Present at roll call: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones, ROLL CALL City Attorney Snidow, City Engineer Brooks and City Clerk. Absent: None Each member present acknowledged receipt of a written copy of the minutes of the regular meeting of August 4 1952 and the special meeting of August Z, 1952• The MINUTES APPROVED Mayor asked if there were any corrections or objections to said minutes. There being none, the minutes of August 4. 1952 and August 14, 1952 were approved as written. The City Clerk offered the Affidavits of Posting and Mailing relative to the 1911 Street Improvement Act No. 1951-5 for approval. Moved by Councilman Jackson, seconded by 1911 STREET Councilman Memmesheimer the affidavits be IMPROVEMENT ACT approved and placed on file. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Mayor Jones stated that he wished to apologize to the people and taxpayers of Azusa for the conduct of the Council in not being able�to agree upon the appointment of a chairman to preside at the last regular meeting of Council. MAYOR JONES He accepted some of the responsibilityyfbr not STATEMENT - having appointed a member of council to serve during his absence at a prior regular meeting and in so doing could have received the approval of Council. He also stated that at an Agenda Meeting and a Budget Meeting, all members being present at one or the other of these meetings, he made known his wishes in the matter and no member had raised an objection and that one of the dissenting members had expressed his approval. Superintendent V. D. Smith advised Council that he had sold to the Ureka Iron & Metal Company two and three-fourths tons of scrap REPORT ON copper @ .13* per pound. Noes: None Absent: None Mr. Gleason appeared before Council represent- ing Pedro Camps and presented a petition with 27 signatures attached thereto requesting Council ' not to revoke the business license issued to Mr. Camps for.his place of business at 247 Dalton Avenue, BUSINESS LICENSE FOR A letter signed by A. L. Kendrick, Chief d SEER PARLOR Police, advising Council that the issuance cC a license to conduct a beer parlor at this address would not be to the best interest of the public, was offered. Mrs. Edith Maye Corona appeared before Council and presentedMaracter references, one signed by Frank Flanagan of the Commercial Packing Company and one signed by Samuel D. Burgeson, M.D. Councilman Jackson said he felt obliged to vote against the issuance of this license. Councilman Seltzer said there w as nothing personal in.his vote but felt that there should be a reduction in the number of beer parlors in this area. Councilman Memmesheimer said Mrs. Corona's reputation had no bearing in this matter, that there was nothing personal as far as the lady was concerned or Mr. Campa, but he object- ed to the way Mr. Camps had used his license. Moved by Councilman Jackson, seconded by Councilman Memmesheimer the application of Dors. Corona for a business license to con- duct a restaurant and beer tavern at 247 N. Dalton Avenue, be denied. Noes: None Absent: None Councilman Jackson offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA,;COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, ACCEPTING TWO EASEMENTS FROM AZUSA.PROPERTIES, INC., AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST, WITH INSTRUCTIONS TO HAVE .THE EASEMENTS RECORDED. Despart appeared before Council and made application for a business license to operate a small Spanish tent show on August 29th and 30th at the corner of Second Street and Azusa Avenue. Moved by Councilman Hernandez, seconded by Councilman Seltzer Council grant the application with the provision that the Fire Chief inspect the tent and approve the grounds. Noes: None Absent: None 7:30 P.MvS7 RESOLUTION NO. 2670 ADOPTED RESOLUTION NO. 2671 ADOPTED TENT SHOW M•6 CITY HALL, AZUSA, CALIFORNIA, MONDAY, AUGUST 25, 1952 7:30 P -MO 89 Mrs. Mattie Owens, President of the Library Board, submitted a detailed report of the operation of the Azusa Public Library and requested that council reconsider the reduction in the tax rate effecting the Library Fund. Mrs. Owens appeared before council in support of this request. Mr. Richard Payne, a member of the Board, addressed council stating that the -Library Board did not have enough money -to do the things they feel should be done. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer that council post- pone the consideration of the tax rate until the next regular meeting of council. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Council agreed to meet Tuesday, August 26, 1952 at 7:00 to reconsider the budget. Mayor Jones said he was not sure he could attend.the meeting on August 26th. Moved by Councilman Hernandez, seconded by Mayor Jones that Councilman Seltzer be appointed to act as chairman _in the absence of Mayor Jones at the above-mentioned meeting. Noes: None Absent: None The matter of dust abatement on the street Just west of Vernon Avenue and north of 10th Street was presented. Councilman Hernandez reported that the Azusa Transfer Company expressed a willingness to furnish the material to improve the street. The Planning Commission recommended that Herb Zadach be granted permission to erect an 850 sq. ft. dwelling on property described as 1022 N. Dalton Avenue. Moved by Councilman Jackson, seconded by Councilman Memmesheimer and duly carried council approve the recommendation of the Planning Commission and Mr. Zadach be granted permission to erect a dwelling at this address containing 850 sq. ft. of liveable space. The Planning Commission recommended that Mr. Iver Swanson be granted permission to ' erect a 950 sq. ft. dwelling on property described as Lot 16, Block E, Azusa Heights Tract. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer and duly carried Council accept the recommendation of the Planning Commission. The Planning Commission requested Council to LIBRARY BOARD TAX RATE TO BE RE- CONSIDERED FOR PUBLIC LIBRARY COUNCILMAN SELTZER TO ACT AS CHAIRMAN STREET WEST OF VERNON AND NORTH OF 10TH ST. MR. ZADACH'S REQUEST GRANTED MR. SWANSON'S REQUEST GRANTED 390 CITY HALL, AZUSA, CALIFORNIA, MONDAY, AUGUST 25, 1952 7:30 P.M39 1 investigate the condition of a junk yard on West Foothill Boulevard. Moved by Councilman Jackson, seconded by Mayor Jones and duly carried this matter be referred to the Police Department for JUNK YARD ON WEST Investigation and report. FOOTHILL BLVD. The Planning Commission recommended that Council request the Regional Planning Commission to make a land use survey south of Azusa and establish a minimum lot size of 6,000 feet with a minimum front footage of 55 feet in R-1 areas. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and duly carried this request be referred to Councilman Seltzer for investigation and report. The Personnel Board presented a list of three names of -persons on the Civil Service Eligible List III - Police Department - who are willing to.accept appointments as patrol- man. Chief Kendrick and Commissioner of Police Memmesheimer recommended the appointment of Raymond L. Guardado as patrolman. Moved by Councilman Jackson, seconded by Councilman Hernandez the City Attorney be instructed to draw a resolution employing Raymond L. Guardado as patrolman to fill the vacancy created by the retirement of Sgt. Kimbrell, effective September 1, 1952, with a salary of $244,00 per month.
