HomeMy WebLinkAboutD-5. LivingWise Program 17-18D-5 AZU^A L CHI t WATEI CONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: GEORGE F. MORROW, DIRECTOR OF UTILITIES DATE: OCTOBER 23, 2017 SUBJECT: APPROVE PURCHASE OF LIVINGWISE® CONSERVATION EDUCATION PROGRAM FROM RESOURCE ACTION PROGRAMS, LLC SUMMARY: For over a decade, the Azusa Light & Water (ALW) Public Benefit Program has funded an annual LivingWise® student interactive conservation program for the fifth grade students throughout the City of Azusa. The proposed action allows continuation of the turnkey interactive LivingWise® Conservation Education Program to 5'^ graders at all public and private schools in Azusa for the 2017-18 school year. RECOMMENDATION: Staff recommends the Utility Board approve the following actions: 1) Approve the purchase of a the annual turnkey interactive LivingWise® Conservation Education Program from Resource Action Programs, LLC for Azusa fifth grade students at a cost not to exceed $30,000 through a Southern California Public Power Authority (SCPPA) joint purchase agreement pursuant to AMC Sections 2-520(b) "sole source" and 2-521 (a) "cooperative and piggyback purchases"; and 2) Authorize the Director of Utilities to execute the associated SCPPA Task Order in a form acceptable to the City Attorney. DISCUSSION: For over a decade, the ALW Public Benefit Program has funded the annual LivingWise® interactive conservation program for the fifth grade students throughout the City of Azusa. The overall goals of the program are to generate immediate savings to residents in the form of lower utility service costs while building resource awareness and environmental responsibility among students and their families. Using a unique teaching plan developed by LivingWise®, students are taught about natural resources in their daily lives, reinforced by real-life activities.UB-22 APPROVED UTILITY BOARD 10/23/2017 Annual LivingWise® Program Funding October 23, 2017 Page 2 Each student receives a Resource Action Kit containing an LED LimeLite NiteLite that uses 3/100th of a watt, an air filter alann, a low flow showerhead, a faucet aerator and an LED energy efficient light bulb. Students install these items at home with parental involvement. Students are also provided with a household report card and home checkup. The 2016-2017 program resulted in the following estimated lifetime resource reductions (see attached full report for details): 851,007 kWh of electricity saved 104,312 therms of natural gas saved 21,157,136 gallons of water saved Each year pre and post surveys are conducted to measure the learning impact and the knowledge gained through the program. The LivingWise® program continues to be readily accepted by both teachers and parents with near perfect satisfaction survey scores (see Appendices D & F of the attached report). A lower per unit cost has been negotiated for this program based on the SCPPA joint purchasing agreement (JPA) ~ this makes the program cost significantly more cost effective than if it was contracted directly with the vendor. The ability to take advantage of the quantity discount purchase through the SCPPA JPA is made possible for by AMC Section 2-520(b) "Sole Source Purchase" and AMC Section 2-520(b) "Cooperative and Piggyback Purchasing" since SCPPA has conducted an acceptable competitive bidding process on behalf of the SCPPA members. FISCAL IMPACT: The $30,000 cost for the program has been budgeted under Public Benefit Fund account number 24-40-739-082-6625/RLvWis-6625. Prepared by: Reviewed and Approved: Paul Reid George F.
