Present at roll call: Councilmen: Hernandez, Memmesheimer, Jones,_City Attorney, City Engineer and Deputy City Clerk. Absent: ROLL CALL Councilmen: Jackson, Seltzer and City Clerk. Each member present acknowledged receipt of a written copy of the minutes of the regular meeting of July 7, 1952. The Mayor asked if there were any objections or corrections to ' said minutes. Councilman Hernandez requested that the following be added to the minutes MINUTES AMENDED of July 7, 1952: QRelative to approval of tentative map of Subdivision #18318, his reason for voting ono' was that he did not approve of the dead end street, although he agreed with all prior plans of the subdivision." The minutes of July 79 1952 were approved with the above addition. An application from Placido Chaidez for special license to conduct a_billiard parlor at 726 N. Azusa Avenue was read. A petition contain- POOL HALL LICENSE ing_signatures of 40 business people -was filed DENIED protesting said pool hall. After discussion with Mr. Chaidez, it was moved by Councilman Memmesheimer, seconded by Mayor Jones the application for special license to operate a billiard parlor at 726 N. Azusa Avenue be denied on the grounds of the petition filed in protest of same. Carried by the following vote of tbs Council: Ayes: Councilmen: Hernandez, Memmesheimer, Jones. Noes: Now Absent: Councilmen: Jackson, Seltzer. City Engineer Brooks presented a partial report on the 1911 Street Improvement Act (Assessment District No. .1951-4), stating that the lowest ET IM - Company. bidder was Harvey Construction 1911 1911 STREET MENT ACT Company. 1951-4 After discussion, it was moved by Councilman Memmesheimer, seconded by Councilman Hernandez the report on Assessment District No..1951-4 be held over until an adjourned meeting of Council to be held July 28, 1952 at 7:30 P.M. A communication from the Planning Commission was read recommending that all the houses in the proposed Tract No. 1831'8 (Hadley -Cherry) HOUSE SIZE FOR contain 960 sq. ft. TRACT #18318 Moved by Councilman Hernandez, seconded by Councilman Memmesheimer the recommendation of the Planning Commission be accepted. ' The final map of Subdivision #18318 was pre- sented and discussed with the -City Engineer. Two bonds in the amount of $258,000 (for in- stallation of water mains house services BONDS FILED and meters in tract) and V6,100 (for grading, TRACT #18318 paving of streets, installation of curbs and gutters in tract) were filed with the City Clerk. Moved by Councilman Memmesheimer, seconded by Councilman Hernandez the final map of Tract #18318 (Hadley -Cherry) be accepted subject to the approval and -signature of City Engineer Brooks, and the Mayor, the City Clerk and the City Treasurer be instruct- ed to sign the final map.upon such approval. Noes: None Absent: Councilmen: Jackson, Seltzer The Mayor announced that this is the time and place set for a hearing on the revocation of a cit business license to Pedro Avila ' Camps, 247 Dalton Avenue, Azusa. Maurice A..Gleason, Attorney for Mr. Campa, addressed Council requesting that action on the revocation of said license be held over until a decision is received from the Board of Equalization relative to revoking his liquor license -- or that Mr. Camps be allowed to make arrangements for leasing his business to some other party. Mr. Campa's attorney called the following witnesses -to testify as to the manner in which this business is conducted: Mrs. DeLaCruz, Maria Carmona and Mrs. Estrada (all -neighbors); Jesus Sanchez, Pedro Moreno, Jesse Rongo, Mr._ Virgan.an d Henry Pedroza (all.patrons). (Resume of evidence presented by said witnesses is on file in the office of the City Clerk) After further discussion,'Mr. Gleason again requested that Council's decision on the revocation of Mr. Camps's city license be ' held until the Board of -Equalization makes a ruling on his -liquor license. Moved by Councilman Hernandez, seconded by Councilman Memmesheimer Council withhold any action on the Camps matter until the regular meeting of the Azusa City Council to be held August 18, 1952. ' City Engineer Brooks reported on the study of awarding of -bids on a deep well turbine pump and recommended that Council hold action on awarding the bids until after the return PUMP BIDS of Superintendent V. D. Smith for a report by him. Moved by Councilman Memmesheimer, seconded by Councilman Hernandez the recommendation of the City Engineer be accepted. LEILA BECKER and duly carried said resignation be accepted RESIGNATION and the City Attorney be instructed to prepare a resolution accepting same and appointing a replacement. The matter of the possible dedication of Palm Drive was reported upon by the City PALM DRIVE Engineer and held over until the next regular meeting of Council for further study. Council discussed with the City Attorney the advisability of adoption of forms for use FORMS FOR USE CF of the Planning Commission in processing PLANNING variances and special permits. No final COMMISSION action was taken. The possible annexation of areas adjacent to the city limits of the City of Azusa was discussed and held over for further study. Chief of Police Kendrick advised Council of the retirement of Sgt. Carl Kimbrell from the employ of the City and -requested RETIREMENT OF that the Council consider the adoption of CARL KIMBRELL a resolution of appreciation and commendation for Sgt. Kimbrell. Moved by Councilman Memmesheimer, seconded by Mayor Jones and duly carried the City Attorney be instructed to prepare said resolution of commendation. ' Chief Kendrick and Police Commissioner Memmesheimer recommended the purchase of a mobile power unit to provide power for PURCHASE OF emergencies. The matter was discussed and MOBILE POWER held over for further study with advertising UNIT for bids to be authorized at a later date. Also recommended was the purchase of walkie- talkie units for use of the Police Department. PURCHASE OF WALKIE-TALKIES Moved by Councilman Memmesheimer, seconded by Mayor Jones the immediate purchase of the walkie-talkie units be authorized. Upon recommendation of Councilman Memmesheimer, it was moved and carried.unanimously that the base telephone bills for Fire Chief Madison MADISON PHONE BIL: be approved retroactive to the date of appoint- ment as Fire Chief. An itemized statement was submitted for payment in the usual manner. ' Council was notified that the check in the amount of $280.00 issued to the Park and Recreation -Commission for use in the baseball program had been held pending authorization for an endorsement. Moved by Councilman Memmesheimer, seconded by Mayor Jones that Mrs. Laura D. Jones be MRS. JONES authorized to endorse said check. .
