A. PUBLIC PARTICIPATION
1. (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum
time, subject to compliance with applicable meeting rules. Questions to the speaker or responses
to the speaker’s questions or comments shall be handled after the speaker has completed his/her
comments. Public Participation will be limited to sixty (60) minutes time.)

D. CONSENT CALENDAR
The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or
Councilmembers wish to address any item on the Consent Calendar individually, it will be considered
under SPECIAL CALL ITEMS.
1. Minutes. Recommendation: Approve minutes of meeting on May 22 as written.
2. Approval of Amended and Restated Professional Services Agreement with InContact for Call
Management System Services. Recommendations: 1) Approve the attached Amended and
Restated Professional Services Agreement with InContact, Incorporated; and 2) Authorize the
Mayor to execute the agreement in a final form acceptable to the City Attorney.
3. Approve Increase of Blanket Purchase Order for Infosend. Recommendation: Approve a
$25,000 increase to InfoSend’s blanket purchase order for Fiscal Year 2016-17 (for a total of
$225,000), to include the added costs for merchant account reversals.
4. Approval of Second Amendment to Astoria 2 Power Sales Agreement (PSA) Between Azusa
Light & Water and Southern California Public Power Authority (SCPPA) for Long Term
Purchase of Energy, Capacity, and Environmental Attributes from Astoria 2 Solar Project.
Recommendations: 1) Approve Second Amendment to Astoria 2 Power Sales Agreement with
Southern California Public Power Authority; and 2) Authorize Mayor to execute the amendment in
a form acceptable to the City Attorney.
E. SCHEDULED ITEMS
1. Power Cost Adjustment Charge (PCA) Stabilization Plan. Recommendation: Adopt Resolution
UB-08-2017 approving a PCA Stabilization Account and a target PCA level in Fiscal Years 2018,
2019, and 2020 to result in an average electric rate reduction of approximately 10% from Fiscal
Year 2017 budget level.
