Present at Roll Call: Councilmen: Jackson, Hernandez, Memmesheimer, Jones, City Attorney and City Clerk. Absent: Councilman Seltzer ROLL CALL and City Engineer Brooks. City Engineer -Brooks entered the meeting aid took his seat near the Council table. City Engineer Brooks reported on the bids Each member present acknowledged receipt for the improvement of certain streets in REPORTED ON BIAS of a written copy of the minutes of the FOR STREET Moved by Councilman Memmesheimer, seconded regular meeting of July 21, 1952 and the by Councilman Hernandez the bids be reject- regular adjourned meeting of July 28, 1952. City Engineer Brooks reported on the bids CITY ENGINEER for the improvement of certain streets in REPORTED ON BIAS Assessment District No. 1951-4. FOR STREET Moved by Councilman Memmesheimer, seconded IMPROVEMENT by Councilman Hernandez the bids be reject- ed and the City Clerk instructed to return all checks and bonds submitted with the bids. Carried by the following vote of the Council: Ayes: Councilmen: Hernandez, Memmesheimer, Jones. Noes: Councilman: Jackson. Absent: Councilman: Seltzer. ' Moved by Councilman Memmesheimer, seconded by Councilman Hernandez and duly carried the street situation (Bayless, Fourth and Hollyvale Streets) be studied for some type of improvement or another exit be achieved controlling traffic from the Aerojet Plant. Moved by Councilman Jackson, seconded by Councilman Memmesheimer Council reject all bids on pumps and the City Clerk be instructed to return checks and bonds submitted with the bids. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Memmesheimer, Jones. Noes: Councilmen: Hernandez. Absent: Councilman: Seltzer. No action taken on the bids submitted on copper wire and used office equipment. Mrs. George W. Fuhr and Mrs. Anne L. Smith were present and submitted written requests that Mr. Charles Thomas be employed as humane officer. Councilmen Jackson and Memmesheimer stated that they were in favor of employing Mr. Thomas; Councilman Hernandez was not in favor and Mayor Jones stated that the matter had been tabled. The Park and Recreation Commission recommended that Mr. Leo Luevanos' request to remove a tree be granted. Moved by Councilman Hernandez, seconded by Councilman Memmesheimer Council accept the recommendation of the Park and Recreation Commission. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Memmesheimer, Jones. Noes: None ,Absent: Councilman: Seltzer. A requestfor improvements in the Scout Hall was offered. Moved by,Councilman Jackson, seconded by Councilman Memmesheimer this matter be re- ferred to the Park and Recreation Commission for recommendation. BIDS REJECTED REQUEST FOR THE EMPLOY- MENT OF CHARLES THOMAS REMOVAL OF TREE IMPROVEMENT OF SCOUT HALL REFERRED 1b PARK AND RECREATION COM. Excerpts from the minutes of the Personnel Board were read relative to the step raises for employees in the Light and Water Depart- ment and the $15.00 cost of living raise for STEP RAISES AND COST OF all employees•. LIVING RAISE TABLED Moved by Councilman Memmesheimer, seconded by Councilman Jackson and duly carried this matter be.held over until after the final meeting on the budget. Chief Kendrick addressed Council and request- ed that he be given permission to withdraw his letter advising Council of the employ- ment of Raymond L. Guardado, stating that he wished to require the Personnel Board to furnish him with a list of three names of men certified for the position and who are willing to serve. Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF LOS ANGEIES, STATE ' OF CALIFORNIA, INCREASING.THE SALARY OF PAUL E. SHEEHAN, PATROLMAN IN THE POLICE DEPARTMENT, TO STEP #2, $258.00 PER MONTH, EFFECTIVE AUGUST 1, 1952. Moved by Councilman Jackson, seconded by Mayor Jones this resolution be adopted as read and numbered Resolution No. 2666. Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,_COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, EMPLOYING MARGARITE BRATTON AS PART TIME SECRETARY TO CIVIL DEFENSE.IN PLACE AND STEAD OF LEILA BECKER,.AND FIXING HER COMPENSATION AT -$1.25 PER HOUR.. . Noes: None Absent: Councilmai: Seltzer. The Planning Commission recommended that the request of Lucky Homes, Inc., to erect a dwelling containing 899 sq, ft. be granted. Jackson, seconded b y this resolution be numbered Resolution Moved by Councilman Jackson, seconded by Councilman Memmesheimer Council accept the recommendation of the Planning Commission and the Lucky Homes, Inc., be granted per- mission to erect a dwelling at 219 S. GRANTED The Planning Commission recommended that Council disapprove the tentative map of Subdivision No. 18504 submitted to the Planning Commission by the Regional Planning TENTATIVE MAP OF Commission. ' It was unanimously agreed that Councilman Jackson, the Chairman of the Planning Commission and the City Engineer attend the next meeting MEETING OF REGIONAL of the Regional Planning Commission. PLANNING COMMISSION Robert Romero addressed Council requesting the use of the City bleachers. The matter of a Special Census was discussed and referred to the City Attorney to report back. A letter from the United Savings and Loan relative to a drainage easem3nt was r ead. Moved by Councilman Hernandez, seconded by Councilman Jackson this matter be referred to the Cit y.Engineer to check and report back before the City Attorney can draw the resolution requested. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Memmesheimer, Jones. Noes: None Absent: Councilman Seltzer. ' A letter from Elmer F. Barnes of the First Frontier requesting the withdrawal of -his application to hold dances at the First Frontier, was read and ordered placed on file. Mrs. Earl Wouleryts request to hold a hot dog sale at one of- the games at the ball park was read. Moved by Councilman Memmesheimer, seconded by Councilman Hernandez and duly carried this SPECIAL CENSUS DRAINAGE EASEMENT REQUEST TO HOLD PUBLIC DANCES REQUEST TO SELL HOT DOGS AT GAPES Moved by Councilman Memmesheimer, seconded by Councilman Hernandez permission be granted provided that an insurance policy be written providing protection in case of an accident REQUEST TO USE in the amount of 50 to 100 thousand public CITY BLEACHERS liability and 10 thousand property damage, also the erection of the bleachers be subject to inspection by the building inspector. Mr. Romoro requested permission to stage athletic events in the City. Mr. Alfred Naccarata made application for a business license to operate the Richfield Service Station located at 151 W. Foothill Blvd. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and duly carried said business license be issued to Mr. Naccarata. The City Engineer reported on the improvement of certain streets with relation to the subdivision Tract No. 18318 (Cherry Associates and Hadley Associates). Moved by Councilman Hernandez, seconded by Councilman Jackson and duly carried this matter be held over until after the final meeting on the budget. A letter and copy of a resolution acb pted by the City of Inglewood relative to the sales tax was read. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and duly carrie d the City Attorney be instructed to draw a resolution opposing the sales tax as pro- posed by the County Board of Supervisors, with instructions that copies be mailed to the State Senator, Congressman and Governor.
