Present at roll call: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones, Attorney Jim Goodhue (representing.City Attorney Snidow), City Engineer Brooks and ROLL CALL Deputy City Clerk. Absent: City Attorney Snidow and City Clerk. Each member present acknowledged a written ' copy of the minutes of the regular meeting of August 18, 1952 and the regular adjourned MINUTES APPROVED meeting of August 25, 1952. The Mayor asked if there were any objections or corrections to same. After discussion, the minutes of August 18, 1952 and August 25, 1952 were approv- ed as written. The Mayor announced that this is the time and place fixed by this City Council for hearing objections or protests on the proposed work, or the extent of the assessment district, or on the proposed grades under the Resolution 1911 STREET IMPROVE?.ANT of Intention, Resolution No. 2665, providing for certain grading and the construction of ACT a certain street lightingsystem on Azusa Avenue and other streets. (Assessment District No. 1951-5) The Clerk presented affidavits of publication, mailing and posting. Moved by Councilman Jackson, seconded by Councilman Hernandez the affidavits be ' approved and ordered placed on file. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None The Mayor announced that the City Engineer would now read the Debt Limit Report for the proposed improvement. City Engineer Brooks thereupon read the Report. The Mayor requested the Clerk to read any written protests which had been filed and the Clerk notified Council that no written protests had been received. Councilman Memmesheimer offered a resolution entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, MAKING FINDINGS AND OVERRULING PROTESTS AND OBJECTIONS (AZUSA AVENUE). RESOLUTION N0. 2679 ADOPTED The Mayor announced that the City Council would now hear any oral protests or objections concerning the work, extent of assessment district or grades. There being no oral protests made, City Engineer Brooks reported that oral and written protests and objections had been filed with the City Clerk by the owners of zero percent (0%) of the total area to be assessed for the improvement. Councilman Memmesheimer offered a resolution entitled: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, MAKING FINDINGS AND OVERRULING PROTESTS AND OBJECTIONS (AZUSA AVENUE). RESOLUTION N0. 2679 ADOPTED 406 CITY HALL, AZUSA, CALIFORNIA, TUESDAY, SEPTEMBER 2, 1952 7:30A0.7 Moved by Councilman Seltzer, seconded by Councilman Jacks on this resolution b adopted as read and numbered Resolution No. 2679. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None A communication from the United Bench Advertisers, Inc. was read requesting per- mission to place and maintain courtesy benches at bus and car stops throughout the City of Azusa. Moved by Councilman Jackson, seconded by Councilman Seltzer and duly carried this request be referred to the Chief of Police and the Police Commissioner for recommendation and investigation of the manner in which this matter is handled in other cities with respect to possible franchises. A letter from George D. Monte Vista Avenue, was to authorize the return on a dog license issued Warland, 307 N. read requesting Council of a penalty assessed to him and outlining the reasons for his request. Moved by Councilman Jackson, seconded by Councilman Seltzer and duly carried this matter be referred to the Police Department for investigation. A letter from Raymond L. Guardado was read notifying Chief of Police Kendrick of his resignation from the Police.Reserve Corps due to his appointment as.a probationary Patrolman. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer and duly carried this resignation be'accepted. A similar letter from Edward G. Alvarez was read resigning from the position of Emergency Patrolman in order to accept his appointment as probationary Humane Officer for the City of Azusa. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer and duly carried this resignation be -accepted. A communication from the Regional Planning Commission, County of Los Angeles,.was r ead relative to Zone Exception,Case No. 956 (L. R. Hudson, 1440 N. Azusa Avenue, Azusa), requesting that the City of Azusa supply any available information relative to the de- velopment of this property which may affect the decision to be rendered in this case by the Regional Planning Commission. Moved by Councilman Memmesheimer, seconded by Councilman Hernandez the City Attorney be instructed to attend the hearing to be held before the Zoning Board in the Regional Planning Commission hearing room on September 4, 1952 and advise that group that the City Council of the City of Azusa has in the past gone on record protecting the property adjacent UNITED BENCH ADVERTISERS DOG LICENSES RAYMOND L. Councilman Memmesheimer offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA.. AMENDING,ORDINANCE N0. 406.OF SAID CITY, ENTITLED: "AN ORDINANCE OF THE CITY COUNCIL.OF.THE CITY OF.AZUSA, LOS -ANGELES COUNTY, CALIFORNIA, REGULATING_THE DEPOSIT OR DISCHARGE OF _ INDUSTRIAL WASTE°. to.be placed upon its second reading. The title of this ordinance was than read. Moved by Councilman Seltzer, seconded by Councilman Hernandez Council waive the further reading of this ordinance. Noes: None Absent: None Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE CF CALIFORNIA, FIXING.THE_RATES_OF TAXES AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 1952. Moved by Councilman Hernandez, seconded by Councilman Seltzer this resolution be adopted as read and numbered Resolution No. 2680. Noes: None Absent: None The Mayor announced that he was not prepared to appoint a replacement for the vacancy to ' be caused by the resignation of Fred Beclo r as Civil Defense Director. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and duly carried this matter be.tabled for consideration at a later date. Noes: None Absent: None A report of the Sixth National Conference on Citizenship was ordered placed on file. A communication from City Clerk M. A. Hynes was read requesting that Council authorize Mrs. Lake, Personnel Clerk, to continue issuing business licenses. Moved by Councilman Memmesheimer, seconded by Councilman Hernandez Councilman Seltzer be appointed to discuss the matter with Mrs. Lake and report back. Robinson was read protesting the service received and the charge made for rubbish pia kup at their trailer park at 501-503 W. Foothill Blvd. After discussion, it was moved and carried the matter be referred to the Public Works Department for investigation of service rendered. Communications from the City of San Fernando and the City of Needles concerning a.4% state-wide sales tax were read and ordered placed on file. Council discussed the improvement of Pasadena Avenue with City Engineer Brooks with the majority of Council preferring that the street be improved to a full width of 48'. 7:30 PW 3 COUNCILMAN MEMMESHEIMER AUTHORIZED TO ATTEND CONFERENCE COLLECTION OF BUSINESS LICENSES PROTEST ON COLLECTION OF RUBBISH STATE-WIDE SALES TAR I'MPROVEMENT OF PASADENA AVENUE A communication from Chief of Police Kendrick was read requesting that Council authorize the installation of stop signs at the follow- ing intersections, and the City Attorney was STOP SIGNS instructed to prepare a resolution authorizing same: 5th Street at Orange Avenue Coney at 4th Street Duell at Vernon Avenue Second Street at Vernon Avenue At the request of Councilman Hernandez, it was moved by Councilman Seltzer, seconded by Councilman Hernandez and duly carried the City Engineer investigate the installation of stop signs at Grandin, Orange and Sunset Avenues at Broadway. An invitation to the annual dinner meeting of the Azusa Youth Program was read and ordered.placed on file. Police Commissioner Memmesheimer requested that Council authorize the City of Azusa to act as host city for a meeting of the San Gabriel Valley Police Chiefs within the next three months.
