A. PUBLIC PARTICIPATION
1. (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum
time, subject to compliance with applicable meeting rules. Questions to the speaker or responses
to the speaker’s questions or comments shall be handled after the speaker has completed his/her
comments. Public Participation will be limited to sixty (60) minutes time.)

The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or
Councilmembers wish to address any item on the Consent Calendar individually, it will be considered
under SPECIAL CALL ITEMS.
1. Minutes. Recommendation: Approve minutes of meeting on June 26 as written.
2. Acceptance of Grant of Easement from 219 LP. Recommendations: 1) Adopt Resolution No.
UB-09-2017 accepting the Grant of Easement for the property at 219 South Azusa Avenue; and 2)
Authorize the City Clerk to file the easement in the Office of the Los Angeles County Recorder.

3. Acceptance of Grant of Easement from Hotel One LP. Recommendations: 1) Adopt Resolution
No. UB-10-2017 accepting the Grant of Easement for the property at 229 South Azusa Avenue; and
2) Authorize the City Clerk to file the easement in the Office of the Los Angeles County Recorder.

RECORDING THEREOF
4. Approval of Agreement with State of California for Low Income Home Energy Assistance
Program. Recommendations: 1) Adopt Resolution No. UB-11-2017 authorizing the Director of
Utilities, or designee, to execute the Direct Payment – Letter of Instruction, Agreement No.
17Y-1403, and any subsequent and similar Agreements, with the State of California to continue
to receive residential Low Income Home Energy Assistance Program (LIHEAP) payments from
the State; and 2) Authorize the Mayor to execute attached resolution.
A RESOLUTION OF THE AZUSA UTILITY BOARD AUTHORIZATING STAFF TO
EXECUTE AGREEMENTS WITH THE STATE OF CALIFORNIA, DEPARTMENT OF
COMMUNITY SERVICES AND DEVELOPMENT (CSD), FOR LOW INCOME HOME
ENERGY ASSISTANCE PROGRAM FOR AZUSA RESIDENTS
5. Authorization to Join the Low Carbon Fuel Standard Program Administered by the
California Resources Board. Recommendation: Authorize the Director of Utilities to opt-in
and register ALW in the CLFS Program by submitting to CARB the attached letter and
registration form.
6. Approve the Selection of Consultant to Prepare Electric Substation Capacity Upgrade Plans
and Award the Professional Services Agreement to PMCM Consulting Engineers.
Recommendations: 1) Approve Professional Services Agreement (PSA) with PMCM
Consulting Engineers in an amount not to exceed $49,000; and 2) Authorize the City Manager to
execute the associated PSA in a form acceptable to the City Attorney.
7. Approval of Cancellation of August Utility Board Meeting. Recommendation: Cancel the
Utility Board regular meeting for August 28, 2017.
E. SCHEDULED ITEMS
1. Award Contract to Alridge Electric, Inc. for Furnishing and Installing New LED Street
Lights and Mast Arms Along Foothill Boulevard as Per Project LD2017-1.
Recommendations: 1) Approve the award of contract to Alridge Electric, Inc. in a total not to
exceed amount of $236,202.30, plus an allowance of $10,000 for potential change orders, for
furnishing and installing new LED street lights and mast arms as per plans and specifications for
Project ED2017-1; 2) Authorize the Mayor to execute the Contract in a form acceptable to the City
Attorney; and 3) Consider and approve, as appropriate, optional custom painting of the light
fixtures in an amount not to exceed $19,246.70.
2. LED Conversion of Azusa Avenue Decorative Lights. Recommendation: Provide Staff input
and direction on the Utility Board’s interest in converting the decorative post top street lights on
Azusa Avenue.
