, DIRECTOR OF RECREATION AND FAMILY SERVICES DATE: FEBRUARY 22, 2016 SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SOLICIT BIDS FOR THE GLADSTONE PARK BACKSTOP AND FENCING PROJECT, CDBG PROJECT # 601661-14 SUMMARY: The proposed Backstop and Fencing Project is located at Gladstone Park which is located at 414 S. Pasadena Ave. This new Backstop and Fencing project is designed to prevent foul balls from traveling beyond the park perimeter into the adjacent residences. The beneficiaries of this backstop and fencing project will be the safety of spectators and residents. This action will authorize Staff to solicit bids from qualified contractors to install a new backstop, fencing and netting up to 42 feet in height along first base and third base sides of this baseball diamond. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1) Approve the project plans and specifications; and 2) Authorize Staff to solicit bids for the Gladstone Park Backstop and Fencing Project. (CDBG Project # 601661-14) (Pending final approval from the City’s Building Official). DISCUSSION: On January 6, 2014, the City held a Public Hearing and approved the Gladstone Park Backstop and Fencing project for the 2014-2015 C.I.P. budget. This is a CDBG funded project in the amount of $193,800. Funding for this project has been rolled over to the 2015-2016 C.I.P. budget. Proposals were solicited for architectural services in July 2015 and (3) proposals were received. David Evans & Associates Inc. was the lowest responsible proposer and was selected for architectural design services. Unfortunately David Evans & Associates Inc. was unable to comply with the City’s insurance and had APPROVED CITY COUNCIL 2/22/2016, Special Meeting Gladstone Park and Fencing Project February 22, 2016 Page 2 to be replaced with the next lowest responsible proposer, Moore Iacofano Goltsman, Inc. (MIG). The substitution in architectural firms delayed the project for 6 to 8 weeks. MIG has completed the preliminary architectural plans and specifications which are attached. Final approval through the City’s Building Division is pending. Once the plans and specifications have been approved by the Building Division, Staff will issue a Request for Bids (RFB) for the project. Per federal requirements the RFB must be circulated for a minimum of 30-days. FISCAL IMPACT: The project is funded under the City’s CDBG Program (Project # D61660) in the amount of $193,800. Funds have been budgeted and approved respectfully in the 2014-2015 fiscal year budget and rolled over to 2015-2016 fiscal year budget. Funds are held in account # 18-80-000-910-7120/D61660-7120.
