HomeMy WebLinkAboutMinutes - July 28, 1952 - CC (2)w.. •"s CITY HALL, AZUSA, CALIFORNIA, MONDAY, JULY 28, 1952 The City Council of the City of Azusa met in regular adjourned session at the above time and place. Present at roll call: Councilmen: Jackson, Hernandez, Memmesheimer, Jones, City Engineer Brooks, City Attorney Snidow and Deputy City Clerk.. Absent: Councilman Seltzer and City Clerk. Mayor Jones announced that Council would now proceed with the consideration of bids ' on 1911 Street Improvement Assessment District No, 1951 -4 - City Engineer Brooks reported on said bids and discussed with Council the possibility of a portion of the assessment district be- ing improved as Major Streets, explaining the eCfect such an occurance would have on the 1911 Act Street Improvement proceedings.. City Engineer Brooks advised Council of the cost to date of engineering, advertising, legal and clerical work incurred in Assess- ment District No. 1951-4 and were advised that only a small portion of the costs could be salvaged in the event the proceedings were dropped at this point. The advisability of increasing the street width to 40 feet was also discussed. Mr. F. R. Barnes, representing Aerojet Engineer- ing Corporation, notified Council of that company's desire to cooperate in any possible ' way in controlling any traffic problems created by the close proximity of the Aerojet plant to the streets in question. Mr. Barnes was requested to discuss the street improvement problem with his company and advise Council of any suggestions they might have to offer. After further discussion, it was moved by Councilman Memmesheimer, seconded by Council- man Jackson the contract for the improvement of certain streets covered under Assessment District No. 1951-4 (Bayless, Fourth, Holly - vale and Coney Streets) be awarded to the lowest responsible bidder, Harvey Construction Company. This motion failed to carry by the following vote of the Council: Ayes: Councilmen: Jackson, Memmesheimer. Noes,: Councilmen: Hernandez, Jones. Absent: Councilman Seltzer. Moved by Councilman Hernandez, seconded by Mayor Jones the bids on work covered under , Assessment District No. 1951-4 be referred back to the -City Engineer for further study and report. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. KENDRICK, CHIEF OF,POLICE, TO.ATTEND_HEARING BEFORE THE STATE BOARD OF EQUALIZATION RE- GARDING THE REVOCATION OF LICENSE OF PEDRO AVILA CAMPA. Moved by Councilman Jackson, seconded by Councilman Hernandez this resolution be adopted as read and numbered Resolution No. 2663. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. Council was advised of a recommendation of the Park and Recreation Commission that permission be granted to Mr. Garcia for the removal of certain trees from the parkway at 523 E. Third Street. Moved by Councilman Jackson, seconded by Councilman Hernandez.the recommendation of the Park and Recreation Commission be accept- ed and the Street Superintendent instructed to remove said trees. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. Council discussed with City Engineer Brooks the approval of the final map of Tract #18318 (Hadley -Cherry) as authorized at the meeting of July 212 1952 and Council instructed that the signatures be affixed to said map as authorized. ' City Engineer Brooks presented plans, specifications, map of assessment district and generally explained the work and assess- ment district for the 1911 Act Proceedings, Azusa Avenue Street Lighting, Assessment District No. 1951 -5. - Councilman Memmesheimer offered a resolution entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, ORDERING FILING OF, PLANS AND SPECIFICATIONS.AND DISTRICT MAP 7:30 P.M. 357.. Councilman Memmesheimer offered a resolution entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, DECLARING ITS INTENTION TO ORDER CERTAIN GRADING AND THE CONSTRUCTION OF A CERTAIN STREET LIGHTING SYSTEM ON AZUSA AVENUE AND OTHER STREETS IN THE CITY OF ANSA, CALIFORNIA; DECLARING THE WORK TO BE DONE TO BE OF MORE THAN -LOCAL OR ORDINARY PUBLIC BENEFIT; DESCRIBING THE. DISTRICT TO BE BENEFITED BY SAID WORK AND TO BE ASSESSED TO PAY THE COST. Guardado, patrolman, and Charles E, Thomas, special officer, as contained in letters of appointment signed by Chief of Police Kendrick which were introduced at the meeting of July 210 1952 and requested held over for further study. After discussion of the appointment of Raymond L. Guardado, it was moved by Council- man Hernandez, seconded by Mayor Jones the recommendation of the Chief of Police be not accepted as it conflicts with the City Ordinance. This motion failed to carry by the following vote of the Council: Ayes: Councilmen: Hernandez, Jones. Noes: Councilmen: Memmesheimer, Jackson. Absent: Councilman Seltzer. Relative to the appointment of Charles E. Thomas, it was moved by Councilman Jackson, seconded by Councilman Memmesheimer.the City Attorney be instructed to prepare a resolution employing Thomas. This motion failed to carry by the following vote of the Council: Ayes: Councilmen: Jackson, Memmesheimer. Noes: Councilmen: Hernandez, Jones. Absent: Councilman Seltzer. 7:30 P -M-35:7. Moved by Councilman Jackson, seconded by Councilman Memmesheimer the City Attorm y be instructed to prepare a resolution as out- lined above. A yearly report of the activities of the Azusa Public Library was presented and ordered held for the budget meeting. Moved by Councilman Jackson, seconded by Mayor Jones and duly.carried a request by GRADE STAKES John Cyrilik for grade stakes at 547 E. 10th APPROVED Street be referred to City Engineer Brooks. A communication from Fairchild Aerial Surveys, Inc., was read relative to their estimate of the cost of an aerial survey for the City. ' Moved by Councilman Jackson, seconded by Mayor Jones and duly carried the matter of an aerial survey be referred to the Planning AERIAL SURVEY Commission.
