BUTZLAFF, ICMA-CM, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: FEBRUARY 1, 2016 SUBJECT: REJECT BID TO CLEAN ABOVE THE CEILING TILES AT CITY HALL WEST WING AND AUTHORIZE STAFF TO SOLICIT NEW BIDS SUMMARY: Air quality testing and visual inspection results of City Hall West Wing recommend thorough cleaning above the drop ceilings throughout the entire West Wing. Staff solicited bids for this work in November 2015 and received only one bid, which exceeds the construction cost estimate. The proposed action will reject the bid and authorize Staff to solicit new bids to clean above the ceiling tiles at City Hall West Wing. RECOMMENDATIONS: Staff recommends that the City Council take the following action: 1)Reject the bid to clean above the ceiling tiles at City Hall West Wing; and 2) Authorize Staff to solicit new bids to clean above the ceiling tiles at City Hall West Wing. DISCUSSION: On September 8, 2015, Aurora Industrial Hygiene, Inc. performed air quality testing and visual inspection of the interstitial spaces above the drop ceiling system in the West Wing of City Hall. Aurora Industrial Hygiene, Inc. recommends cleaning the spaces above the drop ceilings throughout the entire West Wing. The recommended work includes removal, disposal, and replacement of the fiberglass insulation. In addition, comprehensive cleaning of all horizontal surfaces above the drop ceiling is required. This work will be performed during off hours when the building is unoccupied. On November 2, 2015, the City Council authorized Staff to solicit bids to clean above the ceiling tiles at City Hall West Wing. The project was advertised in the San Gabriel Valley Tribune, construction trade publications, and the City’s website. Despite these efforts, only one bid was received and the bid price exceeded the construction cost estimate. Since only one bid was submitted and Staff cannot determine APPROVED COUNCIL MEETING 02/01/2016 Cleaning of West Wing Ceiling Tiles February 1, 2016 Page 2 the reasonableness of the bid price, Staff recommends rejecting the bid and authorizing Staff to solicit new bids.
