A. PUBLIC PARTICIPATION
1. (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum
time, subject to compliance with applicable meeting rules. Questions to the speaker or responses
to the speaker’s questions or comments shall be handled after the speaker has completed his/her
comments. Public Participation will be limited to sixty (60) minutes time.)

The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or
Councilmembers wish to address any item on the Consent Calendar individually, it will be considered
under SPECIAL CALL ITEMS.
1. Minutes. Recommendation: Approve minutes of meeting on February 27 as written.
2. Approval to Extend Electric Rate “Schedule CEM Co-Energy Metering”. Recommendation:
1) Adopt Resolution No. UB-03-2017 approving the attached Electric Rate “Schedule CEM – Co-
Energy Metering” to extend the term of the rate schedule.

3. Award Contract to Applied Engineering Concepts to Perform Preventive Maintenance on
Circuit Breakers and Protective Relays at the Azusa Substation in Accordance with the Scope
of Work for Project LD2017-2. Recommendations: 1) Award the maintenance contract to
Applied Engineering Concepts (AEC) in the amount not-to-exceed $51,953 to perform work
specified in the Scope of Work for Project LD2017-2; and 2) Authorize the Mayor to execute the
maintenance contract in a form acceptable to the City Attorney.
4. Approve Maintenance Services Agreement with Henkels & McCoy. Recommendations: 1) An
Emergency Maintenance Services Agreement with Henkels & McCoy in an amount not-to-exceed
$150,000; and 2) Authorize the Mayor to execute the agreement in a form acceptable to the City
Attorney on behalf of the City.
5. Approval of Purchase of 2017 Ford F250 for Water Division Under California State Vehicles
Contract 1-16-23-20ACLIN 21. Recommendations: 1) Waive the competitive purchase
requirements pursuant to Section 2-521(a), Article VII, Chapter 2 of the Azusa Municipal Code
(Cooperative and Piggyback Purchasing); and 2) Approve the issuance of a Purchase Order to
Downtown Ford Sales of Sacramento, California in an amount not-to-exceed $52,968.91 including
sales tax and delivery charges, for a 2017 Ford F-250 4x2 Diesel Supercab.
6. Authorization to Solicit Request for Qualifications for Well and Booster Pump Maintenance
Services. Recommendations: 1) Approve attached Request for Qualifications; and 2) Authorize
Staff to solicit qualifications for well and booster pump maintenance services.
7. Approval of Support Letter for Low Income Home Energy Assistance Program (LIHEAP)
Funding. Recommendation: 1) Authorize the Director of Utilities to sign the Letter of Support
urging Congress to protect funding for the Low Income Home Energy Assistance Program
(LIHEAP).
8. Cancellation of April Utility Board Meeting. Recommendation: 1) Cancel the Utility Board
regular meeting on April 24, 2017.
E. SCHEDULED ITEMS
1. Modifications to Electric Utility Rule No. 18-Public Benefits Program. Recommendation: 1)
Adopt Resolution No. UB-04-2017 approving Electric Utility Rule No. 18 — Public Benefits
Program.
