SUBJECT: APPROVE AMENDMENT TO LETTER AGREEMENT WITH MUNITEMPS FOR INTERIM
ASSISTANT CITY CLERK SERVICES
SUMMARY:
MuniTemps has been providing interim Assistant City Clerk services to the City since October 2015 under a
Letter Agreement signed by the City Manager. The City continues to need interim staffing services, but has
reached the limit of the City Manager’s contract authority. This action approves an amendment to the Letter
Agreement with MuniTemps increasing the total compensation of the agreement by an additional $25,000 for a
not-to-exceed amount of $50,000 for Interim Assistant City Clerk services.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1)Approve an amendment to the Letter Agreement with MuniTemps for Interim Assistant City Clerk
services increasing the total compensation to $50,000.
2)Authorize the City Manager to execute the amendment, in a form acceptable to the City Attorney, on
behalf of the City.
DISCUSSION:
MuniTemps is a staffing firm that specializes in providing temporary staffing to local government agencies.
MuniTemps provides temporary staffing services to more cities than any other staffing firm in the State of
California. Their client list includes a variety of cities and counties throughout the state.
The firm has been providing interim Assistant City Clerk services to the City since October 2015 due to the
unfortunate passing of the full-time Assistant City Clerk. During this time, Marie Macias has been serving as the
Interim Assistant City Clerk providing much needed oversight of the City Clerk’s Office to ensure compliance
with the Municipal Code and state law. In addition, Mrs. Macias has assisted with several significant matters
including:
•City Council Agenda Review and Preparation
•Records Management
•AB 1234 Ethics Training

•Semi-annual Campaign Statement Notifications
•Public Noticing Requirements
City Staff is in the process of preparing a reorganization plan for the City Clerk’s Office. Until this plan is
complete and approved by the City Council there is a continued need for interim staffing services.
FISCAL IMPACT:
There is sufficient funding available through salary savings due to the vacant full-time Assistant City Clerk
position.

AMENDMENT TO LETTER AGREEMENT
FOR INTERIM ASSISTANT CITY CLERK SERVICES
This Amendment to the Letter Agreement with MuniTemps is made and entered into this
6th day of January, 2015, by and between the CITY OF AZUSA, a municipal corporation
("City") and MuniTemps ("Consultant") and amends that certain "Letter Agreement with
MuniTemps " (the "Agreement") dated October 1, 2015 between the same parties.
R E C I T A L S
A. On or about October 1, 2015, City and Consultant entered into a “Letter Agreement”
pursuant to which Consultant agreed to provide city clerk services (“Project”).
B. City requires additional services that are outside the Consultant’s established
compensation.
C. City and Consultant desire to amend the Agreement to modify the compensation.
A G R E E M E N T
The Agreement is hereby amended as follows:
1. The compensation of this Agreement shall not exceed $50,000 (FIFTY
THOUSAND DOLLARS). The Consultant shall complete the Services within the
term of this Agreement, and shall meet any other established schedules and
deadlines.
2. Except as expressly provided herein, all other terms and conditions of the
Agreement shall remain in full force and effect.
IN WITNESS WHEREOF, the parties hereto executed this Amendment to be effective as
of the date first written above.
