BUTZLAFF, ICMA-CM, CITY MANAGER FROM: DANIEL BOBADILLA, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER DATE: JANUARY 5, 2016 SUBJECT: CONSIDERATION TO AWARD A CONTRACT FOR ZACATECAS PARK PARKING LOT PROJECT NO. 66116C SUMMARY: On September 8, 2015, the City Council approved the plans and specifications for the Zacatecas Park Parking Lot Project No. 66116C and authorized Staff to solicit bids. This project will convert a portion of the Department of Public Works’ material/waste yard into a parking lot, yielding 42 much needed parking spaces for Zacatecas Park. The proposed action will award a contract to CEM Construction as the lowest and responsible bidder. RECOMMENDATIONS: Staff recommends that the City Council take the following actions: 1)Award a contract to CEM Construction for the Zacatecas Park Parking Lot Project No. 66116C; and 2)Authorize the City Manager to execute a contract, in a form acceptable to the City Attorney, on behalf of the City. DISCUSSION: Zacatecas Park currently does not have sufficient parking spaces to accommodate the high volume of guests, specifically when Little League is in season or when special events are held at the park. As a result of the limited parking, vehicles generally spill over into the local residential neighborhoods, prompting complaints from residents about trash, noise, and limited parking for their own guests. In an effort to resolve the parking problem, the proposed project will convert a portion of the Public Works’ material/waste yard, located adjacent to Zacatecas Park, into a parking lot. The proposed project will yield a total of 42 parking spaces and illuminate the parking lot with six solar-powered LED lights. APPROVED COUNCIL MEETING 1/5/2016 Zacatecas Park Parking Lot Project January 5, 2016 Page 2 Once the project is complete, additional signage will be posted along streets adjacent to and near the park, directing park users to the new parking lot. In addition, Staff will install one hour limited parking signs along the north side of Parkside Street. This should reduce the number of vehicles parking in front of residential areas, which has been a source of concerns for a number of residents in the area. Mira Loma, CA $111,000.00 9 ABNY General Engineering Glendora, CA $125,528.00 The lowest, responsive bid was submitted by CEM Construction .CEM Construction is a general engineering construction company which has been in business for over five years, and has recently completed projects of similar scope in the cities of West Covina, Bell, and La Cañada Flintridge. ENVIRONMENTAL CLEARANCE This action is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Sections 15301 (Existing Structures) and 15302 (Replacement or Reconstruction) of the State of California CEQA Guidelines. Staff is directed to file a Notice of Exemption with the Los Angeles County Clerk’s Office upon project approval. FISCAL IMPACT: The contract award amount is $76,197.00, which includes 10% for potential change orders. A portion of the solar-powered light component in the amount of $24,000.00 will be funded by Azusa Light and Water Public Benefit Funds, Account #24-40-739-082-6625/MMuniB-6625. The remaining $52,197.00 will be funded by the Public Works Endowment Fund, Account #03800006617120. This project was originally funded by Measure R, but the scope of work did not qualify for Measure R funds. As a result, a budget amendment will be processed to defund the Measure R funds and allocate the appropriate Azusa Light and Water Public Benefit and Public Works Endowment Funds.
