The City Council of the City of Azusa
met in regular session at the above
time and place.
Present at roll call: Councilmen: Jackson,
Hernandez, Seltzer, Memmesheimer, Jones,
City Attorney and City Clerk. Absent: None.
Each member present acknowledged receipt
of a written copy of the minutes of the
regular meeting of June 2, 1952. The Mayor
asked if there were any objections or
corrections to said minutes. There being
none, the minutes of June 2, 1952 were
approved as written.
The Clerk announced that three bids had
been received in answer to Notice Inviting
Bids on the collection of refuse.
Moved by Councilman Memmesheimer, seconded
by Councilman Jackson and duly carried
the bids be now opened, examined and pub-
licly declared:

VALLEY DISPOSAL COMPANY
CLYDE H..PAYNE.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer the bid be awarded
the Valley Disposal Company, the lowest
responsible bidder, the City Attorney be
instructed to draw a contract .for a two
year term, providing for the usual bonds
and insurance, also the Mayor be authorized
to sign the contract on behalf of the City.

The Clerk announced that three bids had'
been received in answer to Notice Inviting
Bids on a police car and three bids in answer
to Notice Inviting Bids on a panel truck.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer and duly carried the
bids be now opened, examined and publicly
declared:

The matter of the dust created by trucks
moving over a street west.of Vernon Avenue
was again brought before Council.

the Mayor appoint a committee to investigate

and report back to Council.
Mayor Jones appointed Councilman Hernandez,
City Engineer Brooks, Street Superintendent
Wolfe and the City Attorney to investigate
the condition of this road and report back.
The matter of the City's liability to Mr.
Wilkins concerning ambulance calls request-
ed by the Police Department was discussed.
Moved by Councilman Jackson, seconded by
Councilman Seltzer this matter be referred
to the Police Commissioner and Police Chief
to investigate and report back to Council
with specific recommendations.
Carried by the following vote of the Council:

Seltzer, Memmesheimer, Jones.
Noes: None Absent: None
Mayor Jones announced that the term of one
member of the Library Board would expire
as of June 30,_1952 and appointed Edward
Snyder.to fill this office, the term ending
June 30, 1955•
Councilman Jackson nominated Alec Watkins
to continue.in this office.
Councilman Memmesheimer expressed a wish
that Mr. Watkins be re -appointed.
There being no further nominations the
Mayor declared nominations closed and called
for a vote on Mr. Ed Snyder.

Noes: Councilmen: Jackson, Memmesheirm r.
Absent: None.
Mayor Jones called upon Councilman Seltzer
for a recommendation on the two offices ex-
piring on June 30th in the Park sad Recreation
Commission.
Councilman Seltzer recommended that the Park
and Recreation Commission officers remain
as they now are until such time as the Park
and Recreation Commission can meet with the
City Council to work out plans now being
formulated.
Councilman Jackson stated that he felt that
every member of the Commission should be a
resident of the city and a registered voter
and he would vote against Mr. D. T. Dawe
for that reason.
Mayor Jones re -appointed Mrs. Laura Jones
' to serve on the Park and Recreation Commission,
the term of office to expire as of June 30, 1954.
Moved and carried the Council approve the
re -appointment of Mrs. Laura.Jones.

Councilman Seltzer reported on the purchase
of the theatre equipment, the prices agreed

Councilman Hernandez reported on the collection
of rubbish, stating that in some instances the
residents are not cooperating with Mr. Avedesian.
He requested that the City have printed a Notice
explaining to the residents why their rubbish
cannot be picked up. REPORT ON RUBBISH

Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer the City have printed
' a Notice similar to the sample presented to
Council, and the number of notices be determined
by the Public Works Committee.

City Engineer Brooks reported that the water
and sewer lines have been installed on Palm
Lane, that the grades are poor and there are
no curbs and gutters.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer the City Engineer
check further and report back to Council,
giving the minimum conditions on which the
City could accept this street.

The request of the San Gabriel Valley Kennel
' Club to include in their license a booth
where kennel supplies are sold, was read.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer and duly carried
the Clerk be instructed to advise the Kennel
Club this concession will be required to
pay $10.00 per day.
City Attorney Snidow reported that he contact-
ed the Consolidated Rock Products Company
relative to the use of Todd Avenue and they
agreed to call back giving him the facts con -

City Engineer Brooks reported on engineering
bill rendered Mr. Grant Robinson for Tract
No. 16298. Councilman Jackson reprn ted that TRACT N0. 16298
a meeting with Mr. Smith and Mr. Robinson
had been delayed due to illness.
Mayor Jones announced that this is the time
and place for the Public Hearing required by
law for the vacation of that certain alley

The matter of water rates for the American
Cyanamid Corporation was discussed.with
Superintendent Smith and he was advised to
hold the billing until the next regular
meeting of Council.
Moved by Councilman Jackson, seconded by
Councilman Seltzer End duly carried the
City Clerk be instructed to advertise for
bids on the sale of used office equipment,
junk copper and scrap metal bids to be
operii July 7, 1952.
The matter of supplying energy to the Steel
Fabricating Plant located west of Irwindale
Avenue was presented.

' Councilman Hernandez the Mayor be authorized
and instructed to sign a letter addressed to
the Southern California Edison Company
authorizing them to serve the Steel Company
with energy.

Superintendent V. D. Smith reported that he
would give Council -the result of survey on
the construction of a water line to serve
the Paramount Heights tract.
Councilman Seltzer reported that Mrs. Evelyne
Lake would issue business licenses during the
months of July and August.
The monthly report of the Library Board was
presented and ordered placed on file.
The Southern Counties Gas Company requested
the replacement of a curb meter destroyed
by city equipment.
Moved by Councilman Seltzer, seconded by
Councilman Hernandez this matter be referred
to the City Attorney to report back.
Superintendent Smith reported that Pump No.
3 would have to.be re -built or replaced.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer the City Clerk be
instructed to advertise for bids on a new
pump for No. 3 well; bids to be opened July
7, 1952.
