Convene to Regular Meeting of the Azusa Utility Board • Call to Order • Pledge to the Flag • Roll Call A. PUBLIC PARTICIPATION 1. (Person/Group shall be allowed to speak without interruption up to five (5) minutes maximum time, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker’s questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes time.) B. UTILITIES DIRECTOR COMMENTS C. UTILITY BOARD MEMBER COMMENTS D. CONSENT CALENDAR The Consent Calendar adopting the printed recommended action will be enacted with one vote. If Staff or Councilmembers wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. Minutes. Recommendation: Approve minutes of meeting on January 23 as written. 2. Adoption of AB 2021 Energy Conservation Targets. Recommendation: 1) Adopt an annual Cost Effective Energy Conservation Program target of 1.01% of annual energy sales for fiscal years 2018-2027. 3. Acceptance of Grant of Easement from Golden Homes LLC. Recommendations: 1) Adopt Resolution No. UB-02-2017 accepting the Grant of Easement for the property at Lot 1 of Tract 72922 in Book 1389, Page 27-29; and 2) Authorize the City Clerk to file the easement in the Office of the Los Angeles County Recorder. A RESOLUTION OF THE UTILITY BOARD/CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A CERTAIN GRANT OF PERMANENT EASEMENT AND DIRECTING THE RECORDING THEREOF. 4. Approve the Scope of Work to Perform Preventive Maintenance on the Substation Medium Voltage Vacuum Circit Breakers and Authorize Staff to Solicit Bids. Recommendations: 1) Approve the scope of work for performing preventive maintenance on the circuit breakers and associated relays at Azusa Substation; and 2) Authorize the City Clerk’s office to advertise and solicit bids. 5. Approval of Azusa Library Lighting Project. Recommendations: 1) Waive competitive purchase requirements pursuant to Section 2-521(a), Article VII, Chapter 2 of the Azusa Municipal Code (Cooperative and Piggyback Purchasing); 2) Approve the execution of a Task Order with Richard Heath & Associates at a cost not to exceed $40,000 for the purchase and installation of LED lights and occupancy sensors in the Azusa Library; and 3) Authorize the Director of Utilities to execute the Task Order, in a form acceptable to the City Attorney, on behalf of the utility. E. SCHEDULED ITEMS 1. Potential Assignment of Azusa’s Share of Puente Hills Landfill Gas-to-Energy Project to City of Banning. Recommendation: 1) Authorize the Director of Utilities, or his designee, to enter in non-binding negotiations to potentially assign Azusa Light & Water’s share of Puente Hills Project contract to the City of Banning. 2. Approve Plan and Specifications of Project LD2017-1 for Retrofitting Existing High Pressure Sodium (HPS) Street Light Fixtures to Light Emitting Diode (LED) Fixtures along Foothill Boulevard and Alosta Avenue within City Limits. Recommendations: 1) Approve the Plan and Specifications for the street light retrofitting project; and 2) Authorize the City Clerk’s Office to advertise the project and solicit formal bids. F. STAFF REPORTS/COMMUNICATIONS 1. Public Benefit Low-Income Assistance Program 2. Planned Procurement of Required System, Local, and Flexible Resource Adequacy Capacity for Calendar Year 2018 3. Affirmation by the California Energy Commission Regarding Azusa’s Compliance with Renewable Portfolio Standards 4. Water Supply Update G. CLOSED SESSION 1. None. H. ADJOURNMENT 1.
